How soon did the Cabinet see this coming? How was the cabinet discussing taking action on what was happening? Did we have intelligence operations in TEP during the build up?

At least TNP, TRR, TP, and ourselves had been worried about various actions the Fedele administration was undertaking, and had been discussing it amongst ourselves and with each other for months. That ramped up with the most recent Delegate election in TEP, with Fedele's unlawful acts and Funkadelia's propaganda dispatch.

Apologies; how did the cabinet intend to take action on TEP? Did they discuss about dissolving the Accords? How far did they get in those discussions?
And for the second one, that’s not really what I meant, but i’m sure i’ll receive the same answer regardless lmao

In June/July, Cabinet discussed pretty much all potential options together with TRR. One of these was dissolution, and it was generally agreed upon that it could be a viable step if and only if it was perceived that a soft coup (i.e. a de facto full takeover by the Rahl faction) had already occurred. That was not the case, however, ergo that option was dropped from consideration.

More recently, there wasn't necessarily a specific plan of action at any point in time, rather it was careful watchfulness to see what would unfold, and coordinating with others ahead of time. The hope was that the worry was unfounded and there would be a regular transition to the new Delegate-Elect, though that obviously did not occur.

Dissolution was not discussed at that point in time because that would essentially have meant giving up on the obligations under the January Accords just because the going got hard. One of many things South Pacificans can be proud of is that we are not a fair-weather ally, but rather stick to the interregional commitments we have made even if it hurts (see Lazarus 2017). We've affirmed that once again with the TEP situation by being among the first few regions to respond with military and diplomatic support.

I'd be happy to answer in more detail if you elaborate. Taking a guess - we did not have anybody within TEP, spy or not, reporting to us what was happening there behind closed doors, if that's what you meant.
