I've drafted legislation to create ministries (conditional on the passage of an amendment to the Charter of the South Pacific). There are several versions of this act, but the first version retains the existing ministries without creating new ones.
Quote:Ministries Act
An act establishing the ministries of the South Pacific
1. Ministry of Regional Affairs
(1) The Minister of Regional Affairs will be responsible for promoting regional and forum activity, integrating new players into Discord and the forums, organizing cultural events, and communicating with the world about the South Pacific’s activities.
2. Ministry of Foreign Affairs
(1) The Minister of Foreign Affairs will be the Coalition’s chief diplomat. They will be responsible for establishing the government’s foreign policy program, communicating with allies, and coordinating with the military on foreign policy priorities when necessary.
(2) The Minister of Foreign Affairs holds the sole power to initiate treaty negotiations with other regions, groups, and organizations, but may designate officers to handle those negotiations. Upon completion of a treaty negotiation, the Minister must present it to the full executive for majority approval, before submitting it to the Assembly for ratification.
(3) The Minister of Foreign Affairs will be responsible for establishing standards for the creation and maintenance of consulates and embassies.
3. Ministry of Military Affairs
(1) The Minister of Military Affairs will be the civilian leader of the armed forces of the Coalition, the South Pacific Special Forces. In conjunction with a group of Generals, the Minister of Military Affairs will be responsible for the defense of the Coalition, building military activity, and conducting military operations.
(2) The Minister of Military Affairs may elect to establish an intelligence office, in equal coordination with the Council on Regional Security.

Two suggestions:
1) Perhaps it would be easier to split these amendments into separate threads, for separate things one by one.
2) All of the ministries should have a larger legal duty. Having integrational affairs "Integrate new players" is too vague, and is only a small part of what integration actually does. Same with cultural affairs: it should liaise with LC and the FA to provide events for all platforms.
Lastly, is it possible to use the formatting recommended by the chair?

So, I do think we'd want a more robust description of some of these positions as they look a bit ... sparse now.
If we were to break it as Educational and WA — with the current RA keeping Media and Culture — would we need to rename RA? It might just be easier to keep to RA and break the other two (well, one really) out as needed.

I agree with Tsu. There is little to no need to rename RA.
Education would need to be broken, and I think WA should have a separate ministry.

As far as naming goes, I think "Regional Affairs" is actually a clearer and more fitting title for the integration role (though Educational Affairs works too), while events/RP/media or just events/RP should be "Cultural Affairs".
I agree with Tsu that some more fleshing out of the responsibilities is in order. I'd say "Educational Affairs" should include a more explicit duty to collaborate with the LC. I'd strongly favor wording which gives the ministry the responsibility of integrating new players into all platforms, as opposed to just Discord and forums specifically. Getting new nations to talk on the RMB, join the WA, etc. (maybe even all of SWAN!) should be part of the MoEA, imo, not just getting people to join offsite and join other ministries.

If we split, I'd personally prefer not reusing "Regional Affairs" as a name to avoid confusion and prevent misappropriation of the idea of continuity.
All of the new ministries (except a WA ministry) would be successor ministries, so none should share the old name.

Although I think that Integration should be split, I don't think that the creation of a new ministry is entirely warranted.
It will just lead to more short term confusion, and it's easier to fuse the two ministries back together if the thing doesn't work.

I would prefer that as well.

What do you mean by split without a ministry?

I explained that terribly. Integration should be split into a new ministry, but the setup of Regional Affairs should no change.
