This proposed amendment was attached to the Cabinet expansion proposals as addendum. Because this proposed revision seems to be popular while unattached to the Cabinet expansion, I see no reason not to move forward with a vote on this amendment. Because there is a constitutional addendum, the minimum debate time is five days.

Amendment to the Regional Officers Act

Amendment to Article 2 Wrote:
Regional Officers Act

2. Regional Officers

(1) The in-game Delegate will be granted all Regional Officer powers.

(2) The Minister of Foreign Affairs will be granted the Embassies power.

(3) The Minister of Regional Affairs will be granted the Appearance and Communications powers.

(42) The Prime Minister will be granted the collective set of powers granted to the other Cabinet ministers hereinall non-Border Control powers.

(3) The Cabinet ministers will be allotted between one and four Regional Officer positions and granted Appearance, Communications, and Polls powers. They will decide which Cabinet ministers among them will be granted Embassies power.

(54) Members of tThe Council on Regional Security will be allotted three Regional Officer positions and granted the Border Control and Communications powers.

(65) At least one member of tThe Local Council will be allotted three Regional Officer positions and granted the Appearance, Communications, and Polls powers.

(6) Members of the Council on Regional Security who concurrently serve as another Regional Officer named in this Act shall be granted the powers of both offices. This will not count toward the three Regional Officer positions allotted to the Council on Regional Security.

(7) During elections, the Election Commissioner will be granted the Polls and CommunicationCommunications and Polls powers.

You might want to replace "up to" with "between one and", as with the current wording a Delegate could grant zero slots legally.

I only made that change for the Cabinet, but removed "up to" altogether for the CRS and Local Council. As it currently stands, a game-enforced cap of twelve Regional Officers can be appointed, so it would make sense to give the CRS and LC three seats each. Since the Cabinet can grow and shrink, your recommendation makes sense in that part.
