Rabbitz and I have been working on this condemnation for the past couple days. We'd like to get the input of other TSPers now that we have a working draft. 

Unfortunately, the text is almost exactly at the character limit of 5,000 characters right now, so it'd be hard to add a lot more without taking out portions.
 

The Security Council,

Noting that Auphelia was founded in The South Pacific (TSP) and has ruled as a Local Councillor (LC) of the region no fewer than four times;

Frightened that Auphelia has released over 20,000 public memoranda, the third-most of any nation in the history of TSP, at a rate that has made it impossible for nations in TSP to keep up with vital diplomatic affairs;

Incensed that these memoranda are often trivial, flippant, or disregarding of readers’ sanity, such as:

• Repeatedly issuing memoranda consisting only of quotes from a certain satirical sitcom,
  
• Flooding several regions with portraits of the Auphelian Prime Minister, Norman the Turtle, causing him to gain a cult-like following in other nations and leading to chaos and disruption in world communication;
  

Sympathetic to the government of TSP, which was forced to create an entirely new line of communication in the region of Knowhere in response to Auphelia’s persistent disregard for norms of diplomatic interaction;

Mortified that Auphelia has used its power as a LC to inundate TSP with over 132 polls on wasteful topics such as:

• Best meat?,
  
• Biscuits or biscuits?, and
  
• Cats: What are they?,
  

as well as polls created solely to increase Auphelia’s national pride, such as:

• Not Auphelia or Auphelia?,
  
• Who is your favourite Local Councillor?, and
  
• What word best describes Auphelia?;
  

Disgusted at the nine musicals Auphelian playwrights have authored, including The Gods, Tyrannical, and Helter Skelter;

Appalled that Auphelia commandeers TSP’s embassies to send its polls and musicals to unconsenting nations in The East Pacific, The North Pacific, 10000 Islands, Forest, and elsewhere;

Quite annoyed that Auphelia claims its language consists only of words that look like “wheat”, causing foreigners to unintentionally insult Auphelia and cause diplomatic crises simply by saying “wheat wheat” when they mean “wheat wheat”;

Asserting that Auphelia has wreaked havoc in world bureaucracy by instructing the officials of new nations to fill out fictitious forms and complete absurd or impossible actions as if they were enforceable law, such as:

• Walking three times around a courtroom backwards singing a song from a musical,
  
• Filling out forms ‘F-6’, ‘G-1’, ‘XC-7’, ‘A81-P05’, and ‘CB-15’ in triplicate, and
  
• Submitting to questioning from ‘The High Bovine Council’;
  

Calling out Auphelia’s state media, Auphelia News Now, for its biased and scandal-focused journalism, which has involved, inter alia:

• Reporting on a fabricated rodent takeover of the world,
  
• Perpetuating the conspiracy theory that TSP’s regional mascot had been kidnapped, and
  
• Distorting a statement by Erinor, a candidate for Delegate of TSP at the time, to seem as if its leader were asking to be abducted by Queen Yuno, the Delegate of The East Pacific;
  

Dismayed that Auphelia supports roving bands of pirates which not only make safe navigation of TSP’s seas a nightmare, but have also invaded The North Pacific on several occasions;

Utterly horrified at the vast number of crimes against humanity which Auphelia has advocated or committed;

Noting that Auphelia advocated the wholesale genocide of all marsupials, labelling nations with high marsupial populations as “marsupial scum”, establishing the Anti-Marsupial Council (AMC) to arrest and interrogate marsupial sympathisers, and styling itself as “the anti-Marsupial candidate”;

In keeping with my comments on Discord, I have tried to reduce the text down a little, and reordered a few sections so it is more relevant to any non-TSP readers as quickly as possible.

Also swapped all commas to semicolons for consistency and Local Councillor and Anti-Marsupial Council don't occur enough to warrant an abbreviation IMO (would prefer not to have one for TSP too personally)

The main thing that's incorrect, grammatically, for an SC proposal is that the listed points are supposed to have commas at the end and not semicolons. 
Also, you're supposed to have what the nation is at the front instead of somethings they've done such as Identifying [nation] as a etc..

I'm not sure where you think these formatting rules come from but the only actual formatting rules the Security Council has is that:

• there must be an operative clause (rule 3)
  
• it must be written from the perspective of the World Assembly and not break the fourth wall (rule 4); and
  
• no misspellings that result in you mis-stating the intention of you proposal
  

There is a lot of variance

There's no set standard, and if you go through the full list of resolutions you'll see that, but generally they are consistent throughout the document.

Kuriko jumps from semi-colons to full stops to nothing from resolution to resolution for example, and rarely if ever uses commas.
