So, the thing that pop out to be with the hybrid idea is that we've be excluding anyone who participated in the SPSF to run for delegate. 

Also, I'm with Pen. The endorsement cap should not be lifted for everyone with they have no intention of running for delegate. For the CRS to try and get everyone back under the general endorsement cap would be a nightmare.

Simultaneously, though, we should be making sure we keep up with the endo cap so there's not a massive gap between the cap and the delegate. Right now we have a nearly 500 because of the circumstances ... but we could obviously be much closer if this is become the new normal.

Check the compromise post, I added the grace period in so people still need to get their requirement satisfied to be a legitimate candidate but only those who declared candidacy in the previous period can use the temporary cap for that.

As for the SPSF, you won’t be running for delegate if you aren’t ready to temporarily give up the job. 

Gotcha missed the declared candidacy bit, but I'm down with that.

I think it be would easiest if we keep the election at the same time and just extend Somy's term. So, hold the election beginning in July with the official transfer not happening until August 1. And, that term will run until Feb 1, with the election gain taking place in January.

I agree with this. It is also the best way to keep elections staggered throughout the year more.

I think they're going to need to be quite flexible -- really, until the del-elect achieves the delegacy. We shouldn't be setting an artificial time limit on that.

So, I'm fine with being flexible on the actual transition date on the actual transition date (although historically, I don't think we've been inflexible).

However, I don't want us to get into a situation (like with the CoA) where the dates for delegate elections keep changing. The position is too important and significant for us to be scrambling at last minute to pull together an election for delegate (as it seems we do at times re: Chair).

If we're (a) allowing candidates to tart above the cap during the campaign, and (b) not officially starting the term for two weeks after the election's conclusion, barring some significant circumstances, that's plenty of leeway.

While I understand there's only so much we can do get people to endorse the incoming delegate, if we're making good faith efforts (outgoing delegate not tarting; promoting incoming del., etc.) and the incoming delegate still can't get over the outgoing delegate, that sounds like a personal problem on the incoming del that we shouldn't be making excuses for.

Eh, not necessarily. Somy took quite some time to take over from Seraph and that wasn't for lack of effort (because he was working hard), it's more that his transition happened during a lull and that made it take longer.
