Madam Chair,

I urge you to invoke the discretionary power granted to you by Legislative Procedure Act 2.5, for a number of reasons:
  • It is readily apparent that the debate is still ongoing, with a new draft for consideration having been submitted less than 24 hours ago.
  • The debate itself has been somewhat contingent upon two informal polls that you have started for Legislators to participate in, and these polls have not yet run long enough to close and have their results published here.
  • Agalaesia and Penguin, the two individuals that have motioned the "Jay" proposal to vote, are part of the staff that have participated in the MoRA's "Letter to the Assembly", where a request was made to find a decision by consensus rather than majority. At this time, there is no consensus.

A vote on this matter at this time is wholly inappropriate and I urge the Chair to delay the vote accordingly.

Something that might be worth dealing with: how would the proposed departments operate with a vacancy in the Director chair? What would be the role of a Director specifically? Would the departments be able to function without them? I can see scenarios where departments go without Directors for ages because the Assembly doesn't approve, or because the Cabinet can't find anyone to fill them. And if they can survive without Directors... do they actually need them?

Arts and Design in particular - from the way it's discussed here, it sounds like it would essentially be responding to requests from Ministries. What would a director do? Approve people to join it? Pass on messages from Ministries? Seems like it could be fairly autonomous.

I think my only concern here is that we wanted to make sure there was a clear requirement for confirmation of the leaders of these groups.

So this brings up a good point. I think it is clear we need a leader for a Media dept so I would be curious if maybe we should allow Art and Design to be a cabinet project and Media be a full-fledged department with a confirmed director.
Above all else, I hope to be a decent person.

I do think we'd still need someone to approve applicants to join the Art and Design team, so I might prefer to retain a Director and keep it under the same framework. Unless we can think of a way for applications to be handled that would be better than a leader/organizer managing them.

The primary reason of making them “official departments” is that these institutions are supposed to be permanent unlike OWL. Permanent institutions require some sort of accountability which needs to be formalized. Knowing how passive our region is at scrutinizing government institutions. Having formalized departments with clearly specified confirmation process will make sure our legislators will regularly pay attention to the departments’ activities (through the periodic reconfirmation vote).

If this split even happens, what is the Discord solution? I must say that I am opposed to the creation of new servers. To my knowledge, TSP currently has eight servers (main, roleplay, MoRA, MoFA, SPSF, Campus, OWL, and SOON). We should seriously consider an executive server or something because this seems excessive at this point.
