[PASSED] Amendment to the Cultural Act

This is the recipe Glen proposed (Long Island iced tea but with some substitutions - blue curacao instead of triple sec, and lemon-lime soda instead of cola), and also the recipe used when some TSPers got together to drink SPIT.
