Cabinet Elections | October 2020

1 October 2020

Fellow South Pacificans,

It is once again time to elect a new Cabinet of the South Pacific.

ELECTION SCHEDULE

In accordance with the Elections Act[1],

The Nomination Period will commence at 3:00 UTC on the 1st of October (17:30 Sept. 30 Marquesas Islands Time) and will conclude at 3:00 UTC (17:30 Marquesas Islands Time) on the 7th of October.

The Campaigning Period will commence at 3:00 UTC (17:30 Marquesas Islands Time) on the 4th of October and will conclude at 3:00 UTC (17:30 Marquesas Islands Time) on the 11th of October.

The Voting Period will commence at 3:00 UTC (17:30 Marquesas Islands Time) on the 11th of October and will conclude at 3:00 UTC (17:30 Marquesas Islands Time) on the 14th of October.

ELECTION GUIDELINES

To be eligible for ballot access in this election you must:
  1. Be a Legislator as of 3:00 UTC (17:30 Marquesas Islands Time) on the 1st of October.
  2. Post a campaign in the designated sub-forum of the Elections Headquarters. This campaign must "prominently include a truthful declaration of all potential conflicts of interest the candidate may have within and outside of the South Pacific".

You may also nominate other Legislators for the office. Nominations or the acceptance of such have no official standing; only posting a campaign thread in the designated sub-forum counts for formal candidature declaration purposes.

Voting will be conducted using Instant Runoff Voting (IRV) (Optional Preferential Voting) where voters may vote for one or multiple candidates in descending order of preference.

The Vote Collector forum account will be used to receive private ballots. Instructions detailing the required format for private ballots will be issued when the voting period commences.

Any queries or questions should be made in this thread.

Faithfully yours,

The Election Commissioner

[1] Elections Act, Article 4. Offices of the Cabinet, stipulates:
'(1) On the first of every February, June and October, the Assembly will convene to elect the Prime Minister and the Cabinet.
a. For the first 6 days of the election period, legislators may declare their candidacy for only one position.
b. After 3 days, a campaign period of one week will start, where candidates may campaign and the Assembly will debate the merits of their platforms.
c. After the week-long campaign period, a voting period of 3 days will start. Legislators will cast their ballots for each position. Legislators may choose to abstain from voting on any or all positions.'

Announcement on Conflict of Interest Declarations

6 October 2020

In response to recent discussion regarding the acceptability of submitting a Conflict of Interest (CoI) declaration as a dispatch or other linked page, the Election Commissioner would like to clarify the requirement. Section 2, Clause 4 of the Elections Act states the following:

Elections Act, Section 2, Clause 4 Wrote:To be eligible to be included in a voting ballot, any candidate must post a campaign in an area designated by the Election Commission. The campaign must prominently include a truthful declaration of all potential conflicts of interest the candidate may have within and outside of the South Pacific.

This Election Commission interprets the requirement of prominence and inclusion within the campaign to mean that a Conflict of Interest declaration that is merely a link to another page, or a link to a spoilered or footnoted text, is unacceptable. The Election Commissioner will not include on the ballot candidates who merely post a clickable link to their CoI declaration. Candidates are welcome to attach a more extensive explanation of their Conflict of Interest declaration via a link or spoiler. However, all potential conflicts of interest must be listed outside of a spoiler in the main body of a candidate's campaign.

Faithfully yours,

The Election Commissioner
