Where was this argument when the Assembly voted to create a cooling-off period or enable the Chair to cancel votes? If I recall correctly, you voted for both of these new mechanisms.

My argument is not that we should never create new procedures, simply that we should not create new procedures if they serve no useful purpose or have no possibility of ever being used.
