This is a similar proposal based on my findings in the MoE project mentioned in the other thread. It is also similar to the proposal I made for the CRS. Considering the fact that LegComm handles sensitive information, such as our IP addresses, we shouldn't elect members based merely on a simple majority.

Legislator Committee Act
An act to establish a commission to manage legislators

1. Scope

...

(2) The Legislator Committee comprises no less than three and no more than five legislators that have each been appointed by the Cabinet and approved by the Assembly via a three-fifths simple majority vote.

(3) A member of the Legislator Committee is removed from the committee if

...

c. the member is recalled by the Assembly via a three-fifths majority vote through regular order.

4× Cabinet minister /// 1× OWL director /// CRS member /// SPSF

The Charter already specifies three-fifths for recalls. I would suggest you leave that clause as it is - it will simply make life harder on the Chair should we want to change the recall threshold in the future.

Personally, I think we should just have the delegate process these.

We used to have a Position called the Vice Delegate that handled all of that AGES ago but it was deemed to much for one person and a committee was appointed to handle it so that there was more than one person doing it.

Also the Vice Delegate and similar positions were way too political for the role.

The 2016 coup was literally nominally started over a political dispute with the Vice Delegate about the processing of applications.

(We also didn't go directly from VD to LegComm, there was an interim period post-coup where the Chair processed applications.)
