Viet for MoE 2: Finish the unfinished business

Hello everyone! I am here again, wanting to continue my leadership in the ministry and finish what I have started. As many of you have known via the ministry's public updates, we have made a lot of progress on various infrastructure projects I have proposed in my last campaign. We moved all except one project out of the planning stage and we pushed two projects to near completion. On the other hand, we have a lot of unfinished business and things that could have been done better. This campaign will be a lot shorter than the last one since I won't go into the details of the project here. (you can look at my old campaign for it). I will mostly talk about unfinished works and how I will continue them, as well as what we will have to fix.
What we have done
 
The last three months saw satisfactory results on all aspects of the ministry and I can confidently proclaim it is the most progress we have had in improving our integration efforts:
  • Finished the office space: We have 100% finished all the procedures and bookkeeping for the ministry so that any new minister in the future will have all the appropriate tools to effectively carry out their policies. We made detailed Trello boards for all of our projects and even white papers for projects which are in the implementation phase such as the dispatch project and card project. Also, we keep them up-to-date for both internal uses and transparency. The organizational structure of having project teams and coordinators as the only internal division (A nod to MoRA's flat structure) has also worked excellently. By opening team channels to everyone and minimizing bureaucracy, everyone has only needed to focus on their actual work rather than dealing with permission and other usual red-tape. Overall, I believe this was our greatest achievement for the first term of a completely new and unprecedented ministry. We successfully set up the foundation for future leaders who want to take the job.
  • Dispatch project: The dispatch project is nearing completion with pretty much all of the difficult work required to launch it done. Most of the work in the last term was on unifying the plan and standards, finishing the dispatch updating software, and proofreading the content-finished dispatches. The dispatch software for the first time is production-ready and all dispatches that explain how the government works have been proofread.
  • Card project: This is probably the biggest item in my last campaign and I never expected it to move this far. We have agreed to go with the 10000 Islands' card co-operative model and finished the plan for it. The card organization we will set up will have all the perks of a comprehensive card organization such as card requesting, training, pull events, giveaways, transfer card sharing, lottery, and voting right on decisions. And we also have some planned card-related events upcoming with our allies. We successfully collected all rare-above TSP season 2 cards before the inevitable season 3 rollout and massively increased the stock of reward cards (e.g. legendary cards) and banks on our storage nations thanks to the unending farming effort from our farmers. We also had successful pull events and promoted this project to the outside world to get more members in the future. Aside from setting up the organization, the most surprising thing was the participation of new traders along the way. We have managed to recruit traders such as Bawkie, Poppy, W&S, and other traders from the wider card community such as sweden to help guide us in the right direction. The progress on this project wouldn't have been this far without their help!
  • Recruitment telegram project: The telegram team has come up with many proposals on criteria to select telegram targets and some initial discussions on the overall content of the recruitment telegram we may send. We have decently narrowed it down to a few options. But unfortunately, we didn't progress more than that.
  • Service: We competently provided graphics such as logos and banners for all new ministries, and set up and maintained the recruitment post for the executive branch.

What's left and policies to address them
 
In contrast to a lot of things we have done, we still have some works remaining before getting the big projects up and running and some issues to iron out. I pretty much will stick to the plan we have established in the last term with some additions and corrections.
 
Finish the dispatch and card project once and for all

As mentioned above, the technical infrastructure and content work for most dispatches have already been done. The only remaining work is finalizing the content for the dispatches that make the first impression on beginners (Around four of them). One new thing I will do here is inviting complete new members to read these dispatches to see if they are comfortable with it. By getting direct feedbacks from actual newbies, we can adjust the content as needed. After the project has been launched, we will continue working on the more difficult parts such as the regional factbook and guide about the High Court and make the dispatch editing system easier to use (use a web tool instead of Google sheet to edit dispatches).

I will also finish the last remaining items of the card project, namely organizing a contest to choose the name with the Ministry of Culture, gathering people together to write the regulations and decide on the finer details for the card organization, finishing the technical work such as scripts, and setting up dispatches, forum posts, and other resources. We pretty much will follow the plan and move forward, recruiting more traders along the way to help us. A new thing here is that I will push for the organization to be independent of MoE per convention in other regions. This means the organization will be led by an executive appointed by the Cabinet. The operation of a card organization is very complex and warrants its own top-level position.
 
Care more about the telegram recruitment project

The most disappointing thing in the last term was that I didn't pay as much attention as they should to this project since the dispatch and card project was taking up a lot of time. We still haven't yet finalized the recruitment targets and the project is still in the concept phase. In the next term, I will completely revive the project and finish the planning on targets and content to move this to the implementation phase where we will gather the team to work on the telegram content and tech needed. With the dispatch and card project being finished soon, I can assure you this project will finally see some light.
 
Remain insistent on autonomy for the graphics team but with more oversight

The graphics team can still guarantee autonomy in its design and operational decision. However, with some recent controversies regarding the new design choices, I will pay closer attention to their plans. Rest assured, I will enforce the policy letting major design decisions go through public polling first before we implement.
 
Rewards for the staff

After the card organization has gone into operation, I will start working on using cards as rewards for staff. While cards by themselves are useless, they serve as a morale boost, especially for newcomers, when the feeling of owning something valuable and seeing your card stat rises is wonderful. While I will not go into the details here since that requires us to finish the card organization and having some feasibility study, but the North Pacific and a few other regions have successfully tried it out. I hope it will serve as a demonstration of the concept before we apply it to other government bodies.
 
Working more with the Local Council

I was not been able to work with the LC much in the past term since our projects haven't progressed to when they need publicity yet. Once the dispatch project is done, I will work closely with the LC on changing the dispatches they are using for welcoming new members and providing instructions on how to use the dispatch system to answer newbies' questions related to the government. After the projects are launched, we will have to periodically poll the gameside on how they feel for improvements, this is what I will also work with the LC in the next term.
 
A way for anyone to establish a project

Currently, what projects MoE will have are entirely dictated by its minister with no input from other staff members. This is an unfortunate problem when the ministry is still young and has no infrastructure in place to support these projects. But with the completion of the foundational projects like the dispatch project, it will be a lot easier to start a new project. I intend to set up a proposal system where any staff member can propose a project the ministry can work on. Other staff members will look over these proposals to ensure their feasibility and sustainability. After that the staff member who proposed (or who they nominate) the project will be appointed as coordinator and receive appropriate assistance.

CONCLUSION
 
This campaign is a lot shorter than my last one since everything here can be summed up as continuing the plan but with some course corrections and additions. While I have not worked hard as I should have and made some mistakes in scheduling and planning along the way (which led to delays), I believe I will still be able to drive the ministry forward and amend my mistakes. Working on building things that are expected to last for as long as the region will exist and utilizing real-life skills is both a difficult yet exciting thing. I hope I and the ministry will deliver more on the next term and finish what we have started!

As the Minister for Engagement, do you see the in-game community playing a greater formal role in TSP's regional government in the future?

In a nut shell, yes. The gameside is where people in our community comes from. My ideology of the gameside community is that the RMB or the forum is just the communication platform for our community. Most politicians and political columnists who have been arguing about gameside-forumside left and right in the past has been missing the crucial point that you can and should be provided the way to be on both on the same time. My goal has always been promoting something called "cross-platform" that is, one should be aware and be provided the opportunity and knowledge required to participate in both. The region currently lacks a "framework" (e.g. policies, procedures, tools,...) for promoting cross-platform participation which I hope my policies as MoE will address.

How do you plan on teaching other people to use the Wiki?

My plan for the Wiki is pretty much giving autonomy to its coordinator Comfed. My own policy here is to make sure our community is aware that the thing exists and to help ensuring its maintenance. As expected, I will put link to the wiki in appropriate places on our dispatches and approach the coordinator on having a formal maintenance procedure in the future.

No questions, just wanted to say that I'm most excited for you to get another term!  You've done some utterly fantastic work and it is much appreciated (by me and I'm sure by lots of others).  Also - very intrigued and excited to see how the Cards program develops.  I can't promise much time to help out with this myself, but I very much want to participate.

If you go by the laws, MoE will use the dispatch and telegram system to promote endorsement. However, this will just easily tie in with SWAN. If I have to address this problem, perhaps making SWAN formally run by MoE and CRS is a start.
