General agenda of February 2021 term

Introduction
This is the general agenda for the February-June 2021 term of the Ministry of Engagement under the leadership of minister @USoVietnam.  The key goal of this term is finishing all the foundational projects such as the Dispatch Renovation project and TSP Card Organization project to pave the way for future projects and focus on things we haven't paid much attention to on the last term such as the Recruitment Telegram project. In details, our goals are:


Goal #1: Finish the Dispatch Renovation project
The single most important goal of this term is to finalize and launch the Dispatch Renovation project:
  • Clean up the dispatches: Clean up final content and formatting errors on all dispatches we have written and proofread. To be more specific, we will clean up Assembly, Cabinet, Delegate, High Court, and security-related dispatches. We will review the High Court procedure and details dispatches further to ensure our interpretation of the Judicial Act is accurate.
  • Finish the image work: Finish the header and footer images. Implement the image custom link BBCode tag for the dispatch software to avoid using real image URLs.
  • Finalize the dispatch software: Finish the remaining features (details in Kanban board) of the plugin loading, dispatch configuration handling, and BBCode formatting system. Address any remaining bugs that we detect along the way.
  • Fix the law reference system: Fix the broken law reference tag that provides automatic link to appropriate sections of law dispatches.
  • Procedure and guidelines: Discuss and write the procedure and guidelines about maintenance, staff organization, and handling requests from other government bodies.
  • Start work on the difficult dispatches: Begin content work on the High Court guide, TSP Politics introduction guide, and TSP Regional Factbook.
  • Launch: Perform a test launch to gather initial feedback. Implement any changes we see fit based on feedback received during the test launch. After that, officially launch the project by updating dispatch links on all of our platforms.


Goal #2: Finish and launch the TSP Card Organization
Finish the remaining work to launch a TSP card organization independent from the ministry:
  • Finalize the details of permanent programs and events: Finish the details of the card request program (what cards can be requested and how many cards can one requests for the card request program); transfer card sharing program (how many cards can one borrow, how and when to collect transfer cards); card lottery event (when, how to organize); card giveaways for members (when, how to organize); public pull events and giveaways (when, how to organize and promote); card buy request service for foreign traders (how one can sign up, restrictions).
  • Make the regulation code and procedure: Create a regulation code that defines the purpose, member's rights and responsibilities, leadership structure, permanent programs and events of the card organization. Create procedure documents to ensure smooth organization of programs and events.
  • Create guides and posts: Establish dispatches and forum posts to display information about the card organization for the public and instruct beginners on the basics of card trading and farming.
  • Create tools for card trading: Create scripts to aid puppet cleanup (for member farmers), detect requested cards (for card request program). Create a comprehensive list of existing card scripts.
  • Name competition: Organize a competition with the Ministry of Culture that lets citizens nominate and vote on the name for the card organization.
  • Launch: Run the organization for a few months to test the water and train the staff. Continue it permanently if it succeeds.


Goal #3: Move the Recruitment Telegram Project into implementation phase
Finish the concept study and planning to put this project into implementation phase and eventually launch it in the future:
  • Finish the discussion on telegram recipient list: Finish the talks on how to efficiently get the list of telegram recipients that satisfy certain requirements. Technical restrictions of the game's data dump and API are big problems to take into consideration.
  • Telegram content: Discuss about the content of telegrams the system will send.
  • Accommodate usage by other government bodies: Discuss how other government bodies can request time on the system with customized recipient filters.
  • Manual telegram team: Discuss about setting up a manual telegram team (with card rewards) to serve alongside automatic API telegram system.
  • Write the plan: After the discussions are done, we write the plan document to conclude everything and move the project into implementation where we will work on building the actual thing.


Goal #4: Continue the Graphic Design Service and Wiki project as normal
The graphic design team led by @Somyrion and TSP Wiki project led by @Comfed will continue with previous policies regarding autonomy. The graphic design team will continue to provide graphics as requested by other government bodies. TSP Wiki project will continue to import the old wiki into our server's one and make new articles.


Goal #5: Reform human resources matters
A few things about HR management inside the ministry will be reformed, predominantly about staff rewarding and opportunity:
  • Use cards as rewards: After the TSP Card Organization has been launched, we will discuss and implement the usage of cards as rewards for staff members who have worked during a defined period. Details we expect to focus on is what cards to reward and how to fairly measure the amount of work a staff member has done.
  • Allow any staff member to propose projects: With the foundational infrastructure projects such as the Dispatch Renovation Project finished, we will create a way for any staff member to propose a project the ministry can work on. Details we expect to focus on is how to evaluate the feasibility and sustainability of proposals.
