I believe this is justiciable. It references a specific section of the law and asks a relevant question about it.

I also believe this is justiciable. I am wary of stepping into the internal workings of the SPSF as I believe there could be a potential separation of powers issue, but I think this case warrants a look since the provision is rather unclear when looked at through these lenses.

I agree it's justiciable, though it may have been better for the Generals Corps to resolve this internally.
