Cabinet Policy on Recruitment

After some discussion among the externally-oriented Cabinet members, I recently opened a thread to discuss certain recruiting practices and our responses to them. Specifically, the practices under discussion would be those which target non-new nations for recruitment from TSP.

I think that we should put together a brief set of guidelines to guide this Cabinet and future Cabinets regarding how to respond to such events. Right now, there are sort of general ideas and principles but no codified document outlining intended actions/responses from the Cabinet. Based on the feedback in the thread, as well as some of my own thoughts, I wish to propose the following as a first draft of a "Cabinet Order" that we can put out (in this thread) regarding recruitment practices.


The Cabinet,

Recognizing that the South Pacific is a feeder region which receives a portion of new nations when they are created, and that therefore other regions will attempt to recruit from the South Pacific's population to attract new members,

Accepting the inevitability of this practice as it relates to freshly created nations,

However, wishing to establish clear guidelines on modes of recruitment that are accepted and not accepted by the South Pacific, as well as proper means of responding to such events,

Hereby establishes the following guidelines:

1. If another region sends a recruitment telegram to nations which have been recently founded in the South Pacific, this will be considered legitimate and not warrant any response.

2. If another region sends a recruitment telegram to a broader population of nations in the South Pacific beyond those that have been recently founded, this will be considered illegitimate.
a. If the telegram does not contain any specific defamatory or negative messaging about the Coalition or its community, then the Cabinet may (but is not required to) use reasonable means to respond to such recruiting. Reasonable means includes counter-recruitment by the Ministry of Engagement against the sending region and diplomatic outreach or communication. The Cabinet will retain full discretion in deciding the specific responses to such a message.
b. If the telegram does contain specific defamatory or negative messaging about the Coalition or its community, then the Cabinet is encouraged to respond to such recruiting. Such response may include (potentially long-term) counter-recruitment by the Ministry of Engagement against the sending region along with diplomatic outreach, communication, and potentially pressure at the discretion of the Cabinet.

3. On its own, sending recruitment telegrams will not be considered an act of hostility or aggression against the Coalition.
