Penguin discusses sending out a Mental Health Survey with the other Cabinet members. USoVietnam creates the survey, as Minister of Engagement. Penguin drafts the regional telegram to accompany the survey with feedback from the Cabinet.

Farengeto asks Somyrion and USoVietnam for advice on how to advertise the Southern Journal. They decide it should be pinned to the region and advertised in a telegram, and Farengeto resolves to create an index dispatch.

Discussion of Z-Day. Farengeto discusses themes but avoids a pandemic theme for obvious reasons. The Cabinet decides to reach out to Jay, who has run Z-day before. On November 1st, Swifty comes up with Z-day awards.

XKI asks if TSP wants to help with a Harry Potter event with TRR and TEP; Penguin and Omega approve.

@Penguin Some stuff on OWL: We may need to appoint Anjo as replacement secretary for Somyrion after the OWL server transition is done since Somy is handling his graphics duty plus RL and he doesnt really have time for OWL. Anjo has been working in OWL since July and he looks very dedicated to the cause.
