Anno 1101, Kingdom of Astjumreva, Taevros, Terra Aurora

High King Tyrius Seral sat upon his Adamantium Gilded Throne in the capital city of Kermid Jum as he listened to the trade merchants arguing with his High Council. Kermid Jum was the seat of power of the Kingdom of Astjumreva, one of the most dominant powers on the continent of Taevron. A Kingdom now thriving in wealth, craftsmanship and commerce after decades of corruption by the previous royal house, the Kalemans. The merchants that now garbled in front of Tyrius, no doubt having peasantry origins as they showed manners barely acceptable at court, bothered him somewhat. Now that the Kingdom was doing well, they had come to him to further their own wealth and get royal approval. His Council wasn't too keen however and the two sides now argued in the throne room. Tyrius saw in the merchants only discontent and reminisced about his past affairs with such merchants. When the Kingdom was falling into ruin two decades ago, they collected all their wealth from where-ever they could and kept it to themselves. Tyrius was but the Duke of Crasnea then, the Red Lion of the Redlands. He had approached several of these merchants to garner financial support for his liege, High King Jaeharl the Mad, but they refused. Fearing their wealth would succumb to the depravities and feasts of the High King even after Tyrius personally gave his word that the money would be spent on squashing rebellions. The loot could have been theirs, but instead Tyrius collected it himself. One of the first steps he would take to realize his own efforts to stabilize the Kingdom. His plan unfolded when he crossed the Carmine Rill then the Relba and finally the mighty Kermdal. Seizing the Gilded Throne for himself. Instead of thanking him, the merchants now sought to exploit his approval. He rubbed his eyebrows before standing up from his throne. As he took the few steps down his stand, everyone grew quiet and the merchants were met with Tyrius' ice cold stare. Sending shivers down their spines like they had never felt before. The Red Lion had found his new prey. He slowly opened his mouth before eloquently questioning the merchants with clear speech.
- "Now gentlemen... You want my approval for your businesses? Such an approval comes with great reverence which I find is above the both of you."
The merchants didn't know what to say. They stuttered for a few seconds, but Tyrius cut them off.
- "You know why I don't particularly like to wear the crown?" He gave the two merchants an inquisitive look, but none dared to answer. "No? Well this just further proves my point. I had hoped such rising merchants would understand it. But alas... If you want my approval, I'd like a third of your earnings. The approval of the King is no cheap boast to sway the low-lives of the common folk. What say you?"
The merchants again looked at each other in complete disarray. Eventually the elder one responded.
-  "M'Lord... I'm afraid we must refuse. Our business would not survive such an agreement nor do we think is it respective to our activities."
Tyrius again stared at them, leaning his head slightly forward as his eyes locked with theirs and the merchants were caught in a web of terror. They actually thought they were equal to negotiate with the High King and their massage parlor deserved respect. Tyrius would have none of it and the High Council feared what was to come.
- "Respective, gah." Tyrius hissed while throwing his hand in the air and turned around. "You merchants have no idea what respect means. Just because you were able to collect money from the common folk doesn't make you clever nor particularly gifted. Restoring a Kingdom from falling into ruin is impressive, but your kind were to greedy to help me in my quest to do so. I did it all by myself and by the Gods I'd do it again." He turned back at them, giving them a sight of utter disappointment. "Your own achievements couldn't even hope to reach my heels. I have sat here and find that you have categorically wasted the time of myself and that of the Kingdom like maggots that try to eat heavenly apples from the Gardens of Videa. I've given you a proposal that far exceeds your qualities as men and you've thrown it away. I've seen how this personal greed has perverted this great nation under the Kalemans, but I refuse to let it history repeat itself under my reign. I will be insulted no longer."
Tyrius then marched between them, pushing the two merchants aside as he left the throne room ordering his King's Guard to escort him to the city. The merchants again panicked and followed Tyrius only to be kept at a distance by his guards. He believed he had no need to wear his crown as any true King wouldn't have to rely on pretty jewelry. His actions & words are what makes any King a true King. He would show these merchants that insulting him in this fashion was something you don't do in front of him. Tyrius took a detachment of his loyal Crasnean soldiers and galloped through the cities with the merchants trailing behind them. When they arrived at the market where the merchants had their business. They had explained it was a new massage parlor, but what Tyrius found was nothing but the moaning of women and the grunts of men. A new brothel near one of the markets. After letting the sight sink in for a few heartbeats, he ordered his men to plunder the building and to throw everyone out of the building. He gave a stare at one of his officer who then dismounted his horse and pinned a royal decree. The officer than proclaimed to the crowd the seizure of the building by royal decree. The merchants tried to interfere, but the Crasnean soldiers punched their faces with the hilts of their swords, knocking a few of their teeth out in the process. As the blood now cluttered from their mouths and soaked their silken robes, they could only see their fortune being plundered as both clients & whores were dragged naked to the streets. These women no doubt would be harassed for the rest of the day by the common folk, but Tyrius had no empathy for them. They were serving their merchant masters and so they could serve the masses as well. A fate the should have accepted when they accepted to work for these decrepit individuals. This debauchery was a constant stain on society Tyrius hated and tried to extinguish every time he had the chance. Especially when such institutions tried to gain his trust. After his soldiers brought sacks of gold, he ordered them to torch the building. Letting the whole city of Kermid Jum see his judgement and leave the rotten individuals helpless on the streets. The Gods would now attend to them as Tyrius returned back to his palace like a lion back from the hunt.

Captain Vaam and his Gagarin-class ship the Ecteeneec were part of the Joint Stoinian-Treecuu Exploration Fleet. Operation Farsight had the goal to assess any new star-faring civilizations. Unlike most Treecuu officers, Vaam was more diplomatically minded and has his personal doubts about some of the more recent annexations of the Star Empire. So when the opportunity arose to engage in a more meaningful way with new civilizations, he was among the first officers to join the mission of the Joint Fleet. The 3rd Exploratory Fleet Division was sent to explore the eastern most tip of Treecuu space above the Veentuu Badlands. What Vaam didn't know is that he had struck gold when the Ecteeneec entered the orbit of a star system's gas giant. Upon preliminary scans, they revealed something peculiar.
- "Captain... We might have something interesting." The Stoinian sensor officer said.
Vaam walked in a precise military manner towards her and looked at her station.
- "What is it, Lieutenant?"
- "Sir... I think we have large artificial structures on the third planet."
Vaam stepped closer to examine the scans more closely.
- "You mean there's a possible civilization there?"
- "Affirmative, Sir."
He was quite ecstatic to hear the news, but he maintained a very stern and professional look on the outside. Finally, he would put his own beliefs to the test and prove to himself that there's indeed an other alternative to the Treecuu motto "Peace through order. Order through domination. Domination through expansion." Would it work with this civilization like fate had granted the Kihi to the Stoinian Prince, or will this unleash a new Great Calamity to the Star Empire. There was only one way to find out.
- "Comms, inform Commodore Custer of our findings through the encrypted channels. Helm set course for the third planet, 85% impulse."

Somewhere in Cordilia, possibly an island, deep underground.



Participants: 01; 02; 03; 04; 05; 06; 07; 08; 09; 10; 11; 12; 13; 14; [REDACTED] [REDACTED] of [REDACTED]. The Participants all spoke Austral through Text-To-Speech, using a form of transmission undetectable by Viliakmon itself.

Carrying the young man, the private Helicopter was about to land on “The Gated Base”. Looking over at this incredibly armed fortress and what the events he witnessed prior to this, he was in some sort of confusion. A battle was in his mind – though one can’t pinpoint between which values, beliefs or thoughts.

He left the chopper, leaving behind a small tip to the pilot. This…weird panopticon was armed with very modern LV1 Security. The lad went through eye scans, entering a 10-digit pin code within a 20 second window, remembering a weird pattern of knocks, walking through a whole-body thermal-neuroleptic scan and finally a short blood and DNA test affirming his true identity. All this was done for him to enter LV3 Security.
Finally entering LV(X) Security, the doors to the meeting opened and the young man took his seat, beginning the conference.

-Young Man: “I apologize for that. You are already all aware what caused this rearrangement”.
-P05: “We are. Now tell me, why must I deal with the Emeralds?”
-P09: “Such a trivial question. The Emerald-Denver. Oh, how could you manage such a task.”
-P03: “What exactly is the plan of these young moneys massively bubbling the markets of Izaakia and Ryccia?”
-Young Man: “Examining these topics as trivial which should be dealt by either the Viliakmon government or the criminal underground themselves, I will now transfer reports to you, which you wanted from me.”

A pause occurred as the participants read the files gathered.

-P01: “Impressive.”

An even longer pause occurred subsequennt to that comment.

-P13: “If I may, the situation is as follows: Northern Cordilia is still divided among three major alliances, Central Cordilia is unsure of what to do, Southern Cordilia is (for others) dead.”
-P14: “Your estimation of their convictions is right. Now, Crabry appears to be dominated by U.S.I., with some resistance from Kliegme-”
-The young man interrupted: “Kliegme is rather compliant to the Central Entente. It appears their government wishes to join them.”
-P01: “Your tone suggests that this isn’t a concern.”
-Young Man: “I see it no more than a minor conflict in some forgotten hellhole.”
-P06: “We lack any information regarding the Keyli contine-“
-Young Man: “We do not. The Viliakmoni and the underground criminal network possess enough information about that thing which you call a continent. I can procure them.”
-P05: “What. About. Bareland.”
-Young Man: “It appears that they are unconsciously working in the favor of our goal. I’ve noticed cooperation between [REDACTED] and one of your…I mean, their top officials. However, I must warn you that they intend to use drastic measures if it comes to such.”
-P05: “Are we to allow them this?”
-P01: “It is not yet time to even discuss this. What’s important is that they believe each other and that both of them are in compliance with our goal”.
-P03: “As for the investments?”
-Young Man: “I’ve taken a look at them. I’ve traced back the stockholders to who actually owns their money. They are no one important to us. Mainly scammers, stock brokers, con artists coming from families with rich assets, but they’ve been living in the Rainbow Islands enough to evade tax.”
-P01: “Dear P02, I suggest you convince the government to seize these assets of theirs.”
-P02: “Consider it already being done simultaneously.”
-P09: “So, at last. What is our assessment of this situation? Blossoming Seed, do you have a map of where we hold control?”

The Young Man immediately projected a very detailed physical, topographical world map of Pacifica, each “area of control” being full of details. “I believe transmitting this encryption to you will provide enough instructionns on what is to be done next.”

-P02: With this, I conclude our meeting.
Each of the 14 Participants shut down their transmission: from 14 to 1. 01 was left on. He turned off text to speech. A very old man's voice could be heard.

-P01: “You sure are a prodigy, kid.”
-Young Man: “Thank you, XXXXXXXX.”
-XXXXXXXX: “You’re welcome, ‘XXXXXXXXX’”.

[GCPR.2201] AMENDMENT TO THE CHARTER, THE BORDER CONTROL ACT, AND THE REGIONAL OFFICERS ACT



This is the voting thread for proposal [GCPR.2201] Amendment to the Charter, the Border Control Act, and the Regional Officers Act, which was submitted, debated and motioned on this thread in accordance with the provisions of the Great Council Convening Resolution of 2022.

This proposal requires a majority of three fifths of valid votes cast, excluding abstentions, to advance to the reconciliation and omnibus stage.

THE CHARTER OF THE SOUTH PACIFIC

Preamble

The Assembly of the Coalition of the South Pacific, representing our diverse community, convenes to establish this fundamental law of our region, to uphold democratic principles and rights, ensure effective and responsive governance, and provide for the security of our unified community both on the forums and in the game.

I. CONSTITUTIONAL LAWS

Defining the supreme laws of our community.

(1) Laws that form the foundation of our community, are considered fundamental to governance, or otherwise are considered of great importance by the Coalition, are to be known as “constitutional laws” and marked as such.

(2) Constitutional laws passed by the Assembly hold precedence and supremacy over all other laws, regulations, and policies of all branches of government.

(3) This Charter is a constitutional law holding supremacy over all others, and defines the purpose of our government and its framework.

(4) Any constitutional law passed by the Assembly that directly affects the gameside community or its home governance, as determined by the Chair of the Assembly, must also receive the consent of the gameside before coming into force, where that consent shall not require more than a three-fifths supermajority in a vote.

(5) Constitutional laws passed by the Local Council hold the same status as those passed by the Assembly, limited in their scope and force to the realms of Local Council jurisdiction, but may not contradict this Charter or any law, regulation, or policy of the Assembly, Cabinet, or Council on Regional Security.


II. SOVEREIGNTY

Outlining the sovereignty of the Coalition and the origins of legitimacy.

(1) The sovereignty of the region lies with the Coalition of the South Pacific. No other group claiming legitimacy will be recognized. The integrity of the Coalition, in its forums and the region, shall not be challenged or violated by any government official, internal dissidents, or other regions.

(2) Authority and legitimacy are is held jointly solely by the region and the forum, and the union between the two is what defines the Coalition. No illegitimate invader or usurper of the region shall be recognized.

III. RIGHTS AND FREEDOMS

Recognizing the democratic rights and freedoms of all members of the Coalition.

(1) All members of the South Pacific will enjoy the freedoms of expression, speech, assembly, and the press, limited only by reasonable moderation policies.

(2) The right to a fair trial and defense against criminal accusations will not be abridged. No member may be subject to any bill of attainder, be tried for the same crime more than once, or be tried ex post facto.

(3) No member, who had joined the region in good faith, may be banned or ejected from the in-game region without the due process of law.

(4) No member may be denied the right to vote or hold office, unless prohibited by constitutional law.

(5) No law may be passed by the Assembly that directly affects the activities of the in-game community without the consent of the in-game community.

(5) The High Court may strike down any general law or action that violates any right or freedom found in this Charter.

V. THE LOCAL COUNCIL

Establishing home rule for the in-game region residents.

(1) The Local Council will be the local government of the in-game community, composed of three or more residents of the South Pacific, and will represent the interests of all players in the region, moderate the Regional Message Board, encourage activity on the gameside, and administrate itself on issues unique to the in-game community.

(2) The Local Council is entitled to self-administration within its jurisdiction on local issues, but may not pass laws or regulations that contradict this Charter or constitutional laws passed by the Assembly. To that end, the Assembly may not enact any law, nor the Cabinet deliver any directive, that is solely related to an issue local to the in-game community, except as done under the terms of this Charter.

(3) The Local Council may not be denied the authority to run regional polls, create and pin Dispatches, and to suppress messages on the Regional Message Board according to a standard moderation policy. However, it may not alter the regional flags or tags, and may not send out mass telegrams, without the approval of the Delegate.

(4) To help promote inter-governmental relations, the Local Council may send a representative to the Assembly whose term must not exceed the Local Council’s. The method of selection will be decided by the Local Council.

VII VI. THE DELEGATE

Establishing a Head of State.

(1) The Delegate will be the head of state of the Coalition. They will be responsible for helping maintain the security of the region, promoting growth and activity, and serving as an advisor to the forum-side government. Barring reasonable circumstances, the Delegate will hold the in-game Delegate seat. No person may be Delegate if they have participated, in whole or in part and at any time, in any coup d'etat of the Coalition or any of its allies, excluding normal raiding, defending, or liberation efforts as part of an organized military.

(2) The Delegate will work with the Local Council RMB moderation in moderating the Regional Message Board, fulfilling Regional Officer positions, and with the executive in promoting gameside activities, and representing the preferences of the gameside community.

XII XI. THE ADMINISTRATION TEAM

Creating an independent, apolitical body to manage and moderate off-site communications.

(1) The Off-Site Administration Team will be responsible for the technical maintenance of the region's Discord servers, forums, and the integrity of the database. Administrators will not be given responsibilities of a political nature.

(2) The Off-Site Administration Team will be responsible for the appointment and removal of its own members, except when an administrator is removed from the position following a guilty verdict in a fair trial for abuse of administrative powers. Additionally, new administrators must be approved by a majority of the Assembly before being granted administrator permissions.

(3) The Off-Site Administration Team must create standard administration and moderation policies covering both on-site and off-site communications platforms. These policies will be submitted to the Assembly for a one-week review and comment period before going into effect. A copy of these policies must be posted publicly on the off-site forum and in a Dispatch on-site.

(4) While the Off-Site Administration Team may appoint global moderators if needed, individual Ministers, the Chair of the Assembly, and roleplay moderators primarily will be responsible for the moderation of their dedicated Discord servers and forums.

(5) The Administration Team, or a team of moderators appointed by them, will appoint moderators for the regional message board with the power to enforce published administration and moderation policies. The list of moderators of the regional message board must be published in a Dispatch on-site. At least some moderators of the regional message board must be granted the communications regional officer permission on-site, as outlined by the Assembly in law. The WA Delegate will be an ex officio member of the RMB moderation team.

XIII XII. AMENDMENT PROCESS

Setting a procedure for amendment of the Charter and constitutional laws.

(1) The Assembly may amend any provision of the Charter or constitutional laws passed by the Assembly with a three-fifths supermajority. These amendments must be constitutional in nature, and amendments to the Charter must address the structure or framework of government. Bills that may exist as general laws, as determined by the Chair of the Assembly, should not be placed in the Charter or constitutional laws.

(2) Any amendment to the Charter or constitutional laws that directly affects the gameside community or its home governance, as determined by the Chair of the Assembly, must also receive the consent of the gameside community before coming into force, where the consent shall not require more than a three-fifths supermajority in a vote. Additionally, the Local Council may originate amendments to its structure in the Charter, which must receive the consent of the Assembly before coming into force.

(3) The Local Council will determine the qualifications and processes for amendments to its own constitutional laws.

3. Powers of the Local Council and Delegate

(1) The Delegate, or a majority of the Local Council an RMB moderator, may order a border control action against a nation they determine to be spammers or trolls. The assent of the Council on Regional Security is required if the nation in question is not a low influence nation.

(2) The Delegate or Local Council RMB moderation must inform the Council on Regional Security immediately after having ordered a border control action.

(3) The Local Council may enact policy allowing border control actions within its purview to be performed unilaterally by a border control officer. Any change to such a policy must be clearly and immediately communicated to all border control officers.

Regional Officers Act

2. Regional Officers

(1) The in-game Delegate will be granted all Regional Officer powers.

(2) The Prime Minister will be granted all non-Border Control powers.

(3) The remaining Cabinet ministers will be allotted up to three Regional Officer positions and granted Appearance, Communications, and Polls powers. They will decide which Cabinet ministers among them will be granted Embassies power.

(4) The Council on Regional Security will be allotted a minimum of three Regional Officer positions and granted Border Control and Communications powers.

(5) The Local Council will be allotted three Regional Officer positions and granted Appearance, Communications, and Polls powers. Regional message board (RMB) moderation will be allotted up to five Regional Officer positions and granted Communications powers. The RMB moderation team will decide which moderators among them will be granted powers.
a. RMB moderation may request the Council on Regional Security grant border control powers to any of its Regional Officers. The Council on Regional Security will have the authority to grant or deny such requests and will do so in a timely manner. The result of a decision to grant or reject a request to grant border control powers to a RMB moderation Regional Officer will be published by the Council on Regional Security.


(6) Members of the Council on Regional Security who concurrently serve as another Regional Officer named in this act shall be granted the powers of both offices.

(7) Where applicable, all unused Regional Officer positions shall be allotted to the Council on Regional Security.

(8) During elections, the Election Commissioner will be granted Communications and Polls powers.

There has been a seconded motion to bring the Pact of Orohena to vote. The debate thread can be found here.

This is a treaty, according to the Legislative Procedure Act requiring a majority greater than 50% to pass. The voting period will be 5 days, thus concluding on (08:30 in London, 03:30 in New York, 17:30 in Sydney).

PACT OF OROHENA
PACT OF NON–AGGRESSION BETWEEN
THE COALITION OF SOUTH PACIFIC
and
THE REPUBLIC OF EUROPEIA

WHEREAS The Republic of Europeia and its government, hereinafter referred to as “Europeia”, and the Coalition of the South Pacific and its government, hereinafter referred to as “the South Pacific”, have shared ideals of democracy, sovereignty, and liberty;

WHEREAS Europeia and the South Pacific wish to build a relationship where there was once animosity;

NOW, THEREFORE, Europeia and the South Pacific agree to the following:

1. Mutual Recognition and Sovereignty

a. The Signatories to this treaty recognize the government of the other Signatory as legitimate based upon its constituting legal instruments and laws and will not extend that recognition to any government that comes to power unlawfully.

b. The Signatories shall maintain in-game (i.e. on the NationStates site) and off-site embassies with one another, consistent with facilities provided to other treatied allies, and strive to maintain diplomatic representatives in each other’s regions. If an illegitimate delegate of a signatory region, being someone who lacks legal recognition by the signatory government, closes the in-game embassy of the other Signatory, the embassy shall be restored immediately following the restoration of the legitimate delegate.

c. Neither Signatory may cede control of their region to another entity to the extent that they can no longer meet the obligations of this agreement.

2. Non-Aggression

a. Neither the South Pacific nor Europeia will engage in military hostilities against the other, or against one another's protectorates which have been established by regional law and communicated to the other signatory. Participation by the South Pacific and Europeia on opposite sides of a military engagement that does not constitute an attack on either region or a region's protectorate shall not be considered "military hostilities against the other" for this purpose.

b. Neither Signatory will engage in espionage against the other. For this purpose, "espionage" is the act of engaging a person to act under false pretenses in a Signatory region without the permission of that region's legitimate government.

c. The Signatories each shall provide information to the other if such information is pertinent to the other region's security or well-being, or otherwise upon the other's reasonable request, unless the party in possession of such information reasonably believes that providing that information might violate applicable laws or contravene the terms of service for NationStates or a regional communications platform, or when revealing that information would unduly compromise that party's source(s) of information. Both signatories shall endeavor to reveal as much as possible in such situations, but not more than they can under laws, terms of service, or the need to protect sources.

3. Cultural Undertakings

a. Each signatory will endeavour, where appropriate and possible, to engage in social and cultural activities with the other signatory. This can include, but is not limited to, festivals, competitions, and educational endeavors.

4. General Provisions

a. This Treaty will come into force on the date of ratification by both Europeia and the South Pacific as dictated by their respective governing procedures.

b. Either Signatory reserves the right to exit this Treaty. The exiting Signatory must privately notify the other’s respective head of government 72 hours prior to taking public action toward a repeal, providing their reasoning for termination.

c. This Treaty may be amended by mutual agreement of both Signatories so long as proposed amendments are ratified by both Signatories in accordance with their respective laws and norms. Both Signatories shall keep the other informed of an amendment’s ratification status.

d. Upon ratification, this treaty shall be the sole bilateral treaty between the South Pacific and Europeia, superseding any prior written documents describing a relationship between the regions.

  [DISCUSSION] [2233.CN] Nomination of Moon to the Legislator Committee

My fellow South Pacificans,

Following consultation with the Legislator Committee, the Cabinet of the South Pacific is pleased to nominate @Moon to the committee, pursuant to Article 1, Section 2 of the Legislator Committee Act.

We believe that Moon will make a sound addition to the Legislator Committee, especially upon consideration of their credentials. In June 2021, Moon was elected to serve as the minister of media. In the previous term, Moon first served as the minister of defense before winning a special election to succeed HumanSanity as the prime minister of the South Pacific. Just last month, this Assembly confirmed Moon's nomination to the General Corps in a 30–0 vote.

As of now, the Legislator Committee operates with a legal minimum of three appointments, and bringing a fourth into the committee will help reduce the workload and provide for more efficient processing of legislator applications.

The Cabinet has full faith and confidence in Moon to serve as a member of the Legislator Committee and exercise their newfound powers responsibly. If any legislator has any comments, questions, or concerns, we are always willing to respond.

  [Suggestion] Ban "A Bee" from TSP

In accordance with the Community Standards of TSP; I suggest banning User: "A Bee" from TSP.

Reasoning:
  1. The user has proven to still be violating the Standards Rule "Offensive Material". The User has, at first instance, broken Rules on Discrimination as it called upon violence against "white settlers in South Africa and India" and continues to display radical anarchist views which, although not mentioned as an example, is still as militant as others.
  2. The user has continuously broken the Standards Rule "Flaming" on all mediums which TSP exists and even called the rule "legalese which does not mean anything".
  3. The user has, in their own opinion and mine, not legitimately broken "Flamebaiting" nor "Trolling" Standard Rules. However, in the views of most of the Community, their previously mentioned "Flaming" was, for some reason, interpreted as baiting/trolling.
  4. The user has probably made False Accusations of Misconduct towards other users, though neither the user not myself can recall specific moments of this happening.
  5. Although rules broken by the user are to be considered "Bullying", neither the user not we believe that there is enough proof of intent that this rule was broken.

This user (myself) has explicitly and repeatedly broken Community Standards Rules on "Offensive Material" and "Flaming". Going so far to declare themselves the "Caliph-Sultanate of all TSP":, undermining the Coalition's legitimacy and calling it "absolutely dysfunctional". As such, we believe that this user should receive a universal ban.
