Lily Stloncht came here in person. The junta had not sent their top leader, a subtle signal that they were not taking this seriously. The Mirrey government, however, did. Her delegation and the junta's could not be more different. Military officers contrasted to Mirrey's professional diplomats. She was here to advance the agenda of her government-in-exile and meet the junta face-to-face.


"I see the butchers of Ryccia have made their presence known"

Ailsur was visibly infuriated. In their fanatical minds, the blood shed was for a greater purpose. After they could solidify their position, the junta would lead the nation to greatness. To the Grand General, these were traitors that weakened the nation. How could he be a butcher? No, this was for Ryccia, for the future.

"Ladies and gentlemen, I won't beat around the bush, the junta is a seditious threat not only to Ryccian peace, but world peace. These insurgents should not even be present in this forum, as they are an illegitimate terrorist organization. They speak of Izaakian threats to global stability, yes, and whilst these points are well raised, they are the ones who have precipitated the crisis. Even a broken clock can be right twice a day. They have antagonized our neighbors, making them seek Izaakian submission. For years, they have slaughtered and sliced their way in Valora, threatening the very peace and stability they say they want to bring. We, the civil officials, were increasingly shut out of the war room ever since 2020"

Ailsur cannot stand this any longer.

"Treacherous pest, we fulfilled our duty to the nation! And all of you hostiles here from foreign nations, you will never win against the Ryccian people!"


"Don't deny it, Ailsur, I remember how the Prime Minister was held at gunpoint by your officers more than once if he didn't agree! If that's not treason, then what is?! The Ryccian people want peace and liberty to return to their homes! They want to be proud of their nation again!"

"We swear this to the Ryccian people, and to the world: we will not rest until every single officer responsible for the insubordinate acts committed over all these years and those responsible for every single war crime in the Valoran war are all brought to justice! Justice will be total and merciless. Ladies and gentlemen, I apologize for the entire Ryccian nation, for it was not a representative of our people who spoke earlier. Rather, that criminal dared speak to us all! His days are numbered"

"We must all seek peace in this world we share, and thus the Ryccian Federation, the sovereign and legal representative of all Ryccia, hereby reiterates its call to strangle the junta into nonexistence. They must be boycotted at every instance, they must be blocked at any opportunity, they must be overthrown, no matter the cost! Otherwise, Pacifica will not have another day of rest. All of Cordilia, all of Pacifica will never know peace ever again!"

"The junta insurgents are the foremost danger to world peace. If they can slaughter innocents in their own land, imagine what they'll do to yours. As the old Ryccian saying goes, serenity is made of stone, not water. I know the junta's criminal representatives are here. You know what that saying means. We know you will fall, and when you do, we will rebuild Ryccia with stable stone again"

Some of the junta's delegates stormed out of the conference in protest. One even dared throw a water bottle to Stloncht. He was stopped by security, of course. The rest of the junta's delegation just stood there, clenching their teeth in rage.

These traitors will fail, on that both sides can agree.

Blisse Starke, the Korkein Ääni, the Supreme Voice of Hystaiga, listened intently to her counterparts, especially when Valkyrian Prime Minister Steve Bennett spoke. She knew that her next words will matter, especially during the peace talks with Valkyria. Before parting with her foreign minister, she gave Raakel Reijonen specific instructions on what Hystaiga would demand of Valkyria. At no time, however, did she speak with Bennett before the summit. The roundtable meeting would mark their first encounter. After she listened to Bennett speak, she decided to respond.

Time will tell the worth of the Valkyrian prime minister's word. For now, Hystaiga is willing to engage with the new leadership in peace talks, but I want to make it clear that Hystaiga will only accept a treaty that continues Valkyria's unconditional withdrawal, ensures reparations for the loss of life and various other damages we've endured these past three years, includes and supports an independent World Forum investigation into war crimes and the origins of the war, and Valkyria's vow never to invade our land ever again. Prime Minister Bennett may come here and speak of peace, but he is right to believe that the person who comes after him may not have peace in mind.

For far too long, Hystaiga has been at the mercy of its neighbour time and again. And so, I believe that any offensive action against any other state is something that the world powers should look to limit. Whatever form it takes is something that Hystaiga will accept. At the very least, we could look to the World Forum and have states enshrine constitutional provisions that force them to seek World Forum approval for any invasion. That way, states can justify and defend why they believe such actions are necessary and provide the evidence to support an invasion.

I am here seeking guarantees that will protect nations like mine from foreign aggression, and this summit is an opportunity to do just that.

The Peonic delegation discussed the summit through their encrypted tablets, The Peony looked down at times on the points raised by high diplomat Diao Chan and Royal Premier Sima Yi, and discussed them using her pen tablet. She listens to the chaos that ensured in the room with attention, trying not to let go of her demeanour that would otherwise ruin the outcome of the talks. With her small stylus, she types every character quickly before looking back at the negotiations.

The Peonic delegation watched the Izaakians attracting the ire of the delegation of nations, how the Gianaltans and the Sedunners wished their face could accommodate their palms a whole lot deeper within the folds of their skin. How the Ryccian Junta and N&GB singles out Izaakia as the sole power of aggression as if they never saw a mirror before. She listened to the many outbursts in this summit which could soon be something like the parliament of the Chungyuan province of Arnchow, she looks at Prime Minister Arnold Khoo sitting on the other side of the circle looking rather anxious, waiting for his time to talk. He continues to whisper with the Stradratin of Pazar Am Fluss, and some notes were passed to The Peonic delegation which understood the gravity of the situation. The message was simple, the Peocracy need to steer this somewhere.

The Peony already understood the message from her delegates and the commonwealth. She expected the rowdiness and the crowd, dare she say, she encouraged it to happen? A conversation is necessary despite its tumultuous development, and it was important to reach one of Huawan's agendas. She tapped the microphone.

"Mike check, mike check." she spoke to it, "Ah terribly sorry, I thought the weather had made issues with the microphone, I wouldn't want people hearing the whistling sound you know."

The Peony saw it, she united the summit in understanding, humor or sheer confusion. She called for the attention of the summit, with her own means and creativity. She recalls the points made by her and her delegation, which will then be spoken.



Esteemed leaders of this summit. Members of the court. We of The Peocracy understood the very nature of this region's conflicts, we understood the interests of nation-states in The South Pacific and understood that there are some things we couldn't see eye to eye. We act upon the actions of the interests of our respective citizens and serve them faithfully as their officials.

However the rule of nature is that every action has a reaction. Consequence, if you will. In nature and society we are free to choose any path that is well for our ideals, but our limited foresight to the future means we can't choose the consequences that come afterwards. In nature, there are neither rewards, nor punishments. Only consequences.

Now we converge in this round table to sit down today on a banquet of consequences, a product of choices that we all chose today. Nature dictates that nobody ever did, or ever will escape the consequences of their choices. As such a level mind is a necessity, and when anger rises, we think of the consequences.

Yet in these times of desperation, in times of separation, in these times of conflict and insanity. We must not forget the people we strove for, the citizens we protect. In conflict of arms which have increased exponentially since the Great War, we proclaim that there is no time in history when the laws of war have been so important. They protect people from unacceptable risks and inhumane behaviour.

I speak on behalf of this summit, that even in times of war and conflict our humanity must prevail. The citizens of the world, our people, need better support, more powerful advocates and a spirit of innovation to charter new ways to protect people in today's rapidly changing world.

Honorable leaders!


We of the Peocracy seek to hold accountable those that cross the Grovne Conventions, which underlines the protection of the victims of armed conflict, the Amelioration of the Condition of Wounded, Sick and Shipwrecked Members of Armed Forces, treatment of prisoners of war, and relative to the Protection of Civilian Persons in Time of War.

It is therefore important that these conventions, agreed by previous governments powers as customary and Jus cogens to the international law, must be enforced by an unbiased International Court and the Red Cross as its neutral monitor. We view that the laws of the conventions imperative, these laws prohibit the deliberate targeting of civilians; the destruction of schools, hospitals, religious and cultural sites; the use of child soldiers; the rape of women and children; and the torture of prisoners. People and fighters who find themselves in situations of armed conflict are entitled to rely on this safety net. They're entitled to medical attention, food, water and shelter. They're entitled to maintain contact with their loved ones and to be cared for as human beings.

These laws and protocols set by the Grovne conventions drew a line. A baseline for behaviour in conflict, which otherwise allows the descent beyond the requirements of military necessity to inhumane levels of barbarianism. If these lines are what withholds our humanity, then those who cross them must face their consequence and be held their due justice.

Furthermore, we of the Peocracy speak in agreement with the beliefs of the Gianaltan federation in the reduction, and steps for complete disbandment of nuclear weapons. We understood that the doctrine of Mutual assured destruction would lead to the complete annihilation of the aggressor and the defender and the reenactment of the seven pillars tragedy is something we duly must avoid. However, we could not ignore the ability nuclear power has to power our nations and provide our people with electricity, as well as its use for naval propulsion and research.

Thus we further propose the treaties as follows. In addition to the TPNW enforced by the WF, we propose the global Nuclear Energy Agency (NEA) which would monitor and control the enrichment of uranium, plutonium and other radioactive materials to ensure nuclear power generation safety and curb the proliferation of nuclear weapons. This will allow the safe, responsible and monitored handling of radioactive materials to ensure that the seven pillars incident will not happen again. This will also apply to the safe disposal of radioactive materials and operating procedures in the case of nuclear fallout and other nuclear disasters. Any nation that wishes to operate legal enrichment facilities would be monitored by the agency, and this will allow further legal framework on the prosecution of illegal weapons manufacturers and the assurance of fair and profitable trade of nuclear materials.

Esteemed Leaders!


War is no excuse for deliberate violations of human dignity.

Thus the Peocracy invites all, to mitigate the impacts of conflicts, withhold the Grovne Conventions and punish those who commit war crimes.

To present those involved in heinous crimes with their due consequence and diligence, treat those no longer taking part in hostilities humanely and in accordance with international humanitarian law, and ensure that they face the full force of our laws where appropriate.

Our proposal for the NEA as a nuclear overwatch body will ensure the safety of nuclear processing, the curb of device proliferation, the reduction of environmental impacts from radioactive waste and the responsible and profitable transaction of nuclear energy.

Huawan calls forth nations to withhold justice and the laws of man, the laws of nature, and the laws that keeps our humanity.

For we believe that To deny people their human rights is to challenge their very humanity.

Thus we move to condemn these violations and hold up these entities into arbitration in this very summit.

We invite the quorum for further discussion

Octavian, despite the weariness of age showing in his movements, stood up, his head held high like the consuls of old.

"Your Grace speaks wisely, beyond your tender years.  For too long this world has been divided, anarchic.  Between the brutishness of the juntas that have overthrown their duly elected governments for daring to question military rule, the tragedy of the Seven Pillars, and the pointless civil wars that have plagued this region..." he sighed sorrowfully.

"It is as if the nations of Mankind have reverted to the Dark Ages, however brief it may be.  Returned to the time of axe and sword and suspicion.  How can any of us deign to call ourselves civilized when we allow such brutality to go unanswered and unpunished?  How can any of us truly stand to be heads of state and government if we do nothing to heal the wounds inflicted upon our world and each other.  As my dear friend, the Empress, said, our people were brought to the shores of this land in search of a new home; if we do nothing to ensure that our homelands, adopted or otherwise, are restored to peace and brotherhood, then how can we truly say we have what is best for all our peoples in mind?"

The old man would place a trembling fist above his heart, conviction all but reflecting in his fading eyes as his younger friend smiled at him encouragingly.  "Honorable Peony, I speak to you now as Grand Minister the Senate of Pax Dracon, elected of its free and fair people.  I speak to you as confidant of the Imperial House and all its domain, and of those who follow in its bloodline (may its reign span Eternity):  the Imperium will stand with you as partner in this grand project of peace and cooperation.  Let our armies be shield and sword for this multipolar world, let our wisdom be the basis of an international court."

He would look at the other delegates.  "If an old man has strength and courage enough to see this through, so do all who are assembled here today!  Let us come together in the name of our nations.  Let us stand as one for the future of Mankind."

Foreign minister Strunk stood up to speak on behalf of the Gianatlan delegation, this time having a microphone available to make his quick comment.

"Apart from the fact, that the TPNW is not enforced by the WF, but by the PNA, which is an Anserisa-based independent body, and that the WFIC is built up to be an unbiased body monitoring international law, we generally agree with what you said and hope that others come to the same conclusions."

President Blanc stands up, drinks from her tea and then slams the cup hard on the table creating loud bang. She now has the attention of the room and with slow, measured, and confident strides walks around the room.

She looks across to peony and looks her up and down like a tart, sizing her up wondering what is in her head. Then she says..

“A very noble and dare I say Peonic suggestion.”
 
“But!”

she moves on

”For over 2 centuries there have been international laws, and for as long as there have been international laws, it has been illegal to use violence as means of resolving disagreements, and Foreign Minister Strunk is correct, many of the proposals are already similar to what we have in the WF, the TPNW and the Grovne Conventions.”

She glances at Foreign Minister Strunk, gives her a grin and a wink and then continues. 

“and yet, the world we live in still has conflict, we still had the deadliest wars in history, and we still have the horrors of genocides, rapes, murders and torture.”

She firmly places a hand on each of Grand General Hebert Ailsurs shoulders, who is looking somewhat startled and she approaches his ear saying. 

“And why dear general does this still happen? Allow me to answer, it is because as my dear friend King Andrei will attest, war is hell, it is chaotic, and it is lawless. Once a war starts, there is very little one can do to prevent the worst tragedies you can imagine. Once a war starts, the objective is not to preserve human rights and dignity, it is to win, with the least amount of damage to your side. Once a war starts pieces of paper held in international institutions with a few dozen signatures on them are worth nothing.”

President Blanc now approaches Nicholas McGreggor, and whispers for effect, however the whole room can hear due to her microphone. 

“Once the bullets and missiles fly, the gloves are off and the most brutal and despicable criminals on earth, like yourself Nickie Boy have a free reign of terror.”

Recoiling with a look of disgust, she carried on around the room.

”Which is why the Peonic Proposition” quick side glance and a smirk at the Frost Empire Delegation “is what medical doctors like to call, trying to find the cause of death instead of saving the life. We should be focusing our attention on how to prevent conflict, not how to manage them.

For this, I believe we need two things, the metaphorical carrot and the stick. 

“The carrot, should be further economic integration of the Pacifica region, our goal should be to be so inter-connected that war cannot happen without dire economic consequences. This should come with exchange programs for children, university students and workers, to expose our youths to other cultures, and foster greater understanding. And this should come with greater and more frequent honest dialogue, many wars are caused by neither side being entirely honest on their intentions. 

The stick on the other hand should be the ultimate deterrent, we have to show that the right to self determination is paramount, that genocide and human rights violations are not acceptable and that if you cross the lines of human decency, you will face the ultimate consequences. We have to show a united front that’s says if you do not respect the rights of your fellow humans, we will tear your world down, and that threat has to be viable.

Neither the carrot nor the stick work well on their own, so I propose to you, throw down your barriers to trade in your commercial blocks and unions, speak out against those who are wrong, and be prepared to confront those who do not listen. We may not avoid all wars, but openness is the path to avoiding some of them.”

She returns to her seat, shakes her bottle of pop, and cracks open the lid of her a bottle of fizzly Lingonberry Pop slowly releasing the gas, and closing her statement with a metaphor she said

“sometimes it is better to vent the pressure, than to bottle it up until it pops”

She then unscrews the bottle and the pop goes everywhere.

Gorovo Alertz looks at the mess Blanc made on her table. THAT was the leader of the famed Izaakia? He could barely understand how someone so unprofessional could stand in the room with all these other famous leaders, some of which could at least remain calm.

And, that statement she made about kingdoms and other governments certainly didn't endear him. He felt that self-determination applied to a nation's government as well as its borders and peoples. And, he couldn't shake the idea that a stab at Ikaranara was in there. But that could just be his Ikaranarean pride speaking.

Maybe.

"Although she had a rather.. messy explanation, Blanc, although it took her two speeches, has made a significant point in the discussion. We are obsessed with punishing, but preventative measures stop death before it can happen. However, she fails to mention a critical point that could blow the entire idea into the Cordillian Sea. Trust.

In this very room, I see many who plan on stabbing each other in the back. Pacifica is a land of conflict, and that has to be addressed before we can even think of making substantial progress. I don't mean to offend any who I will mention, except, of course, the Junta, but would Izaakia be willing to be economically dependent on the Concordia Entente? Would the reverse be okay with it? Would Ryccia, or the Terrorist Junta, be okay with not having the economic independence to launch a first strike on Izaakia? No! Why take an apple from someone who plans to poison you? If we cannot get over these issues, and a myriad more, friends, this will never be achievable.

Even more so, the current state of the world prevents collective action against each other. I have this strong feeling, that members of the CE would not be willing to act against their own for what Izaakia or Valkryia or any outsider thinks is punishable. No, promising collective action at this stage only serves to push us into political blocs that act together, far more dangerous than any rouge nation. You see the Rouge Junta? Try 10 of them, with 5 RIMs to boot. We cannot claim to act collectively, when half of us can't stand to be in the same room as each other. National cooperation is only possible with reconciliation."

Ailsur was livid. He had one of his aides write a secret message to the Izaakian leader on a piece of paper. It read as thus.

"Next time, expect a physical altercation for your insolence"

Background:

There have already been talks about Viliakmon amending the isolationist foreign policy. At the start of the year it was not even really a question of whether to but how – what is the most appropriate official appearance after being nearly forgotten for 24 years? The Office of the Head of State was full of suggestions; ‘The World Forum’, ‘A bilateral meeting’, ‘Visiting our neighbors?’ all of which were considered are to be done, but which was to be first. The Representative from the Ministry of Secret Agency suggested, “The Government Island Summit” to which The Founder seemed intrigued by. The agend continued “A summit is to be held at the Syldavian Castle, called by the Peony Doctor Yuan, from Huawan… It is to be a summit of world leaders to discuss currently on-going urgent matters. The Castle itself hasn’t hosted a conference of world leaders for 20 years either.” Iakov Xhuglini made a statement of approval “It seems natural enough. However, I think we are all in agreement that Viliakmon’s first appearance shouldn’t be myself, I have held negotiations between our people but not with foreigners.”
It should be a civilian, who holds the ideal of principles dear yet understands people, keeps to himself and knows that the dove and the hawk must both be used otherwise no bird flies.” The agent instantly replied “A Man of Honor?” There was an awkward silence. The Founder cleared his throat, raised his brows and asked “He has only earned such a reputation within our borders?”, the Agent replied with a reassuring smile “I have substantial evidence of that being correct.

Arrival and Absence:

The arrival was suspicious. The Viliakmoni Delegation arrived upon the island with LockPick-III*, modified as to land in water. It was flying three banners at once: The Viliakmon state flag, a black flag with a white circle and a lilac in the middle of it and a (presumed) flag of the Clan. The Island Guards were holding fire upon the naval aircraft landing on the bridge. The doors opened and two men in suits set foot upon the bridge, after which the LockPick took off again and left. Introducing themselves and presenting letters of credentials, a possible scandal was avoided. ‘The Representative’ handed the Island Guards two dispatches – marked as diplomatic gifts: one to the host of the island and one to the Peony of Huawan.
The Representative, Lenko Panteliev, didn’t attend the first table talk round personally at all. Instead, the other man which has arrived with him sat upon the outer table with the journalists, taking notes of everything which has happened during the first round. Finally, his personal assistant, Mihail Lishnikoff arrived at the late afternoon with a substantial report on what occurred during the first round as well as descriptions of each representative and leader at the summit.

The Second Round:

Lenko Panteliev didn’t sleep that night, laying on the balcony and chain-smoking cigarettes while studying Lishnikoff’s report. At around 4 in the morning, Panteliev decided to take a walk around the Island, looking for poorer areas to visit as “the castles and other such nonsense have never interested me”. He returnned around 6 am to his room, disappointed to find “nothing that resembles human life” on the island. The assisstant, Mihail, was still sleeping.

Representative Panteliev decided to dress up and head to the Conference room. The attire was that of a silk, white shirt, covered by a cashmere, black overcoat with matching formal trousers. Three things stood out in his appearance: her beret hat, the fact that he specifically chose a black tie and a lilac on the left side of his pocket.
Arriving at the Conference room at around 7 AM, he was surprised to find that the Huawan delegation was already there.

"What a weirdo." The Peony thought, she grasped jer hade prayer beads and counted her prayers. She needs to keep her cool, and the Izaakian president might almost caused a nuclear winter with her stint.

The door opened with the Viliakmon representative coming in, interrupting the insanity, The Peony welcomed the representative in silence as he was ushered into his seat.

The delegation continued to listen, but The Peony saw that Prime Minister Arnold Khoo might have some choice words.
