Dear Leaders,




I come to you as The Peony of the Peocracy of Huawan, proclaimed by history as its Monarch, Champion and Guardian. I come to you at a moment of concern with the region of the South Pacific, in its security, economy and technology.

In a show of regional unity against the adversities, we hereby use our power to enact the Government Island Summit at Syldavia Castle on Government Island.

We invite the leaders of the South Pacific to converge in this historic conference once more to set a new course for peace, stability, and prosperity. Let us chart a new path that all of us could walk together, our people closer in harmony. May this summit be a beginning for us to co-exist in goodness.

She had arrived sooner than the others to spend a couple of nights in Cafe Sonata. Lady Cailtin herself invited The Peony to the cafe to discuss sensitive matters pertaining the world politics and the templar itself. So began a night of hot matcha milk and sweet chocolate with Caitlin, looking at sundown while lounging at beach chairs. The Peony had her little black book open as she recollected the things that happened of late, things that perhaps an input by Lady Caitlin could prove beneficial.

"It is never an easy time in The South Pacific, isn't there?" Asked Doctor Yan, Caitlin was there on the ship as the CE discussions was going on, it was expected that newer developments will occur soon.

"We have a list of objectives the Peonic state has to accomplish. PM Arnold of Anzhou alongside the Stradratin Emmalessa will also join thus meeting, whether there is an aligned interest is something I could not confirm easily." Answered Caitlin, deep in thought. "The Templar has already proposed a set of agendas to the Rettore for the meeting in the Syldavian Conference. I am sure you are aware of them?"

"I can't say I haven't." Answered The Peony, "but Im pretty sure the Templar's or the Peonic agenda is not the only one in everyone's minds.

"Certainly not." Responded Caitlin, sipping another cup. She places it down and leans to The Peony's chair. The conference will be tantamount to ensure peace of the region, and it is imperative that the agenda of the Peonic government, and her sponsors, be made real, no matter the cost.

"Here is what you must do."

The Syldavian Castle, a massive structure in the coast of Government Island, a strategic location of the sland that once dictated the power structure of the island. Held before by government merchants before being in multiple arms of nations or pirate commodores that try to control it.

The old adage is that "he who rules over Castle Syldavia, controls the world" indeed the ancient emlires knew of the importance of government island to secure long trade routes and become a forward base for naval control of the trans-pacific.

Now it stands as a monument of power, history and culture in the nation with the weirdest governmental structure in this region. A land claimed but nationless, its people living yet bannerless. Now the Castle will stand once more to host the government island summit, a legendary summit to discuss emerging conflicts in an unmoderated forum, which has not been called since 20 years ago.

On the cold air of southern summer, the guards are primed as they saw a motorcade carrying the red flsg of the yin and yang.

A motorcade by the Peonic embassy arrived at the towering Syldavian Castle, and as identities are verified, the bridge swings at a 90 degree angle to form the path. The Peonic entourage walked on the bridge as every step made a sound with the wooden platform. The Peony, her high guardian, Rin Kagamine, as well as the Royal Premier Sima Yi, all walked with the other Peonic delegates.

Their purpose, understood.


Everything about this summit must go smoothly

There is no room for error

There is no capacity for compromise

As we are in the brink of total war

The fate of the region hangs in the balance of what comes from these talks.

Head Governor Gorovo Alertz arrives by plane, with a few assistants, accompanied by the Minister of Foreign Affairs Alkan Randal. How ironic that this was his first major diplomatic mission as Head Governor.

He was nervous. Ikaranara, in the eyes of the world, was a strange country. And with the speech he had prepped, that wouldnt change much. But, he hoped he could come back from this meeting at least making Ikaranara seem important.

President Blanc flew to Hai Men a few days before the event in Government Island, from there she flew 500km out to sea on a helicopter landing on the Imperial Yacht which was accompanied by an Izaakian Destroyer. From there she sailed towards Government Island, and took a an easy couple of days break before they set anchor just off the coast from Syldavian Castle.

Nicholas and Great Britain: Supreme Leader Nicholas McGregor, Deputy Supreme Leader John Evington and Minister of Foreign Affairs Gray Sainsbury have arrived at the summit along with Nicholas' personal Supreme Guard for their security.

Aberstopia: First Minister Renaud Beaufort, Second Minister Louis Lavigne and Minister of Foreign Affairs Sylvie Fournier have arrived at the summit along with the GSPM (Groupe de Sécurité du Premier Ministre) for security.
