The Island Republic would like to request the reasoning behind the rejection of our application for full membership, as we can duly explain both scenarios the Secretariat has rejected for.
Our economic situation is largely bleak at the moment, due to the decade long civil war we had only just gotten out of. As I'm sure you will know, businesses do not like to invest in a nation that is rippin itself apart. Luckily, we have solved the root problem of the war, and we hope that trade agreements with the SCO would improve our economic situation. The geographic location of our capital, Pasayakolos, is directly on the equator, two degrees off the western edge of the commonly printed map of the South Pacific. The Secretariat rejected the application of Cathalea due to its statement that it had not attained a minimum of 1.5% in the past year, as the accession requirements indicate. This requirement is set in accordance with Clause 11© of the Charter of the Organisation to ensure that all member states meet a common economic development standard. The Secretariat has full faith in the ability of Cathalea to meet the standards in due time and welcomes it to reapply at its earliest convenience. It also highlights the fact that membership in the Organisation is not a pre-requisite to sign bilateral trade agreements with member states. I thank the Ambassador for his outreach and apologise for failing to respond to his original communication in a timely manner.
I must inform him that the Secretariat does not have the authority to rescind membership bans, since those are established by the Southern Council and may only be rescinded by it, unless a future resolution mandates otherwise. Having said that, rest assured that Qvait will not find hostility in the Secretariat, should it wish to pursue a reversal of its membership ban at the Southern Council. Carlo Bazzoli

You see, the King has appointed a delegate representing our Emirate to the SCO. He is a great negotiator as well as a trusted man of the king. However, as several member states like Sedunn, who visited Sriwijaya a couple of months ago, are aware. The appointed delegate could not speak English. Therefore, we ask you honorable Secretary General. Would there be interpreters and translators in the SCO? Or would the delegates of the court must be well versed in English? I thank the Emissary for their outreach and for highlighting an issue of vital importance for the Organisation.
In my role as Secretary General, I find myself unable to hire individuals or incur in any activities that would represent an additional cost for the Organisation without the passage of a budget by the Southern Council. I may subtract from the allowances of the Secretariat to provide for translator on an interim basis, but I would advise that the Council attend to the matter of a translator corps and an administrative budget as soon as possible.
