Creation of a Watch List

Perhaps if the CSS were the only one able to put people on the list?

I figured this should be moved to our private section because we're discussing some stuff regarding our regional security.

I would personally prefer if the CSS wasn't in charge of the Watchlist, because most of the CSS isn't really knowledgeable at all about players abroad - they're chosen because of their stability in the region and their place in terms of endorsements. If we were to change the composition of the CSS to be less coup-oriented and more "security" oriented, then sure, but at the moment, the CSS is basically concerned with who has endorsements and who shouldn't have them.

This is a growing problem with the CSS, in my opinion - over time the members with more experience abroad (Belschaft, HEM, Hileville) have been removed from the CSS - which has left us with a staff that doesn't have much knowledge at all about the histories of other players outside of TSP, making it largely ignorant with regards to the potential threat that players may pose by joining and participating as a citizen.

As of right now, there is little rhyme or reason to the list basically comes down to what "experienced" gameplayers say. This is what we've been dealing with this term in the Cabinet and I will not support any attempts at codifying or even using this.

At best, this is a way to piss people off. At worst, it's a tool to preemptively stop contradicting opinions from the region.

And what removing people's citizenship all of a sudden and denying people citizenship because they belonged to a region we didn't like, doesn't piss people off?

A separate security council then, with the MoFA, the Delegate or Vice Delegate, the assembly chair, the MoA, and a few elected citizens?

Someone describe how we're going to determine who should and shouldn't be put on this list. B/c until someone can provide finite ways of telling when someone is a threat, this should be a no go.

The idea is to prevent people who are security threats from gaining citizenship, not booting people just because we don't like their original region.

Like I said the Cabinet deemed Bel a threat for reasons so I think there are reasons why someone people should be on a watch list.

Punchwood, I don't disagree with you. But, the case of Bel we had actionable evidence of what he was trying to do. That is different than pre-emptively rejecting people.

I also don't agree that we should stop people from a region we don't like unless its signaled that there are multiple people coming to the region. This is something that can't be defined from a watch list.

Well, if we need the actionable evidence we had for Bel, we'd have like ... two people on this list. Not the list that was previously tossed out.

We would not boot security threats, we would deny them citizenship and political power. How many times do I have to say it?
