Because a central, secret, automated database of players IP's is probably not the kind of thing that should exist?

If we already share lists of "problem" IP addresses, and presumably the players attached to them, compiling a single list and creating an app to easily check an IP against that list (and common blacklists) doesn't seem to pose any concerns that don't already exist.

I don't have any such lists so unless someone feels the need for me to have one, I'll use the other methods suggested.
