The United Front: Charter Discussion

The United Front will discuss its charter here. Any proposals shall be proposed and discussed in this thread.

United Front Charter

We, the nations of the United Front hereby establish this charter for our organization:

Article 1: Objectives

Section 1.1: Economic Objectives

1. The United Front will seek to trade primarily between themselves.
2. No sanctions must be in place between the members, unless its for a valid reason.
3. The United Front encourages economic growth between its members and promotes trade between its members.
Section 1.2: Military Objectives
1. The United Front seeks to defend itself in case of outside attacks. 
2. The United Front will never attack other nations in or outside the alliance.
3. It is forbidden to attack another nation in the alliance. If a member nation attacks another, the United Front will defend the attacked nation. Exceptions may include trying to get rid of a rouge government in a member nation.
4. A principle of the United Front is peace.

Article 2: Membership

Section 2.1: Application and Acceptance
1. A nation that is interested to join the United Front has to express its interest on joining the organization and the nation must've read the United Front's Charter.
2. After applying, a discussion will commence between member nations.
3. Any member can put the application to vote after a minimum one-day discussion.
4. A vote of accession must obtain a majority vote to pass.

Section 2.2: Membership Suspension and Removal
1. A suspension or expulsion proposal may be presented by any member nation.
2. The member nation must present a valid reason as to why present the proposal.
3. Reasons may include:
  • Failure to uphold the Charter
  • Attacking another member nation, or conspiring to do so
  • Betrayal to the organization
  • Interfering another member nation's sovereignty 
  • Human rights violations
  • Rouge government
  • Attacking another nation, inside or outside the United Front, without a valid reason
4. A suspension or expulsion vote must reach a majority vote to pass.

Article 3: Services of the United Front

Section 3.1: Economical Aid Programme
1. Any nation, member or non-member, can request economic aid from the United Front. However, this is only a loan that must be paid back in a maximum time of three years with an interest rate of 5%.
2. If a nation that took a loan fails to pay back, the United Front negotiators will negotiate the loan payment.
3. The United Front Bank will be located in ---.

Section 3.2: Humanitarian Aid Programme
1. Any nation, member or non-member, can request humanitarian aid from the United Front, or the United Front may choose to give aid to a troubled nation by a member's proposal.
2. Unlike the economic aid programme, there is no debt to be paid, but the United Front will survey that the aid gets to the right sources with humanitarian aid representatives and/or administrators.
3. Failure to distribute the aid fairly because of the nation's corruption will result on the withdrawl of humanitarian aid.
4. The United Front Humanitarian Aid Programme HQ will be located in ---.

Section 3.3: United Front Police
1. The United Front Police will be an organization police unit that combats cross-border crime.
2. The United Front Police officials will be donated by volunteering nations.
3. The United Front Police HQ will be located in ---.

Section 3.4: United Front Anti-Terror Special Forces
1. The United Front Anti-Terror Special Forces will be an organization army that combats terrorism if needed.
2. The United Front Anti-Terror Special Forces soldiers will be donated by volunteering nations.
3. The United Front Anti-Terror Special Forces HQ will be located in ---.

Section 3.5: Financing
1. To finance these services, and the United Front altogether, a small fee of 1% of every nation's GDP will be charged yearly.

Article 4: Conduct

Section 4.1: Economic Conduct
1. No member nation can impose sanctions on another member nation.
2. No member nation can deny trade with another member nation.
3. No member nation can ruin another member nation's economy in any way.

Section 4.2: Military Conduct
1. No member nation can attack another nation without a valid reason.
2. All member nations must defend a member nation being attacked by an outside force, or by an aggressive internal force.
3. Peace is a key value of the United Front.

Article 5: Headquarters

Section 5.1: Headquarters

1. The Headquarters of the United Front shall be located in ---.

3. Legitimate reasons for the expulsion or suspension of a nation are as follows, in order from least serious to most serious:
  • Failure to uphold the Charter
  • Rouge government
  • Attacking a nation outside the United Front without an acceptable reason
  • Human rights violations
  • Interfering another member nation's sovereignty
  • Betrayal to the organization
  • Attacking another nation inside the United Front

4. A suspension or expulsion vote must reach a majority vote to pass.

A few objections here:
1. The alliance is for defense only. Not for offensives.
2. Our HQ cannot be located in Government Island. It is neutral territory. I suggest a city of the founding nations.

I can offer Stockholm, the capital of Qvait, as the HQ of this alliance.

My concerns:
  • Section 1.1, Subsection 2—We need to list valid reasons.
  • Section 1.2, Subsection 3—Replace "trying to get rid of a rouge government" with "attempting a change of regimes" to make it more sophisticated.
  • Section 2.1, Subsection 1—"must have read and ratified the Charter of the United Front."
  • Section 2.1 additions—Subsection 5: Such a vote of accession shall last for two days. Subsection 6: If there is no majority at the expiry time, then the Parties shall revote.
  • Section 2.2 additions—Subsection 5: Such a vote of suspension or expulsion shall last for five days. Subsection 6: If there is no majority at the expiry time, then the member facing suspension or expulsion shall not be punished. Subsection 7: Any member nation may again propose to suspend or expel a member nation twice. Subsection 8: If, in the third vote, there is no majority, then the member facing suspension or expulsion cannot be tried again.
  • Section 3.1, Subsection 1—Is the interest rate annual, monthly, or quarterly?
  • Section 3.3, Subsection 3—Darkstrait can headquarter the UFP.
  • Section 3.4, Subsection 3—UFATSF can be headquartered in Sydney, the second-largest city of Qvait.
  • Article 5—The Article 5 of your proposal shall become Article 6.
  • In place of Article 5:
Article 5
Section 1
The Parties undertake to settle any international dispute in which they may be involved by peaceful means in such a manner that international peace and security and justice are not endangered, and to refrain in their international relations from the threat or use of force.

Section 2
The Parties will contribute toward the further development of peaceful and friendly international relations by strengthening their free institutions, by bringing about a better understanding of the principles upon which these institutions are founded, and by promoting conditions of stability and well-being. They will seek to eliminate conflict in their international economic policies and will encourage economic collaboration between any or all of them.

Section 3
In order more effectively to achieve the objectives of this Treaty, the Parties, separately and jointly, by means of continuous and effective self-help and mutual aid, will maintain and develop their individual and collective capacity to resist armed attack.

Section 4
The Parties will consult together whenever, in the opinion of any of them, the territorial integrity, political independence or security of any of the Parties is threatened.

Section 5
The Parties agree that an armed attack against one or more of them shall be considered an attack against them all and consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective self-defence, will assist the Party or Parties so attacked by taking forthwith, individually and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security of the South Pacific area.

Section 6
For the purpose of Section 5, an armed attack on one or more of the Parties is deemed to include an armed attack:
  • on the territory of any of the Parties in the South Pacific;
  • on the military and/or civilian forces, vessels, or aircraft of any of the Parties, when in or over these territories in which occupation forces of any of the Parties were stationed on the date when the Treaty entered into force.
Section 7
Each Party declares that none of the international engagements now in force between it and any other of the Parties or any third State is in conflict with the provisions of this Treaty, and undertakes not to enter into any international engagement in conflict with this Treaty.

Section 8
The Parties hereby establish a Council, on which each of them shall be represented, to consider matters concerning the implementation of this Treaty. The Council shall be so organised as to be able to meet promptly at any time. The Council shall set up such subsidiary bodies as may be necessary; in particular it shall establish immediately a defence committee which shall recommend measures for the implementation of Sections 3 and 5.

Section 9
The Parties may, by unanimous agreement, invite any other State in a position to further the principles of this Treaty and to contribute to the security of the South Pacific area to accede to this Treaty. Any State so invited may become a Party to the Treaty by depositing its instrument of accession with the Governments who are member to this Treaty.

Section 10
This Treaty shall be ratified and its provisions carried out by the Parties in accordance with their respective constitutional processes. The instruments of ratification shall be deposited as soon as possible with the member Governments of this Treaty. The Treaty shall enter into force between the States which have ratified it as soon as the ratifications of the majority of the signatories have been deposited and shall come into effect with respect to other States on the date of the deposit of their ratifications.
