Without a doubt, taking into consideration it only got its independence a week ago and that fact alone should make it politically unstable.

Certainly *not, and that is why I wanted to establish formal relations and even set up a bilateral summit; to prove that fact wrong. I don't have to do anything now, though. Through denying formal diplomatic relations, you are only strengthening Noctenos' resolve against Kys. Think how Sporaltryus kept ignoring Ryccia's diplomatic invitations and offers of peace a while back.

In quite a few ways, actually. As is the case with Kys, both have significant cultural, ethnic and historical ties to their respective "Mother countries". Furthermore, neither of them got their independence easily or peacefully. Kys, on the other hand, showed no really apparent qualms to Ryccian control until independence was actually forced upon them.
