That's just the quick fix until the Great Council which will probably replace it with something more constant. The admins own the URL this time so I doubt anything will happen in the meantime.

Honestly, it's a fantastic idea. While this is a quick fix, I'd be more than happy to include so it doesn't get lost in translation.

I really bring this up because there are times an admin just need to move off a host. And I did say the forum and database had to stay in tact....

I tried to include the changes suggested by DM and QuietDad. Thoughts?

The Assembly of the South Pacific,

Hereby resolves the following:

Section A: Charter Amendments

1. The URL "http://thesouthpacific.org/" in Article 9, Clause 1 of the Charter will be replaced with "http://tspforums.xyz".
2. The following shall be added as a clause below Article 9, Clause 1: "Forum Administration may make changes to the forum host, provided that it notifies the Assembly of its intention in a timely manner, and the prescribed URL and database remain intact."

Section B: Transition

1. The Cabinet elected in November 2015 is immediately removed from office.
2. A special election will be held within 72 hours of the passage of this law for all Cabinet positions. Those elected will immediately take their seats and serve the remainder of the interrupted term.
3. Where a Cabinet position is vacant due to resignation, the mandated special election will be suspended in favour of the one mandated in the above clause.
4. Until a new Cabinet is elected, the following citizens shall serve in the Cabinet: Tsunamy as Delegate, Drugged Monkeys as Vice Delegate, Farengeto as Chair of the Assembly, Kringalia as Minister of Foreign Affairs, Siberian Districts as Minister of the Army, Scyllaland as Minister of Regional Affairs.
5. SJS Republic is expelled from the Committee for State Security.

Section C: Reconciliation

1. All who were involved in the Transitional Government of the South Pacific shall receive a full pardon for their actions during the illegal forum move and ensuing coup d'état.
2. A Great Council shall be convened as soon as 7 days and no later than 30 days after a new Cabinet is elected, with a mandate to completely revise all laws of the Coalition.
3. Those who were accepted as citizens on the forum declared illegal by HCLQ1602 may request that their citizenship be recognised on the official forum, and shall have it recognised, provided they pass the required administrative security check.

Section D: Passage Requirements

1. This law shall be held to the same standards of voting and passage as an amendment to the Charter.

I'll admit I'm increasingly less convinced about the need to rush both a special election and the Great Council (even thought I absolutely think we should commit to the idea of a Great Council as soon as possible), but in any case this is only a draft, to keep having something specific to discuss. I welcome all thoughts?

My personal view on this - and one that I maintain as Delegate of TNP, is that as far as NationStates coups go, this was relatively bloodless in terms of purging but far more detrimental on both an emotional and social level.

I would like a policy of general amnesty to be amended into the above proposal. Give everyone who was involved - from the cabinet downwards - a chance to return to the community without any threat of charges or legal action. There weren't a thousand nations purged, and as far as these coups go, this was relatively free of most of the more undesirable elements. The actions taken by the cabinet were taken, from what I have been told when I questioned them, because they felt it was the right thing to do.

It's not for me to judge their reasons, or judge them given that the Osiris Fraternal Order was built with my support, with my own diplomatic credibility going to form the base of its. I too felt that I was doing the right thing by aligning my nation - part of Osiris' security council with Malice, and despite everything I feel I acted rightly, for the best of Osiris.

My concern is, from things I've experienced and watched over the years is that if the South Pacific decides to punish the cabinet and those involved severely for this it will only solidify the divisions that gave rise to the sentiments that caused the cabinet to act in the manner they did. The next time this happens, and there will be a next time if blame is cast about and people punished severely, it may be just that extra bit harder to get the region back.

I would like to avoid a next time from happening. Once was enough - and we should count ourselves fortunate that Hileville is not the sort of person who would purge a thousand or more nations to prove a point, or even for the sake of humour. The damage from this was minimal, and what that other forum started is a debate on the constitutional structure of The South Pacific that this region, this assembly needs to pay attention to and strongly consider, in my opinion.

Seems good to me. I'll second Raven's suggestion of a general amnesty for all involved (with the exception of Hile and the Transitional Government members that did not disavow it). That would help the community move forward, in my opinion.

PS: In Section B.5, shouldn't Hileville be expelled from the CSS too?

One thing I think Glen suggested somewhere was to "grandfather in" all those who got citizenship through the illegal forum. I have no problem with that. Should we include it under Section C?

Yes -- lets do that.

Also -- if we wanted to push the timeline for the election, that could be useful.

But, I think a month after for the GC to start is more than enough time.

I also see that there is support for an amnesty. Do we want to make it absolutely general, or are there certain main figures that should still be tried. I know some have voiced their opinions, but I would like to have a more focused debate, so everyone can have a clear chance to share their thoughts.
