Delegates of the Southern Cooperation Organization, there is a tragedy occuring at the moment.
The nation partially recognized as the Ryccian Federation, which holds sovereignty over the once-known Ryccia, is in crisis. Not only is it trying to re-build in a desperate manner, unable to do so with an economy in tatters, but there is a larger issue at hand. One we cannot ignore. Famine. Yes. Famine. There is a famine occuring in Ryccia, and people are dying. Yet, no one except Kys and Kringalia are doing anything about this tragedy. Aid from Kys alone will not suffice. According to the Ryccian Government, there has been a spree of strict rations and they are enforcing it. One corrupt official has been sentenced to 30 years in jail for taking rations for himself. Our observers in Ryccia say that there is little to no corruption, and that was an isolated case. We are on the watch, however, for Ryccian corruption. The Government is trying to search anyone who can become a farmer to deal with the famine. Due to limited funds, this is a difficult task, however. We wonder on the fates of the agricultural settlements built in the last Ryccian Federation. Are they destroyed or razed? Because we are prepared to give Ryccia aid, but we wonder on wether there is a stable food source for the Ryccian people. A stable and strong food source is what's needed in order to prevent the famine from ever happening again.
As such, we are prepared to donate several seeds to the federation. Thanks to our seed bank, we have several seeds native to Ryccia like their cherries. Sedunn will send as much aid as possible. Does the Kysian representative have access to information about what needs there are? We would like to know the following.
1. Number of starving people and their location. 2. Need for specific foodstuffs, supply and lack per day. 3. Unused food producing capacity due to war damage and possibility to repair. 4. Safety for aid workers concerning militias, riots and crime. We hope we could coordinate and optimise our efforts, as an SCO operation, and I do believe we should try to pursue cross-alliance collaboration with the UF. The ones most affected are those in Southern Ryccia, the least affected are in the coasts and rivers due to the fishing activity there. 2. Any foodstuff is appreciated, although our officials say that foods like bread and fruit are the most lacking in supply, meanwhile fish in some areas are the least in demand due to the activity of fishing in these areas. 3. Many farms are very damaged to a degree, usually they are destroyed in their entirety. Union officials are helping in the recovery, but, as usual, its not enough. 4. Food aid workers are very safe except when bread riots occur, also construction workers are very safe as well. Health aid workers need to watch out for "Healthcare Gangs", illegal gangs that raid hospitals and steal their medical equipment and medicines. They then sell their healthcare at a higher price, and are more efficient due to doctors joining them for higher salaries. Some families go without their daily food rations to pay them. There has even been a case where a family gave up its rations worth a week in order to pay for surgery for their sick child.
