"That is indeed generous. Our current policy is being reviewed. We currently offer Sedunnic citizens extra loans."

The king paused. He gazed at the brownish river beaches, which by now had replaced the the grey of the city scenery. The boat made good pace. The rhythmic sound of the steam engine appeared louder now as they had cleared the busy city. The water splashed as small waves hit the hull, and bird song could be heard from the trees on the river banks.

The king's tone changed. "We have a saying here in Sedunn. Len ver irr oppe sketted, oppel ver naymd', or If it isn't the fox, it's the snake. This rather cynical saying can applied to international politics, and especially how armed conflicts arise one after another. What does Qvait make of the future? What can be done to avoid or prevent these from happening?"

President Harrison said, "I wish I could be optimistic of the future, but I am not. At this time, there is violence in the South Pacific. Wars in the former Sporaltryus and in Farengeto threaten the security of our region. In my presidential campaign last year, I promised my people an era of peace and prosperity, and I do not intend on going back on this promise. The only way that there can be peace is by compromise. If there is a fundamental disagreement between two or more parties, the only way that violence can be averted is by compromise. That is how previous wars have been settled if there wasn't going to be a 'winner' at the end of it and that is how current and future wars can be stopped."

"I agree. As you know, there are now three large political alliances: the SCO, UF -or CESTA- and SPTO. At the core, they have much in common, and most of their member nations employ a non-aggressive policy, like Yours and mine. The solution, or a part of it, to stop large-scale armed conflict is through these organisations, and we need more cross-alliance cooperation. Currently, there is no dialogue between the SCO and UF. With Mr. Revvalu as president this could be remedied, should the UF be interested."

"I believe the reason why there hasn't been dialogue between the SCO and CESTA is because it was born around the time the Carlson leak occurred. Because of the Carlson leak, Qvait was expelled and banned from the SCO, making dialogue impossible. As long as several provisions in Resolution 003 remain active, dialogue between the SCO and just Qvait has been nearly impossible, but there has been plenty of progress made since then. I can't speak for other members of the CESTA, but Qvait would be interested in dialogue between the two organizations, perhaps even trilateral discussions including the SPTO."

"Sedunn would support Qvait regaining full membership in the SCO. I obviously can't speak for the other members of the SCO or the SPTO, but there should be enough support for initiating a broad cross-alliance dialogue. Many nations also have double memberships."
