Chae Won-Seok: This is the live broadcast of the Royal Council Announcement after high-level deliberations by the Royal Council of Diplomacy and Foreign Affairs on the stark changes in the political climate in The South Pacific. The meeting would be presented in the royal council which in turn would then be sounded by the People's Speaker at the following People's Council meeting. We are yet to see the edicts that would come out of these discussions, and how it would impact the state's diplomatic affairs..... We have just received word that the meeting has started.

Chae Won-Seok: "Good Evening and welcome back, today we welcome several guest correspondents on the recent Non-Alignment Policy Recommendation by the Royal Council of DIplomacy and Foreign Affairs. Professor Mattias Zimmer from the GIanaltan-based Atlantis Institute of Foreign Policy and author of the book "Of Chocolate and Tea, Peo-Gianlucan Foreign Relations Analysis", Ms. Ioana Cățanu from the Stoinian Freedom House Think Tank, and Sir Ukkasyah Widyantama, former Minister of Foreign Affairs from The Peonic Commonwealth of Arnchow. Thank you for joining us."

"Now the recent announcement of the proposed edict is followed with anticipation from international observers, and some would mark as a direct response from the Peocracy for the Concordia Entente and the current geopolitical crisis and shifts of power. Let us start with Professor Mattias Zimmer, what are your thoughts?"

Mattias Zimmer: Thank you, observers are very much surprised with the announcement of the edict. Member states of the Concordia Entente did not expect that the introduction of the edict is a direct result for the formation of the entente. Most of the Concordia Entente member states are close partners of Huawan. Sedunn, Gianalta, and The Frost Empire are among the valued partners of the Peocracy of Huawan, so some observers certainly did not expect such a response from Huawan.

"Huawan is a nation famous for its tendency of isolationism and political apathy since the Great War era. Although it was outspoken in some world issues and had a great hand in economical development as well as its diplomacy. It is also remarked for its non-inclusion to the Reizen Theatre, the Ryccian Junta revolution, and the Valkyrian political crisis. So while it is surprising on what sparked the edict, it is not surprising that non-alignment and neutrality is the policy that was recommended."

Chae Won-Seok: "So there is a consensus that the reaction is not accounted for when the formation of the entente bloc was made?"

Mattias Zimmer: "That is correct, it is not a secret that the Gianaltan Sovereign GIanluca and The Peony of Huawan have strong relations, These are among the many evidences that show, that current Peony of Huawan has a strong will to maintain excellent diplomatic relations with other heads of states. So a Peonic response is certainly one of the last things observers would expect."

Chae Won-Seok: "Let us move on to Ms. Ioana Cățanu, what are your thoughts?"

Ioana Cățanu; "I am in agreement with Professor Zimmer that the non-alignment edict was an unexpected resultant from the formation of the entente bloc. One could also not forget that the Ryccian revolution among other international conflicts are a main driving force for Huawan to reasses its political stance, it is also necessary since Huawan's history of open diplomacy is not as extensive as its isolationism."

"However, it is also important to understand the underlying facets of why the current geopolitical events caused a reaction from Huawan. As it stands the concordia entente was formed as an international bloc for economic cooperation, reduction of nuclear weapons and restoring power balance as well as promote democracy in the region. Currently the primary principle of entering the entente is the ratification of the TPNW, which Huawan ratified. So there was a certain concern from the Peocracy on the exact reasons why Huawan was not approached as a partner of the bloc, and whether or not there are other underlying reasons that Huawan is not considered an equal valued partner."

Mattias Zimmer: "Studies made in GIanalta also attribute the fundamental reasons of Huawans non-inclusion for its democratic practices. It has been well documented that the Peocracy is not conventionally democratic like other member states of the entente. There has been reforms introduced by The Peony of Huawan such as the mandatory review, the eastern government, and the opening of elections for governmental positions such as governor, head administrator and prefect. It will take some time for the international community to fully accept the reforms Huawan has made for its government and to balance power within her borders."

Chae Won-Seok: So what might be the implications of the edict should it be passed and applied in the coming days? As well as the implications for the Peonic Commonwealth, Sir Widyantama?"

Ukkasyah WIdyantama: "Both the Peocracy and The Peonic Commonwealth enjoyed the status of neutrality more than being the world police. Coming out of the Great War and the Political revolutions of the 1970s, the capacity for commonwealth states like Anzhou to invest on peacekeepers are low. Apart from the Reizen theater, Bailtem has been a reasonably peaceful region where interventionist policies do not yield goodness towards the interests of her people. So non-alignment would allow further freedom on economical development and cooperation with future partners of the Peocracy."

"I might also go as far to say that if Huawan is willing to enter the Concordia Entente, there are some freedoms that both Huawan and Anzhou would have to sacrifice. Longtime partnerships with several nations like USI, Bruuma, Kai-Fa, Valkyria and Besern may deteriorate with a lack of flexibility exercised by Huawan, the Peonic Commonwealth and its Cooperative states. The influence of The Peocracy is not easily avoidable, and it is in my opinion that it is the entente's interests to keep Huawan and Anzhou close, regardless of the current deliberations of the non-alignment edict."

Ioana Cățanu; "With the appointment of the new secretary-general of the Concordian Entente, it is interesting to see how nations and blocs would approach Huawan should the edict pass. Being a veteran of the Reizen conflict, the new secretary general of the Entente may have a larger focus on regional stability and peacekeeping instead of economical development and cooperation. It is also in my opinion that Dr. Stella Blanc and the USI are going to ensure tighter relationships with Huawan, its formation of the Gr8 may lead to it.

Chae Won-Seok: "How do you see the effects of this non-alignment policy playing in the near future?"'

Mattias Zimmer: "Should the edict pass, Huawan would re-review its role in international politics. The Peocracy has increased its defense budget for the forthcoming quarters, but there would be increased consideration in having boots on foreign land. There may be an increase in industrial development and economical diplomacy. Newer, more untapped sectors of industry may be developed and we expect more cooperation from partner states."

Ukkasyah WIdyantama: "The non-alignment policy is not meant to inspire others to adopt a position of non-alignment, to create a new bloc of centrism. The policy would also need to be reviewed further by the People's Speaker and the Legislative Chambers of Commonwealth states and the Peonic Cooperative."

Ioana Cățanu; "Huawan will also increase its defense capabilities to support the non-alignment position of the Peonic State. It has always been Huawanäs interests to become a leading nation in the region. As well as ensure its protection."

Following the recent live execution of over 5000 supposed political dissidents by the Ryccian Junta, the Peonic Royal Council of Foreign Affairs and Diplomacy issued a statement of condemnation to the Junta government. Full economic and financial restrictions have also been placed on the Ryccian government until further notice.

Naval fleets stationed in the Western channel of the Cordilleran region are mobilized to escort Peonic vessels in the region. Which some observers remarked is to further add the pressure to the Ryccian Junta. When asked about any military intervention, the High Diplomat remarked "if any other option is unconditionally exhausted, we will not hesitate to proceed accordingly for the stabilization of this region."

Although possible, any intervention by the Peonic government must first be voted by the People's Council, the Royal Council, and attain the executive royal assent by The Peony of Huawan.

The extraordinary session in the Royal Council in regards to the proposed "Non-Alignment Policy" has been passed as an edict. The non-alignment policy was revised to accommodate the Peocracy's membership in the WF and other international bodies, as well as provide autonomous flexibility towards Commonwealth states.

Furthermore, the revised policy would also open possibilities for any use of open military intervention in situations that may "alarm the interests of the Peonic state, or threaten the peace of the region." Should it pass in the legislative assembly and attain the Royal Assent. Observers are interested to see further developments on how this would impact Peonic foreign relations.

SY: Our role in the halls of government is to serve, it is in the interests of the current administration to present and agree on the best solution for the statesmen of Huawan. To provide edicts with the sensibility and the credibility of the public. These are our goals.

EY: Analysts have remarked that the current administration in Huawan is unlike most beforehand. Especially with the role of the Royal Premier being extended to that of other heads of government, looking back at your predecessors, with much higher responsibility in government than them, what did you think of it?

SY: Our Nuwang of Huawan is still, in any capacity, the head of the Peonic state. Although each of the Royal Premier in service with the Royal court in varying capacities and capabilities, I am no different. Although one could understand that as Royal Premier I have a large role in governance alongside the honourable Peony of Huawan, I can never take all the credit. We each have our own tasks from the Royal Heads of Governance and the Councils of Ministers. The role of the Royal Premier is not only for the head of the upper chamber, but also to ensure the administration's smooth operations, as well as the wellness of state administrations and prefectures that they are able to carry out democratically, voted edicts.

EY: The recent announcement of the EXPO 2022 as well as an increase of trade agreements with Huawan and other countries is seen as a hallmark of the current administration's increased capacity for investments and tapping into economical opportunities. Where do you think Huawan is going in the next ten years?

SY: Rapid economical development I hope, our goal is to continue opening opportunities and expanding our horizons. Bringing our region closer, and our nation farther. As much as we are, Huawan is not just about trains. We grow in most industrial sectors that are not as "trendy" as one might describe it, yet a necessity. From fertilizers to luxury goods, from fishery equipment to silicon chips. Especially with a growing list of client states and cooperatives, where we needed to continue to be strong. Our main focus is also to serve as a main freight transit hub for landlocked states in Cordilia and Bailtem, to ensure that Peonic economic prosperity is shared with our neighbours.

EY: We're going to move on to international politics now. With the new non-alignment edict that was passed, many observers viewed the edict as a worry, especially for the recently formed CE bloc. And I quote the secretary-general of the CE is said, "While the Entente understands Huawan's frustrations, it isn't our intention to become an isolated club of states. As of now, the Entente is still searching for its identity, ideologically and operationally. Be it overseas or here on the front lines in Spiras & Emerald-Denver. However, Huawan can be sure that once the situation has been stabilized in Bareland, it will have plenty of opportunities to sit at a table with the Entente at large." What are your thoughts about that?

SY: Opinions in regards to how we stand in foreign diplomacy should be addressed by the Council of Foreign Affairs and our diplomats. However as Royal Premier, we do not take kindly to the Entente handling us like a possible unstable power easily swayed, we have proven time and time again that the Peocracy is committed for peace, economical development and regional stability. Surely, our previous position as deputy speaker in the WF as well as our position as a founding member and the edicts passed in the committee for health, not to mention our role in regional stability and security is proof enough? Yet we are seen as distrustful and unstable, in a world where instability is the order of their days, the Peocracy would try to figure a solution and became a benchmark of stability and control. It is such a shame that the entente views us with such distrust, and of course, it is unfortunate that their capacity for multitasking is low.

EY: There was a report in the Zimbron Republic newspaper by correspondent Meilin Zhu about whether CE should try to appease Huawan, which seemed to be very popular with current political analysts. What are your thoughts about it?

SY: Yes I've read about it, and I can't say I am not acquainted with the author of the paper. The paper highlighted the main problem I myself see with the CE. The formation of the entente has unfortunately alienated important partners and other nation states in the region, with its own members viewed in exclusivity and others relegated to a lower role. That is not who we are, that is not the spirit of The South Pacific. The Peocracy of Huawan celebrates the 600-year anniversary of the Epic White Jade Voyage. A voyage commissioned in the era of the Feng Empire sets to map the seas, and made first contact with great empires of the region as well as seek the "treasures of the world". The voyage also helped create one of the most complete medieval maps that helped the great mapping of the south pacific.

For its anniversary, the Royal Peonic Naval High Council issues the sailing of the naval treasure fleet to go through the original path of around the region. The first fleet of 4 ships will go south through southern Cordilia and towards Keyli, and the second fleet of 4 ships will go to northern Cordilia to rainbow isles. All of the ships will then converge to Hsi'An at Arnchow.

Officially titled the Unitary Peocracy of Huawan, Huawan has the third highest population of any country on Pacifica and the second largest country in The South Pacific. It has the sixth largest economy, a major military power and the most powerful country in Central Cordilia. It is also one of the few lasting monarchies in the region, as well as housing the most dense forest and the highest mountain formation in The South Pacific.

As the Peonic empire nears its 300 year anniversary, its system of governance showcases one of the oldest living law charters in the region still under effect, with its oldest edicts dating from 1724, two years after the Huawang dynasty was formed. Yet since the 20th century further, attempts have been made to review and modernize law edicts to fit the modern needs of The Peocracy. Although many modern countries and observers in the 21st century still view the Peocracy as outdated and archaic, it is to be noted that the longstanding empire that there is exponential progress to renew old edicts and codify them to fit modern demands.

Yet some observers still see that the Peocracy is not taking far enough steps to promote democracy for its people, with some seeing the monarchy led by The Peony as farcical and a hindrance to progress. Some commentators viewed the Izaakia's President Stella Blanc's words against the abolishment or archaic monarchies as a direct insult to Huawan. Yet many seem to forget that Huawan's path to democracy was hard fought through countless of trial and error.

To quote His honourable Lord Yujian Lianshi (御劍 怜侍), founding father of the Peonic Constitution and Peonic law,

"The law is the end product of many years of history... the fruit of human knowledge! Like a gem, polished to a gleam through trials... and errors. It is this fruit we receive, and pass on, and face in our time. And it is always changing, growing. Nurturing it is our task as human beings."

It is no wonder that his words are etched in the entryway of the Royal Council of Huawan, as edicts continue to be passed and revised.


Huawang Dynasty: A Necessity for Governance

The Peonic political system is based on Huawan's constitution, which was first drafted in 1724, before having a second revision in 1781, and its most recent revision in 2019. Initially, the constitution underlines that Huawan was an imperial state, commanded by The Peony, a leading Imperial figure among imperial ruling warlords.

The title of The Peony, which referenced the Mountain Peony that's dubbed in Mandarin meaning "The king of flowers", was in practice an elective dictatorship, first held by the First Peony of Huawan, Empress Mangling Mangsten from the four leaders of the Sitianwang of the Huawang dynasty. It is also unique to point out that Empress Mangsten's title as "The Peony" didn't come officially until her death in 1761.

The imperial court of The Peony acted as the absolute rule of the ruling prefectures that were broken up in the War of The Red moon. between Huawang revolutionaries and Taizong loyalists backed by Sedunnic expeditions, which engulfed the country into civil war. In response to an immediate need for a chain of command, a constitution was quickly pushed to approval between the shoguns.

Initially, edicts and laws were decided with each shogun carrying a single vote, as there was an absence in a legislature akin to a parliamentary chamber. The Peony, however, retains ultimate executive power and held absolute power in its governance. The consolidation of this council was formally known as the Great Council, which was considered the highest organ of Huawan's premodern imperial government under its legal system. The council and its subsidiary ministries handled all secular administrative affairs of the country, with shoguns in charge of their own prefectures.

The application of martial law had a little method for commoners to democratically voice their opinions, yet the firm imperial grip of the dynasty's government was considered necessary to defuse a highly unstable population, retain power, as well as quell dissent in the following Peo-Sedunnic War. Although some historians believed that the initial constitution set a precedent of imperial grasp on governance and law for years to come after the War of The Red Moon.


The Naval Empire of Huawan: A voice for the People

After the passing of The Peony, Pirate Empress Shao Yan, her successor, The Peony, Pirate Emperor Xin Yan, finally relinquished martial law. With help of lawyers and statesmen from within and outside of the empire, a formal constitution was formed and ushered a new age of liberalism and democracy.

The idea of a formal constitution after the Huawang dynasty had been a subject of heated debate, within and outside the government. With oligarchs of the Great Council viewed anything that resembled democracy or republicanism with suspicion and trepidation, favouring a gradualist approach. However several propagators, including the "People's Voice Movement," demanded an immediate establishment of an elected national assembly instead of the Great Council.

The new constitution was written, and the "Naval Empire of Huawan" was founded after the second imperial constitution was signed. The constitution formalized much of the Empire's political structure, and provided many powers to its imperial ruler, "The Peony".

The new constitution dictates that "The Peony" is the head of the empire, and allows the royal palace to exercise the rights of sovereignty in accordance with the constitution. Furthermore, the role of "The Peony" further extends in opening the legislative council, the supreme command to the military, and exercising legislative power with consent from the council.

The Royal Assembly of Huawan would be comprised of the Great Council, which merges nobility, aristocrats, feudal lords and shoguns are chosen exclusively by the Royal Palace. Meanwhile, the People's Council, consisted of elected representatives from every prefecture and local councils. Members of the People's council were directly elected on a limited franchise, until universal adult male suffrage was introduced in 1885, and universal adult suffrage was introduced in 1915. Unlike other bicameral parliamentary systems that feature a monarch, the constitution of the naval empire granted a real political role to The Peony, although in practice the powers were largely directed by the Great Council.

Furthermore, unlike previous governments in Huawan, an edict would pass had to have the assent of both the legislative council and The Peony. This meant that while The Peony could no longer legislate by decree, they could still veto over the council. The Royal palace also has complete freedom in choosing the Royal Premier and the cabinet of the Great Council.


The Rise of the Shogunate

The office of "The Peony", despite its power, is, unlike other monarchs at the time, not hereditary. The office of The Peony is only accessible if they are one of the ruling shoguns of a prefecture, the position is only accessible through an election should the office be vacant due to death or other extraneous means.

The attainment of the office of "The Peony" is instead done through a special election called by all the shoguns, with the voting done by members of the People's Council, the Royal Council and the Shogunate. Each with its own value in the voting process. Upon chosen, a coronation will be held, and The Peony will be ushered in.

It isn't until 1917 that after the end of the Bug Famine, calls for distrust of the office of "The Peony" led to the necessity to have a mandatory review for the office of monarch. So after a great debate, the office of The Peony will be under scrutiny every four years by select members of the People's Council, the Great Council and the Shogunate. If the majority deemed the office unfit, a new election from the shoguns shall be called.

The 4 year mandatory review greatly allowed for the decentralization of The Peony and increased power of the Shoguns. With historians cataloguing that the Peonic government is essentially a court of intrigue, with territorial shoguns trying to sway both the Great Council and the People's Council to gain influence for the office of "The Peony."

Another reason why the office of The Peony was very lucrative for shoguns was how the military was formed. Before the Great War, every prefecture has its own military under the shogun. Yet the military of the prefecture will be fully controlled by The Peony as the supreme commander, with a party of generals and lords acting as their marshalls instead of the shoguns. This also set a precedent that the shoguns' influence is heavily tied to the quality and the amount contributed to the empire's military.

Indeed, the position of The Peony then became known as "The best, of the best of the best" since The Peony is the best of all the shoguns, which is, in itself, the best of their own prefectures.


The Great War: Direct Power and Reenactment of Martial Law

In the early to mid 1900's, the Peonic shogunates balanced the power in the country. In order to secure influence to get into (or exert towards) the imperial office of The Peony, they try to exert much towards their respective territories while under close supervision from edicts voted in by the elected representatives. This caused a higher population of people trusting and being loyal to their respective shoguns, than The Royal Office and The Peony.

This is no more apparent than the rule of The Shogun of Shengji, The Peony, Mei Yan, who was a descendant from The Peony, Pirate Empress Shao Yan. Mei Yan's early rule was considered by historians to be controversial at best and chaotic at worst.

Mei Yan was considered a strong and cunning character, her tenure as shogun of Sheng-Ji allowed large experience in military tactics and population management. Furthermore, remarkable was also her open disgust against corruption and the current system, as she believes in direct representation and the increased provision of power to the people's council. One of Mei Yan's defining and otherwise revolutionary traits at the time was the modern military belief that "an army is as good as the people supporting it"

Yet her appalling personality towards the other shoguns in the Great Council, her uncommon reforms and her gender made her the target of other shoguns in the country. Openly or discreetly, many wished to depose her, biding their time to give the reason for her abdication.

The Great War was sparked the extent of the turmoil in the Peonic government. As the 1949 declaration of war between the allies and the imperialists, the Peonic government was incredibly keen to join the war on the Karnetvorian side.

As war sentiments were aflame, the cabinet of The Peony, Mei Yan, wishes to remain neutral. The bug famine had left a mark on the mostly agrarian economy and currently, they are outgunned and outmatched by other countries in the South Pacific, despite the rapid industrialization of 1940.

Exerting enough influence and political favour, the Royal Assembly voted with a 54-46 majority in favour of neutrality. Although the great council and the other shoguns saw the decision with great disdain, and tensions grew in the Royal Assembly on all fronts. This caused an edict to pass in July 1950, which returns the power of the military to the shoguns with actions under the assent of The Peony.

Support and coercion from both the Allies and the Imperialists finally caused a civil war to erupt in November 1950 from all fronts. With an Imperialist-backed government led by the Imperial Shogun of XinYue, and Allied backed government led by the Democratic Shogun of Hai Lan. The imperial shogun of XinYue claims the true rule of Huawan by the annexation of the Royal Palace of Lian, this in turn caused the city of Hai Lan to be formed capital by the Allied-backed democratic shogunate of Hai Lan.The Peony, Mei Yan, ousted from the Royal Palace, led her own separate expedition to unite the country.

After a string of military victories, exercising political intrigue and evading multiple attempts of assassination. The Peony, Mei Yan, took over the Royal Palace and the Eastern Capital of Hai Lan. Uniting The Peocracy under one shogunate and under one leader.

Upon reclamation of the Peonic Empire, she ordered the imprisonment of the "unruly shoguns" and the sealing of the Peonic shogunate, effectively placing the country under strict martial law. The mass brutal execution of both allied and imperialist agitators and supporters was followed by the restabilization of the Peonic government, and the reaffirmation that the Peocracy will not be a field for war.

The Reaffirmation was claimed, only for it to be broken two weeks later, with the formal entry of Huawan to the Great War after the Karnetvorian assault in the summer of 1952, and the opening of the bloody Peonic Theatre in the Great War.


Post Great-War: A rocky path to direct representation

Martial Law continued to be under effect in the Peonic empire as the country rebuilds and reforms its government. In 1957, two years after the Great War ended, the Royal Assembly and The Royal Palace passed an edict to revive the upper house as the Royal Council. The shogunate was officially disbanded.

Governance was built to mirror modern governments, with prefectures held by locally elected officials known as "prefects". Each group of prefects is then held by regionally elected officials known as "administrators", headed by chosen "head administrators" by the elected governor. Each local council would have an elected representative in their respective chamber of councils.

Despite so, power is still centralized in the Royal Palace in Lian, with The Peony retaining absolute power in its legislature through passing executive royal edicts that join together with legislative edicts, as well as The Peony retaining the power to veto any legislative edict. The abolishment of the shogunate had essentially allowed titular control of Huawan by the Royal Family of Mei Yan.

Increased political representation in the Royal Assembly, however, caused the sprawling of multiple party political systems. The partisan political system rose to prominence with the abolishment of the shogunate, and allowed increased liberalism in Huawan.

Yet later in The Peony, Mei Yan's rule, as expenditures increased to reconstruct the nation and the investment of large projects, like the supersonic aircraft Cortana-Marine SST Mach and the Shinkansen Peonic High Speed Rail (PHSR), the public grew disillusioned with the growing national debt and new election laws, which retained the old minimum tax qualifications for voters.

Students, university professors and journalists, bolstered by labour unions and inspired by foreign political parties mounted a large but orderly public demonstration in favour of democratic, socialist and communist reforms.

Fervent unstable coalitions and divisiveness in the Royal assembly led by the left-wing Red Fire Coalition and the central-right wing "Tokimeki" or the Constitutional Democratic Party (Central-Right).

The Tokimeki established a platform committed to the parliamentary system, democratic politics and world peace, as well as the reduction of The Peony to be a figurehead. While the Red Fire Coalition petitioned for direct democracy, socialism, atheism and the disbandment of the Royal Palace and the Peocracy, which rule they saw as ancient and confusing. Indeed, the constitution of Huawan came from the late 18th century and referenced vague tengriist and taoist ideologies.

Despite the political realignments and hope for a more orderly government, domestic economic crises plagued whichever party held power. Fiscal austerity programs and appeals to public support were attempted as solutions, to varying degrees of success.


Lotus Fire: The chaotic rise of extremism

The South Pacific is a region that knows chaos and turmoil too well, and the common adage is that "there is never a calm time in the seas of The South Pacific." As the Royal Assembly continue to struggle for power in the People's Council Chamber, edicts continue to be debated heavily between multiple differing coalitions, sometimes with force and violence.

Several ideologically-oriented parties and countries in The South Pacific provided large sponsorship of multiple political parties and affected the balance of power in Huawan. Most notably in the international settlement of XinYue and the Island Region of Hai Men, where "interest groups" provided notable investments and donations in Peonic political parties. This precipitated a shift in the ideologically oriented political party in Huawan to interest politics, with multiple wings of coalitions formed to accommodate higher extremism of principles.

The movement of extreme political ideologies dominated Peonic politics during the early period of The Peony, Lingxin Yan's reign. A mixture of Peonic ultranationalism, militarism, fascism, socialism and state capitalism, that were proposed by several contemporary political philosophers and thinkers in Huawan.

As a result, private militaries, militia and gangsters from these political groups start to cause civil unrest in the streets. Political parties fought with words within the Royal Assembly while they clashed with fists, knives, swords and guns outside of the assembly. The prominent Zhou V. Li case caused for The Peony, Lingxin Yan to executively repeal the duelling law.

This caused the Royal Palace and The Royal Peonic Ministry of Interior to arrest political dissidents in suspect of anti-state leanings. Over 30,000 arrests were made between 1965 to 1968, in response, a large group of writers founded the Peonic Branch of the "Popular Front Against Fascism" which published major literary journals warning the dangers of censorship. The circulation was eventually censored and dismantled in 1969.

In March 7th 1970, a group of hired thugs by the Tokimeki stormed the Royal Assembly and started beating left-wing supporters of the parliamentary chamber. This, in turn, led to the suicide bombing of Kaneko Okawa, a Red Fire Coalition supporter in the parliamentary chamber, killing over 150 people, including the Peonic Royal Premier Nobisuke Chan and Tokimeki Deputy Chairman Huang Lim. This was to be known as the Lotus Fire Insurrection.

Proclaiming the legislature lost, the Red Fire Coalition, supported by the International Fund for Socialism, started the "Les Rouge" and began the seizure and bombing of select public offices for the sake of anarchy. Proclaiming "revolution against the capitalism and fascism of the Peocracy." Sympathists of the Les Rouge in the Peonic Armed Forces went away from ranks to join the Les Rouge revolutionists.

International bankers and states funded the counterrevolution operation for capitalism to fight the Les Rouge revolutionists. Supported by Tokimeki-sympathist General Thanh Lim and his garrison, a military campaign to the Les Rouge revolutionists began under the name "Les Verdes"

Although the Les Verdes claimed to be on the side of The Royal Palace, an assassination attempt of The Peony by Les Verdes extremists led to the denouncement and crusade against both of the groups. Immediately, The Peony, Lingxin Yan, suspended The Royal Assembly as a campaign was mounted. The nation was proclaimed under martial law once more, and in the state of Civil War.

After 2 years of being in a perpetual state of guerrilla warfare between Les Verdes extremists, Les Rouge extremists and other foreign sympathisers. The Imperial Army led by Emperor Fe Yan and The Peonic Royal Intelligence Agency by The Peony, Lingxin Yan managed to proceed with a swift counterrevolution against Les Verdes and Les Rouges as dissidents were arrested, tried or neutralized.

As their leaders were captured and tried as war criminals for the murder of innocents, the Royal Assembly was resumed. A month after, The Royal Palace sets the suspension of political parties and the well-vetting of representatives through highly stringent background checks. Emperor Fe Yan's rule as the Imperial Military Advisor also saw the great purge of extreme sympathisers and the reaffirmation of the military under the Royal Palace of Huawan, further seeing militarism and military development.


Akane Yan and Cosmopolitan Politics:The Rise of Populism

The rule of The Peony, Akane Yan in 1982 saw a shifting change in political representation and the reopening of political activism. The prominence of a celebrity head of state like Akane Yan led to the rise of populism in Peonic government. As the Head of State was also a critically acclaimed movie star, singer, philanthropist and fashion icon. Her well-documented public life in both governance and work led to the phenomenon known as "cosmopolitan politics", where a large mixture of political and populist characters became elected in the Royal Assembly.

The highly diverse cast of politicians in both the People's Council and the Royal Council caused a higher increase in political participation and alternative methodology of governance. Historians and analysts saw a diverse council under The Peony, Akane Yan, which saw the reduction of compartementalist or containerist approaches in politics and stately issues. This led to coalition parties and the slow reopening of party politics in Huawan. The office of Royal Councillors, the upper legislative house, also opened to other members that didn't exactly come from politics, including artists, philosophers and researchers.

However, under the advice of the Empress Dowager, The Peony, Lingxin Yan, political parties continued to be officially banned, although coalition parties are still allowed. The cosmopolitan government also saw "The Peony" and ministers able to propose legislative edicts in which a discussion by the Royal Council and the People's Council proceeds.

Furthermore, although officially and legally viable in The Peonic court of Law, the Peony, Akane Yan saw the veto and Royal Assent to be a formality instead of a requirement, and the Royal Palace still reserves the right to veto/block an edict to be proposed in the Royal Assembly. Until now the Peonic Royal Assent has not been used to veto an edict since 2003, though The Peony, Akane Yan, was still seen to exercise her executive power in her reign. Such as the reduction of military spending, the activation of mandatory military service, among the few.


Doctor Yan and The First Elected Monarch

It is a less known fact for people not a member of the royal watchers to know that The Peony, Doctor Yan, is the first Peony voted into office through a modern legislative assembly. As her predecessors since The Peony, Mei Yan, had inherited the position due to the enactment of martial law and political influence, it was determined the next in line to inherit the Royal title would be the Crown Prince, Ryūnosuke Yan.

However, following the tragic death of the Crown Prince and the following political turmoil pertaining the Crown Princess, Shizuka Yan. The Peony, Doctor Yan was not registered in the royal registry to officially inherit the Peonic throne. It was known that the Royal Assembly debated heavily upon the prospect of having of electing another Peony to the throne, following up with the line of succession, or forgoing The Peocracy entirely. As The Peony, Doctor Yan, reportedly stayed within the walls of her manor while the royal assembly debated.

Political observers saw that the Peonic state would have an opportunity to legally relinquish the Peocracy, and elect a president as the head of state or ascend the Royal Premier as the Head of the Nation. Although these opportunities are stringently debated against, as current sentiments of Peonic rule popularized by the Royal Family persisted, and the estimated cost for another immediate refinement of a constitution is assessed to be unfeasible.

After months of debating with the nation under stewardship of the Royal Premier, the Royal Assembly reached a consensus. On the caveat that the government follows a single interest and the gradual relinquishment of several executive powers. A vote will be held to reaffirm The Peony of Huawan as the Head of State, and Doctor Yan as next The Peony of Huawan.

The following week, a televised speech from The Royal Palace showed Doctor Yan to accept the conditions of the government, and a vote quickly proceeded the following day. By the end of the month, Doctor Yan was coronated as The Peony of Huawan, and she became known as the first elected monarch of the Peocracy.


Present day: Gradual But Sure Representation

Under The Peony, Doctor Yan. Reforms in governance were made immediately, including the reduction of power from Governor-Generals and Cooperative Administrators from Elected Officials in the Peonic Commonwealth. The introduction of the Eastern Government was also seen as a strong move, introducing the Eastern Governor and the redrawing of provincial borders to create higher autonomy for prefectures and provinces.

The Peony still opens the Royal Assembly Legislature and the Royal Council Grand Assembly. As well as exercised her legislative power and propose her own edicts, which are highly popular with the assembly such as "increased military spending", "foreign infrastructure aid" and the "sustainable nature development" edicts. She also exercised several executive powers to varying degrees of popularity, her infamous "independent election" edict was chalked up by observers as the banning of political parties, although her supporters mentioned that coalition organizations still exist, officials must be independently backed to be elected to office.

The Peony, Doctor Yan also made strides in the delegation of ministerial work and expanding the amount of Peonic ministries and decentralizing the rule of The Royal Palace, although the Peony is still the main representative for diplomatic missions outside of the Peonic commonwealth. She also retains the veto power for edicts and legislations though seldom uses it. The Peony also retains the Royal Assent and currently has yet to use its power. As such, in accordance with observers and historians of political governance, the power to steer legislature alone made The Peony a Semi-Absolute Monarch.

But perhaps the largest change of the Peonic constitution would be the revivement of the 4 year mandatory review by the Royal Council, as The Office of The Peony would last until the death of the reigning monarch since the end of the shogunate, there is no feasible way to review The Peony. With the mandatory review reenacted, the office of The Peony and her administration are much more susceptible to scrutiny, and the executive decisions of the Peonic government are held accountable. Otherwise, an election would be commenced.

It is understood that some observers believe that the Peocracy didn't go far enough to balance the power and provide more representation. Though it seemed that Huawan looks for a more gradual yet peaceful transition to provide the people with further representation. Inheriting the cosmopolitan parliament, a consensus was drawn that the current Peony is more progressive than her predecessors, and let the legislative of elected officials drive her government, and not the other way around.

As critics of the Peonic court believe that the rule of law is still old-fashioned compared to other nation-states in the region. Her people knew the imperfections of the extremities of both absolute monarchical rule and full non-arbitrated representation. The Peocracy now walks a steady but sure path to balanced cooperation between elected representatives and the ruling Royal Council under solemn Peonic rule. To a path where The Royal Palace is above all yet ruling none.

And its path for growth might be imperfect, but its people are ready to nurture it to their absolute best.
