A quick look at the list of signatories shows that there is a wide range of regions included. Some are allies, but there are plenty of others that aren't particularly fond of each other. Getting 15 other regions to support you in something shifty, that is against what CAIN stands for, would be practically impossible.

I don't like when a conspiracy of 16 could in theory make something happen.

You could apply that logic to a lot of things. I really fail to see this particular issue here, and if you continue to use that logic, there is nothing we could do to eliminate this perceived issue, other than leave CAIN.
Indeed, if you're going to imagine large conspiracies of those-not-in-TSP (foreigners!), you're not going to be convinced by any multi-region treaty we sign.

TSP has an independent military; we're not defenders, on occasion we will raid a region for no particular reason. We haven't recently as our current Minister of the Army is a defender, but that varies over time.
