Empire Security Concerns

I'm posting the below as an action decided upon jointly by the Committee for Regional Security and the Cabinet.

The following information has been brought to our attention and assembled into this dossier to share with all of you. This isn't an ideal situation by any stretch, but when confronting this, we realized that that there is little power attributed to either body to act in regards to regional security. Such a discussion will be started simultaneously, but, hopefully, can be done separately from the current issue at hand.

Before getting to the the following information, please note that no charges have been leveled and all involved should be given the chance to defend themselves. As such, I want to personally stress that this is information that has been given to us — and due to legal constraints — we felt the best course of action was to provide it to our trusted region. I hope this will not turn into a witch hunt or persecution, but a legitimate security discussion.

The Council on Regional Security has come across a series of serious logs involving Empire, Osiris, and Belschaft. Given the nature of the logs, we believe it is important for this information to be shared with the community, insofar as it doesn't harm our security. Below is a summary of the logs. The logs in whole are attached to this dossier.

Who Is Involved
- Neo Kervoskia. Aka Griffin. Founding member of Empire & current Pharaoh of Osiris
- Adytus. Member of Empire & current Guardian and Chief Vizier of Osiris.
- Belschaft. (Then) Local Councillor of The South Pacific.


Log between Adytus and Neo Kervoskia
Conversation took place on or before September 21, 2016.
  • In the first of these logs, which we believe are very credible, Neo Kervoksia had a conversation with Adytus about the future of Osiris's foreign policy. The two spoke of their desire for Osiris and its partners to "collectively dominate foreign affairs."
  • Adytus proposed that Osiris would need to be "politically aggressive like the defenders" and ensure that Osiris has sympathetic allies in target regions who will act according to Osiris's interests.
  • Additionally, Adytus suggested that the best way to achieve this goal was to "work with competing factions" in target regions and "encourage [our own] citizens to get dual citizenship in regions that could be a threat, like TSP."
  • Neo Kervoskia responded to these suggestions with agreement, saying that "GCRs must always watch out."
The plan described above has been corroborated by sources with intimate knowledge of Empire's agenda and patterns of behavior. The infiltration of target regions with the intent to cause divisions fits Empire MO, and TSP has already experienced an attempt at this before. The CRS thus takes this plan seriously. As of late, a few high-ranking members of the Osiris government have sought legislator status in TSP.

Log between Belschaft and Neo Kervoskia
Conservation took place on or before November 25, 2016
  • In this log, Belschaft is contacted by Neo Kervoskia shortly after his accession to the throne of Osiris.
  • The conversation is mostly pleasantries, the type unexpected from Belschaft, who had said in public recently that "[Neo Kervoskia] is a shark who would fuck over TSP in a heartbeat if he could get away with it and benefit from it." 
  • Belschaft, unprompted by Neo Kervoskia, asked if he would like him to "do anything" in TSP, and to act as a back channel for Osiris. Neo Kervoskia responded that he would like Belschaft to inform him of anything that would be detrimental to Osiris, either rumors or more serious threats. To this, Belschaft responded that he will work to discourage anti-Osiris and anti-Empire thinking in TSP.
Belschaft ran for Delegate a month later, and then Minister of Foreign Affairs in the last election, both powerful positions in TSP's government that would be useful for doing the above. The CRS strongly believes that Belschaft's offer to aid Empire is a serious and shocking act, given that Empire is currently TSP's only official declared enemy. Empire is currently a Prohibited Organization, with the CRS and the Assembly believing that it is hostile to TSP. The CRS believes this offer is nothing less than aiding an enemy.

The contents of the above logs have been shared with the Cabinet. They are now being shared with the Assembly because legislators have a right to know and so appropriate action can be taken to ensure the long-term security of the region is preserved. While the Committee has little legal recourse to address the current security situation on its own, it is willing to provide context and guidance and to assist the Assembly and the Cabinet in enforcing all measures deemed necessary.

Your interest in foreign affairs is encouraging, particularly about joining the Sovereignty Accords. How familiar are you with NPO and TWP - or how would you begin the process of establishing those relations?

I'm not super familiar with TWP, but I know they just got a new delegate that most of the raiders seem to believe will do a great job right off the bat. I'm a citizen in the Pacific too, and have had to learn what and how it works there for some time now. With regards to TWP, Fedele seemed to know the new delegate, and I would probably reach out to him directly with Fedele, or someone that knows him better than I do through discord or Skype so we can take with him and his team about where to go from there. We would also open a dialogue with the Emperor of the Pacific too. From what I can tell we all have a lot in common, same interests and such, and I would probably stress that.
Lazarus-TP relations are terrible, and so are our relations with Lazarus. And since everyone in the alliance doesn't have elections for their delegate, I think we would fit right in.
We can also review if Balder has any standing agreements with TWP or TP that are not about the alliance and center our reach outs through them. There is a lot of ways to tackle this.

Well, to fix that in the long run, we are going to have to be politically aggressive like the defenders are in their home regions. Always making sure that there are at least a couple friendly citizens in Lazarus, or wherever they are that is important so keep those regions from outright nonsense.(edited)
Plus, I think they are feeling the heat, specially if BT's commendation fails. If BT becomes delegate of Lazarus he will have to direct his efforts there rather than the Grey Wardens. They may get smaller.
Syb and I are going after RIA's commendation too, since they have back tracked on everything they were commended for in the first place by siding with the Wardens.
I don't think there is a sure fire way to complete remove them, but we can do our best to make it suck to be a Warden.

We can't simply invade Lazarus for example.
The best way to handle that would be to make sure we work with competing factions in the government, or outright encourage some of our own citizens to get duel citizenship in regions that could be a threat, like TSP for example.

The Pharaoh does not need to be some raider God. The less those positions are directly associated with raiding, it may give us some flexibility in FA.

As Heir Apparent I focused solely on domestic affairs so I'm unfamiliar with many of the neweer people. If you would keep an eye on things - any rumors that may be detrimental to Osiris, or any possible threats. I must note that the log in question comes from Discord private chat between myself and NK and thus the only possible source of it, ultimately, is.... NK. To avoid any question of malfeasance on my part I'll be posting the entire history of my talks with NK, unedited, shortly.


The above is the complete and unedited log of all my conversations with NK in private in the last year - I might be able to find some older ones from back in the IRC days if people want? I've also talked to him on occasion in public settings, which would be harder to track down, but I'm sure I could if people feel it's relevant.

Considering there is no context to draw from it, it happened awhile ago and nothing happened, I just see this as a conversation almost anyone can have. We already have a legislator with KNOWN ties to Empire in and Empire, regardless of what anyone says, has never done anything against TSP and the characters are now "trusted" people in two other GCRs, this goes in the "tl;dr" pile.

I'd like to ask what kind of investigation the CRS actually conducted before coming to this conclusion, which I can only describe as unfounded and defamatory? Considering that I (in my own opinion) have managed to address the allegation easily and immediately by the simple act of provided a copy of the full logs, I find it shocking that the CRS did not find the time to ask me for them, or feel it necessary to give me a chance to address the issue before making a public accusation?

This is especially true considering I've had prior conversations with two CRS members about this topic - Kris Tsu - where I clearly informed both of them that I talked privately with NK on occasion. I specifically raised the topic with Tsu to find out whether or not this was a matter of CRS concern, as Kris thought it was an issue and I didn't;


Considering the fact that I have been nothing but open about this topic, and that the CRS has failed to make any effort - despite that openness - to approach me about this, I feel that I'm owed an apology here.

A back-channel would be an unofficial and non-formal line of communication.

Here are some facts that should be noted:

1. Belschaft never sought, and was never given, authorization to act as a back channel, or to perform any kind of intel-related activities at all.

2. Belschaft never reported his conversations with NK, despite apparently thinking NK is suspicious enough to warrant asking "leading questions." Even after he became aware that the CRS was looking into it, per both Kris's private discussion with him and his follow up with Tsu.

3. To the extent that Belschaft sent any communications to the CRS, it was a single conversation regarding Balder, sent after he was tipped off that we were looking into all this. And although the specific contents can't be divulged, the communication he shared with the CRS was inconsequential and not security related.

The defense here seems to be that Belschaft was a) looking out for TSP's interests by asking NK "leading questions" and b) in regular contact with the CRS, sending us a lot of pertinent information that establishes his good character. The second is greatly exaggerated. And the first is belied by the fact that, despite apparently believing NK's words were suspicious, Belschaft never approached the CRS about any of this. You would think that he would, if he was actually looking out for TSP and concerned about NK's agenda enough to try to manipulate information out of him. Given that, what's more likely? That explanation, or what the logs simply show? That he offered to be Empire's and Osiris's eyes and ears in TSP?

1. Nor did I act as a back channel in anyway, as Osiris/NK never asked me to do so. In other situations where people have tried to use me in such a capacity - Rach/Balder for example - I have talked to the relevant people in TSP. Nor have I engaged in "intel-related" activities beyond providing advice to MoMA's Imki and Roa when asked. NK contacted me, not the other way round - and I am not characterising it as an "intelligence" activity, that is Glen's words.

2. I was not aware that the CRS was looking into my conversations with NK, as the CRS never told me they were - I was the one who raised the matter with both Kris and Tsu, and neither one of them asked me to provide the logs to the CRS. Kris suggested I might want to report the conversations, I said I didn't think there was anything to report/of interest, and sought a second opinion. At no point has the CRS sought information from me on this topic, asked for my cooperation or asked me to provide logs. I would have been more than willing to cooperate with the CRS, had they done so. I am not psychic; if the CRS wants something from me, trying asking me for it.

3. I have provided Tsu and/or the CRS what information I have, when I have it, if I think it's relevant. If the CRS thinks other stuff I have is of interest to them, try asking me about it - again, I am not psychic. I do not know what the CRS wants from me and cannot know without them asking me for it.

Glen misrepresents my "defence" in multiple ways. I received an unsolicited contact from NK, and rather than ignoring him responded to see what he wanted from me. It turned out that is was generic and unremarkable, nothing that I felt was relevant or interesting - it was, essentially, just NK being NK. The fact that I did not consider this worthy of reporting has no impact on the fact that when I come across something I do consider worthy of reporting I do so. Nor have I claimed to be in "regular contact" with the CRS, or to be sending it "lots of pertinent information". I am not actively engaged in any intelligence activity, so what I acquire comes from unsolicited contacts - the fact that Milograd was in TSP as a legislator under a new identity and IP address, for example - and if I think it's relevant to the CRS I pass it on.

The only part of my conversations with NK which are "of interest" is the first section, where I made the "offer" and he didn't bite. NK didn't say anything to me that was relevant to the CRS or TSP's security - all I would have reporting was myself, in effect. I think it should be obvious why "NK talked to me but he didn't say or reveal anything of note" isn't worthy of a report. If anyone can point to something that NK said or revealed that has any substantive intelligence value then please do so.


I must once again point out that the CRS didn't approach me or ask me about any of this; I've been doing my best to cooperate with them and send them stuff I come across that I think they should have, but I haven't received any requests or directions from them for specific things. What I think is relevant and what the CRS thinks is relevant may not be the same thing. I am entirely willing to provide the CRS with any information or cooperation they want from me, but they need to ask. Within minutes of Tsu posting this thread I was C&Ping my logs, as they were obviously interested in them - I have nothing to hide and aren't hiding anything.

What I'm trying to get at here, is that if the CRS has a problem with me or something I'm doing/they think I'm doing.... try talking to me? I'm on these forums and Discord pretty much every day, I'm not hard to find. If you had concerns about my conversations with the Delegate of Osiris, ask me about them.
