Also, can we assume there already are some kind of laws of humanitarian treatment in war and other basic laws on borders and trade?
I don't think we can. At least nothing in cannon.

I believe such laws must have been drafted 100-150 years ago, just like we assume the TV and cars were invented without specifically making a RP about it.

You could probably cooperate with other users to post a history article on the laws governing basic human rights and trade. Similar to how you did the joint Sedunnic/karnetvor history posts

Just to remind everyone, these negotiations occurred before the 2 May vote. (The UK isn't counted out on account of the nonbinding status of Referendum 4.)
So, we have now come so far that we could start drafting a charter! What would be most practical? Google Docs?
