Charter of the
Alliance for the Preservation of the Coalition

Adopted in the 3rd Party Summit

Preamble: We the members of the Alliance for the Preservation of the Coalition have joined this organization willingly and without reservations and have worked together to establish a more perfect charter, which clarifies and enhances the ideas of the original charter. We, as members of the Alliance for the Preservation of the Coalition, hereby work together toward the common goals of security, integration, transparency, and friendly discord and interactions among members and non-members alike, as set forth in our Platform. We do hereby establish the Charter of the Alliance for the Preservation of the Coalition.

Article I- The Office of Chair of the Alliance for the Preservation of the Coalition
1. The Chair of the Alliance for the Preservation of the Coalition (APC) is the chief of the party and will be referred to as “The Chair” for the rest of the charter.
2. The Chair is also the chair of the APC Regional Committee (APCRC).
3. The Chair is to execute any action that the APC or the APCRC has requested with all due haste.
4. The Chair will be responsible for official communication with other groups, including but not limited to: the media, the government, and other political parties.
5. The Chair will be responsible for running debate, voting, and elections (including primaries and endorsement votes) within the APCRC and the party as a whole.
6. The Chair is the head of recruitment for the APC, the Chair may delegate this to any member of the party, upon the acceptance of the individual, and a majority vote of the APCRC. Recruitment messages must be unique to each individual, or not used at all.
7. The Chair is in charge of updating and maintaining all threads published by the APCRC or party as a whole.
8. The Chair will have moderation powers over the public and private areas of the APC subforum.
9. The Chair is responsible for accepting or denying applications after a majority vote of the APCRC.
10. In the event that the Chair CTEs, resigns, or is removed from office, the Vice Chair shall replace them.
11. The Chair may appoint any member to the APCRC should there be a vacancy less than one month before the end of a general term, following a 2/3rds vote of the remaining APCRC members.

Article II- The Office of Vice Chair of the Alliance for the Preservation of the Coalition
1. The Vice-Chair of the APC will be the elected deputy to the chair, the Vice Chair of the APC will be referred to as the “Vice Chair” for the remainder of the charter.
2. The Vice-Chair is also the Vice Chair of the APCRC.
3. The Vice-Chair is responsible for aiding the Chair in their responsibilities.
4. The Vice-Chair will have moderation powers over the public and private areas of the APC subforum.
5. The Vice-Chair will be the Chair of any Party Summit the party may have.
6. In the event that the Vice-Chair CTEs, resigns, or is removed from office, the Chair will nominate a successor with a 2/3rds vote of the remaining APCRC members, if there is less than one month of an APCRC term left. Should there be more than one month of an APCRC term left, a special election for that position will take place.

Article III- The Alliance for the Preservation of the Coalition Regional Committee
1. The APCRC is the legislative body of the APC and handles the day to day business of the party. This includes, but is not limited to:
    A: Making general rules and regulations on behalf of the party as a whole, with a simple majority vote.
    B: Declaring the official party position on recent events, regional and interregional alike.
    C: Driving activity and debate within the party.
2. The membership of the APCRC, which must never be less than three members, will consist of the following members:
    A: The Chair
    B: The Vice Chair
    C: A certain number of General Members determined by this formula, rounded down:  Y= (X/2.5) -2 (where x is the number of party members, and y is the number of APCRC General Members)
    D: A party secretary, chosen from among the members of the APCRC by a majority vote.
3. The Party Secretary’s job is to transcribe the discussions of the APCRC for public release at a regular interval, as determined by the APCRC. The Party Secretary will have the same rights and privileges as any other General Member.
4. The APCRC may remove members from the party with a unanimous vote in favor.
5. The APCRC may with a 2/3rds vote change the private subforum password in coordination with the forum administrators and must inform all party members of the new password.
6. In the event that any general member of the APCRC CTEs, resigns, or is removed from office, a special election will take place as soon as possible. Should the vacancy occur less than a month before a scheduled election for the APCRC, the Chair may elect to appoint any member of the APC to fill the vacancy for the remainder of that term, with a 2/3rds majority of the remaining APCRC members in favor.
7. The APCRC may vote to open a Party Summit with a 2/3rds vote in favor, or a majority vote of the full party.
8. The APCRC may propose amendments to the charter, which require a 2/3rds majority of the APCRC to be brought to a full party vote.
9. Members of the APCRC, upon entering office must recite this oath before becoming a full member: “I, [Insert name here], upon entering the office of [Insert title] of the APC[RC], do hereby swear to follow the rules and charter of both the APC and the South Pacific, and will to the best of my ability, represent my fellow party members in the APCRC effectively without bias.”

Article IV- Branches of the Alliance for the Preservation of the Coalition
1. The APC has two branches of its party, the forum side APC, and the in-game side APC.
2. The forum side APC is governed by the APCRC.
3. The in-game APC is governed by the Chair and Vice Chair of the APC, as well as any in-game regional officers who are members of the APC.
4. The in-game and forum side branches shall coexist and cooperate for the advancement and mutual benefit of the party as laid out in the Platform.

Article V- In-Game Side of the Alliance for the Preservation of the Coalition Guidelines
1. All members of the forum side APC are automatically members of the in-game APC.
2. In-game members of the APC are encouraged to join the forums and become forum side APC members as well.
3. Rules set forth in the Charter of both the APC and TSP still apply, as well as any Local Council Laws.
4. Members of the in-game APC have the ability to vote for only the Chair and Vice Chair in elections.
5. The in-game APC may make their own rules and regulations, with a majority vote of the in-game members, so long as the proposed rule or regulation does not contradict any rules or laws of the charter of the APC or TSP. The APCRC has the authority to nullify any rules or regulation passed by the in-game community with a 2/3rds vote in favor.

Article VI- Rights of Members of the Alliance for the Preservation of the Coalition
1. All members are guaranteed the following voting rights within the APC:
    A: Voting in APCRC elections.
    B: Voting in APC election primaries.
    C: Voting on proposed charter amendments put forth by the APCRC or a regular member.
2. All members are guaranteed every right set forth in the Charter of the South Pacific.
3. All members can propose amendments to the charter of the APC, amendments require a 2/3rds majority vote of all members to be considered passed.
4. All members have the right to initiate a motion to overturn an APCRC decision or vote; this requires a 2/3rds majority of all non-APCRC members.
5. All members have the right to motion to remove any member of the APCRC, this requires a 2/3rds majority of all members.
6. All members have the right to leave the party for any reason.
7. All members have the right to run in any election in the APC, and TSP.
8. All members have the right to join multiple political parties, but may not share private party information without the consent of the APCRC.
9. All members have the right to dissent from the official party position, but nonetheless are encouraged to tow the party line in any votes, elections, or discussions.
10. All members have a right to make a post or create threads in any APC related area.
11. All members have the right to use the private area of the APC forums.

Article VII- Membership Requirements and Guidelines
1. To be a member of the forum side APC, the only requirement is legislator status and a pledge to provide all reasonable commitment to the APC.
2. To be a member of the in-game APC, you must have a nation in TSP, preferably a(n) WA nation endorsing the Delegate and all regional officers, or you must be a forum side member of the APC, and a pledge to provide all reasonable commitment to the APC.
3. Applying to become a member must be done at http://tspforums.xyz/thread-4030.html for forum side membership and via telegram to the Chair, Vice Chair, or head of recruitment for the in-game community.
4. Applications to join the party may not be denied unless an applicant has not fulfilled the requirements, or the APCRC believes the applicant is joining the party in bad faith.

Article VIII- Committees of the Alliance for the Preservation of the Coalition
1.  The APC has three official committees; they are the Recruitment Committee, the Regional Relations Committee, and the Policy Committee
2. All members are required to be on at least one committee.
3. The Recruitment Committee’s goal is to recruit members to both the forum side APC and the in-game APC. The committee is headed by the Head of Recruitment.
4. The Regional Relations Committee's goal is to keep the public opinion of the APC favorable, inform the region as a whole about party events, and even organize activities within the party and throughout the region. The committee in coordination with the Foreign Affairs minister can reach out to other regions, and spread the idea of political parties there. The committee head will be chosen by a majority vote of the members of the committee.
5. The Policy Committee's goal is to keep the policy goals of the party going in the forward direction, draft potential laws for assembly debate, and even the Local Council. The committee head will be chosen by a majority vote of the members of the committee.
6. Committees may be created or disbanded by the APCRC with a 2/3rds vote. Removing Article VIII in its entirety requires a 2/3rds party vote.

Article IX- Election Process for the Alliance for the Preservation of the Coalition
  1. Elections for the entire APCRC shall occur every 6 months and begin on the first of every May and November.
    A. For the first 3 days of the election period, members may declare their candidacy or be nominated for only one position, only acceptance of nominations may happen during this stage.
    B. Following this nomination period, a campaign period of one week will start, where candidates may campaign, no new nominations may be made, but existing nominations may be accepted.
    C. After the week-long campaign period, a voting period of 5 days, or until all members have voted, will start, at which time, any remaining unaccepted nominations are invalidated. Members will cast their ballots for each position. Members may choose to abstain from voting on any or all positions.
2. The candidate for each position with the most votes will be declared the winner by the current Chair or Vice Chair.
3. The terms for the incoming APCRC will begin on the first day of the next month. The outgoing APCRC will maintain their offices until then.
4. Should there be a tie for any position, any third place or lower candidates will be dropped, if there are only two candidates, a 3-day revote will immediately commence.
5. Re-Open Nominations (RON) must be included as a candidate in each election, should RON win, a new election will take place for that position with a shortened nomination and campaign period of four days combined and a voting period of four days.
6. In the election process for General Members, the formula, rounded down, as described in Article III.2.C, shall determine how many General Member seats are up for election. When voting, the candidates will be ranked in order of preference, and the top candidates overall will be elected to the positions.
7. In special elections, all election procedures will stay the same, but the incoming member will not wait before assuming office.

In the event that following an APCRC election, if there are not enough elected officials to fill all the seats, the process will be as follows:
    A- If two or more seats are vacant, then a special election for the open positions will commence following the swearing in of the new APCRC.
    B- If only one seat is vacant, then the Chair, with the advice and consent of the rest of the APCRC will appoint a replacement.
    C- In the event that the Chair's position is vacant following an election, the previous Chair will serve as an interim Chair until a special election for the office concludes. The election will begin the moment the new APCRC takes office.


Article X- Links, Logos, and Other Clauses
1. This article may be altered to accommodate changes in links with a 2/3rds vote of the APCRC.
2. The APC may be disbanded, with a 4/5ths vote of the party as a whole, and archived in coordination with the Political Parties Act.
