Err, the motion to vote and second has already passed, so why isn't this being voted on yet after 5 days (and the vote for the other one has failed)?

(Yes I know its been 5 days ago that the last post was sent, and that this sorta counts as "reviving" a thread, but it really should be voted on)

(If the chair doesn't read this I'll go ahead and make the debate thread myself)

Technically, all I heard was a motion by Roavin which was not specific as to whether it was one to vote or to waive the debate period.

I officially heard a motion to waive by Seraph but I am still waiting on formal motions to vote ...

Legislators,

Please be advised that the vote to amend Articles 1 and 2 of the Regional Communications Act has been opened. The vote has been designated in the Assembly's official record as A1902.06 and referred to in full as Amendment to Articles 1 and 2 of the Regional Communications Act (Mass Communication) — Version 2.

Legislators may cast their vote here.

The vote will end on the 15th of February, 2019, at 4:40 a.m. (UTC).

When you say Mass Telegrams, you mean sending a large numbers or unusual large numbers of telegrams to fellow Nations in our Region ?

And what would constitute a large numbers and or according to what scale, by that i mean can we have a specific reference number or clear scale, like for example over 100 telegrams is prohibited or considered Mass Telegrams . 

Secondly, "Communications to the region shall not
...
e. deliberately influence a regional election in favour of or against specific candidates " 

Would giving oppinion on a candidate and or canditates (without saying don't vote or vote for him or her)
be prohibited or considered influencing ?

The bill is pertinent. But it lacks some clarifications which give place to gray-zone and interpretations, it is not clear enough yet...

Because if giving an oppinion is considered prohibited or influencing, it would clearly impact and affect not to say limit free speech, which is crucial to democracy and our institutions and various debates. 
Also it could be use by various political party and or administration and future members in power to muzzle others members and or political party as well as opposition and the people of our Region to Access to Power in a Democratic way and Democratic process.

Can you elaborated a bit more or clarify, before we cast the final vote?

To answer your first concern, while it does say "Mass telegrams", this doesn't matter, because it then goes on to say "d. Any other form of communication, apart from the Regional Message Board, that is directly visible on the NationStates website by the in-game region at large. " which basically means telegrams to a lot of the region.

The second point, however, I agree with, and I am publishing yet another bill to fix this in a moment.

Legislators,

Please be advised that the vote to amend Articles 1 and 2 of the Regional Communications Act has passed.

The final tally is 24 in favour, 2 in opposition, with 10 abstaining, for a total of 36 votes.

The vote was passed with 92.3% voting in favour, exceeding the requirement for a simple majority of those voting with the exclusion of abstentions.
