And also title prefixes like [DEBATING]; [PASSED]; etc.

I'm also introducing a new one, [COMMUNICATIONS], which is quite self-explanatory. It's used for public messages and speeches, such as the State of the Region speech.

What if you only organised the threads in terms of the 'areas' of this forum (SP Street; Fudgetopia Government Centre etc.), the 'sub areas' (e.g 'The Assembly), the title prefixes and the title of the thread. For example, if we were looking for a debate on Tea, you could look for [Debating] Government Centre, The Assembly, Tea. This is almost what happens now, however, if we were to completely segregate the areas of the sub areas into the title prefix areas, then you would know what you are looking for. There could be sections for each of the title prefixes. 

The prefixes may require renaming, however, it would be simpler than the coding system that you are suggesting, which although it is a good idea, may be complicated for some newcomers into the forums.
