What about something like this?

The message shall include links to the campaign threads of all candidates for each position. In the case of a game-side election, this duty shall fall to the ??? 

Would it be better to have the EC do gameside notifications too, or the Delegate maybe? I'm not sure.

gameside notifications can do regional TGs which should be sufficient imho

Yes, the EC has that power during elections. So it's probably better to have them just send a region-wide TG. Amendment changed to reflect that.

Telegrams > Preferences > Region (Official)

There’s a list of buttons to select what you want allowed from those. Idk how to block PMs.

UserCP > Edit Options > Receive private messages from other users.
Former Delegate of the South Pacific
Posts outside High Court venues should be taken as those of any other legislator.
I do not participate in the regional server, but I am happy to talk through instant messaging or on the forum.

May I ask, how will the Election Commissioner message members of the South Pacific en masse? From the Regional Officers list right now, the EC doesn't have Communications power, and it would be rather costly to buy all the stamps needed to message everyone in TSP.
