Since 24 hours have passed since voting began, I now declare voting closed.

With 4 ayes and 1 nay, Roavin's proposal passes and is assigned rule no. 302.
As per rule 301, Roavin receives 6 points.
As per rule 205, Roavin receives 4/5 * (302 - 291) = 8.8 therefore 9 points
As per rule 204, Seraph receives 10 points.

With 4 ayes and 1 nay, Imperial Frost Federation's proposal passes and rule 301 will be stricken from the ruleset upon the completion of this turn.
As per rule 301, Frost receives 3 points.

I propose the following new rule:
A player may, instead of proposing a rule-change, propose to either admit a new player to the game, or to remove a player from the game. Such a proposal will otherwise follow any procedures as if it was a rule-change, except that any rule that would be impossible to follow in this situation shall be ignored entirely.

I propose the following rule:
Quote:In a proposal phase, a player may nominate one other player to lose three points. This does not count as a proposal. Other players may second this, each causing the targeted player to lose an additional point. Each player may only nominate or second one targeted player each round, and only once. If the targeted player posts within six hours of any nomination or second that targets them, their points are restored and any player that had targeted them that round loses one point. However, if all players, except the targeted and the Chair, target one player before that player posts, the targeted player loses an additional five points and is unable to restore any points lost by targeting.

Inspired by "Count to 50 without a government member posting", crossed with our laws on waiving debate time. I'm open to suggestion if six hours seems too short or too long.

That does disadvantage any player(s) in unique timezones or strict work environments or such. 12 hours might be too long, on the other hand. Hmm, really not sure.

With 5/6 of eligible players either proposing or declaring their non-intent to propose, and no ongoing discussion, I declare the end of the Proposal Phase and the start of the Voting Phase.

The following rule-changes are at vote:

Roavin proposes the following enactment:
