Since 24 hours have passed since voting began, I hereby declare Voting Phase to be over.

Roavin's proposal received 2 Aye and 4 Nay votes, thus not meeting the criteria to pass.
In accordance to rule 206, Roavin loses 10 points.

Shy Guyia's proposal received 5 Aye and 1 Nay vote, thus meeting the criteria to pass.
With that @islands_of_unity is no longer part of this game.
According to Rule 303 "any rule that would be impossible to follow in this situation shall be ignored entirely". Since this act can't get a receive an ordinal number like normal rule changes, the Chair can't substract 291 of anything like asked for in rule 205. Thus no points can be given to Shy Guyia. 
However it's possible to use Rule 204 on this act, so Frost gains 10 points.

New Proposal:

Any player who creates a proposal which is then successfully voted through in the turn preceding their next turn as chair may opt to waive their responsibility and pass the role on to the next player in rotation.

I'd like to bring to the attention of the Chair that according to Rule Number 304, Roavin should have lost an additional 4 points and his current point total should be 19.

New proposal:

A player may submit a correction if they believe the Chair has incorrectly calculated point or vote totals, or otherwise incorrectly performed their duties. The Chair may accept the correction, in which case they lose five points and the correcting player gains five points. If the Chair rejects the correction, the correction is brought to a vote. If a majority of players vote in favour of the correction, the Chair loses ten points, the correcting player gains ten points, and the correction is enacted. If a majority of players do not vote in favour of the correction, the correcting player loses five points and the correction is not enacted.
