[WITHDRAWN] AB1906.02: Amendment to Articles one and two: Legislator Committee Act
#11

According to the Charter, you actually have to be a Legislator in order to join a Ministry, stated in Article VI Section 4:

The Charter Wrote:
THE CHARTER OF THE SOUTH PACIFIC
...
SECTION VI. THE EXECUTIVE
...
(4) Members of the Executive are required to hold Legislator status.

I don't know what established practice is, but I am not sure an advisor would be legally classed as a "member of the executive" - it is debatable, but nearly all that article (everything bar Section 15) concerns the ministers and not advisors or deputies.

I agree with @Nat. The terminology is unfortunately rather ambiguous at first read.

With respect to this proposal, I believe the application process for Legislator status is straightforward and easily accessible. It seems cumbersome to provide another avenue to join this body and all the more so when we have, historically, found it a challenge to properly staff the Legislator Committee.

Regardless, I do applaud your enthusiasm. It is heartening to see such fine work from a new Legislator Happywide

It's hard enough to get three Legislator Committee members, let alone six Tounge I don't see the point of needing a separate one for each ministry, if they are going to be only processing the legislator applications and not the applications for the ministries. But if they are going to be processing both the legislator applications and the ministry applications, this either means the Minister has to be a member of the Legislator Committee, or the Minister doesn't get to choose who they accept into their ministry, so I'm not keen on that either.

I prefer Kris' idea where people can apply for everything they want to in one thread, or perhaps one forum where all the ministries have application threads, though LegComm and the Ministers should still be doing it separately.

I too am in favour of further centralising the application processes. Nothing makes me happier than government protocols.

A single application thread would be nice too. If this becomes reality, would there be an entirely separate Applications Committee which would take advice from the Chair and the Ministers?

I wouldn't think so. I imagine they will be processed independently; the Legislator Committee will continue to process those which are marked for the Assembly, and the Ministries would do likewise with their own. The only thing that would change would be the location of these applications.

I imagine an application thread where someone can fill in applications for whatever ministries or legislatorship they want, and the people responsible for ministries and legislatorship independently accept them.

One committee that conducts every application for everything sounds like a lot of work for whoever gets chosen for it, and different ministries/legislatorship have different standards for what they want in an applicant anyway - for example MoRA can and has accepted onsite applications, because MoRA doesn't need to worry about security quite as much, while the Legislator Committee needs to do forum security checks.

Hmm. That makes sense, but a single Applications Committee I think would still be viable. We would just need a representative from each Ministry and other committees and stuff, and each would attend to their own ministry's/committee's/whatever's applications. They would remain a single Applications Committee so it would be more centralized.

I don’t know if we need one? After all, each ministry’s consent is the only thing needed to admit someone to their staff.

Also...*cough*Fellowship Programme thread*cough*
