This is a great idea, I'd love to help out if possible.
Could/would the Council potentially enforce human rights across the world Pacifica, and have the power to do so?

Short answer: No.
Long answer: 1. The organisation enforcing human rights is the International Court of the World Forum (for WF-members) or third-party nations (for non-WF-members). 2. (Human) Rights are no object to standardisation, but concepts, which can get interpreted to a certain degree by all nations. Thus no, the standardisation council will not enforce or even deal with human rights in any way.
