My Dear Minions,

It is my pleasure to present to you the Ninth Edition of the Delegate's Briefing, the fortnightly summary of the Supreme Leader's government's activities.

I would like to take this opportunity to congratulate our new Local Councillors, Drystar, Canadian Dominion, and Apatosaurus. They take their office after having recently won their respective seats in the November 2021 Local Council Election. I thank their predecessors, PenguinPies, Concrete Slab, and Murelia for their service and hope that they will continue to be a positive presence on the Regional Message Board.

I likewise extend my congratulations and well wishes to Emodea who has won the election for Minister of Defence. While the official election certification will take place on 16 December, I have every confidence that they are already hitting the ground running and hope for them every success for their term.

As is almost tradition at this point, I hope I may entice Minions to consider joining the World Assembly. This is a critical element in NationStates and it is one where you can assist the Coalition in both increasing your own influence as a nation along with buttressing the defences of the South Pacific. Doing so involves endorsing both myself as the Admiral Delegate General as well as the esteemed members of the Council on Regional Security ~ Farengeto, Kringalia, PenguinPies, Sandaoguo and Tsunamy. What does the Portrait show?

⦿ Each circle represents a nation. Each grey line with a small arrow between the circles represents an endorsement. The direction of the arrow indicates who has endorsed who.

⦿ The size of each circle represents the number of endorsements the nation represented by the circle has. The larger the size, the higher the endorsement count.

⦿ The colour of each circle represents how many nations are currently being endorsed by that nation. The cooler the colour, the higher the number of nations being endorsed.

⦿ 1 December | A new Local Council is elected. Following a process that began on 5 November, South Pacificans assembled to elect Drystar, Canadian Dominion, and Apatosaurus to the gameside government. The new Councillors take over from PenguinPies, Concrete Slab, and Murelia.

⦿ 2 December | The Southern World Assembly Initiative released Volume 40 of the SWAN Awards. There were several notable nations recognised for their achievements in November: Kanatian Percocet (most endorse buttons clicked), Hanguk-Nippon (highest average endorsement count), and Yaravia (most nations endorsed).

⦿ 5 December | The December 2021 Endorsement Day concluded with Not Austria, Evinea, and Eleuthelrium having finished in 1^st, 2^nd, and 3^rd place, respectively. The Endorsement Day celebrates exchanging endorsements in the Coalition and the winner are recognised for having endorsed the most Minions in a seventy-two hour period.

⦿ 10 December | Emodea (also known as Moon) is elected as Minister of Defence. The special election follows the resignation of Witchcraft and Sorcery on 23 November. Emodea secured 96.55% of the vote to Balea's (Domais) 3.45%. The result will be certified by Election Commissioner Kringalia on 16 December.

At the time of publication, there are two proposals at vote in the World Assembly. In consultation with the Office of WA Legialtion (OWL), the Supreme Leader has cast the above votes for these respective proposals.

'No Rec' or No Recommendation indicates a vote where, in the absence of a recommendation from the OWL, the Admiral Delegate General did not immediately cast a ballot in the World Assembly. The accompanying colour (green/red) indicates how the Supreme Leader ultimately voted in line with the majority of the South Pacific's WA Minions.
