I've taken the liberty of implementing this. I tried to relocate as many threads as I could to their proper new subforums, but it's possible I may have missed some, so please do let me know if you catch any. :)

Because SPINN is a decade old institution that dates back to practically the foundation of the region, and has been taken up by numerous TSPers over the years - it's possession of a subforum isn't relevant to the question of whether or not your newspaper should have one, as they're fundamentally different things.

I don't think there's a normal amount of time. Some keep it active for years, some for months, some for a couple of issues, some don't even finish with one issue. SPINN can be managed by literally anyone from the region, so it all depends on who claims it and how dedicated they are.
On a personal note, I enjoyed the SPINN versions of late 2012-early 2013 and late 2013-early 2014. Those two were generally active and published interesting pieces, plus they had an active and inclusive staff. But nothing will ever surpass the Southern Journal interviewing Max Barry. Like Belschaft said, SPINN has a subforum because of its historical role in regional media. There's no magical number of months being active or articles being posted that suddenly get you a subforum.
