Yes, personally the limit should be a certain size not the number of plots. There’s a thread somewhere with the plot sizes.

(you don't have to redo the shape, just put the cities in those locations. and the only cities that have to be on there are Stonebridge, Durham, Highland, Wescott, and Cobblestone Lake City. Could you also give me a close up of my plot if you can after you have done this, without 'North Prarie' over it? Just so I can have a better map of my nation. If you can't it's fine, I understand.)
