I'd suggest calling the merged Facts and Maps subforum "Facts and Maps" or just "Facts" to reflect it's more than maps.

I'll admit I'm a bit late to saying this but — is there a way to keep the Handbook subforum?

I get it's not very active, but at least personally, I found the guides pinned there pretty useful for starting out with roleplay.

If we're concerned about a mostly unused subforum taking up too much space, maybe pinning a link to the archived guides within each canon's subforum would keep those guides fairly easily accessible?

Yes. However, the guides on the forum are being phased and will be/are found on the wiki, so there will be links to those.

Ok, so I'm going to break my silence on the matter and actually bring up numbers to back up my proposal, since a final decision hasn't been made yet (I think). First of all, I'd like to thank all the people involved who actually make these forums so streamlined and working. I've been looking at several other forums from other NationStates regions and ours are by far the most streamlined. As a roleplayer in all major canons, I more than support the proposal to move up Treasure Island section on the forums. While I personally think that A1-0 and Aurora should move up one more step, it isn't the essence of my reply.
There are some additional recommendations I'd like to make specifically around the A1-0 Canon. A1-0 Canon has developed into its own valid RP setting full of stories of diplomacy, love & war. I firmly believe we're at a point where both the number of threads and activity incentivise a further streamlining of the canon with a subforum. What I'd like to see, and think will be a major improvement, is the addition of a subforum to A1-0 called "Facts" and will have a similar functionality to the one for the Pacifica Canon.

So to visualize:

I catalogued all non-sticky threads of the current Sci-Fi Canon and I think we have the numbers to support this. In total we have 85 threads of non-sticky threads that are present in the Sci-Fi section. Only 60 of those are actually part of the A1-0 Canon. @Qwert has already told me he'll clear out the threads that will need to be archived/removed from the A1-0 Canon once the forums have been reorganized. So that will be taken care of. 
However, of the 60 non-sticky threads that are part of the current A1-0 Canon, 17 of them would be best placed in my suggested "Facts" subforum. These are threads giving an overview on our star nations as well other types of infodumps similar to the Facts subforum for Pacifica. I think these numbers speak for themselves that we could use such a subforum to streamline the forums of the canon. In the future more subforums might be necessary like for the Pacifica Canon, but that's still a bit farfetched as of now.  If I make a quick search in the Lampshade District, I currently see subforums with similar/less thread numbers. So I don't think it's too out of place to ask such a small improvement for the A1-0 Canon.
