I have made this, which hopefully can serve as a compromise:

V. THE LOCAL COUNCIL
Establishing home rule for the in-game region residents.
(1) The Local Council will be the local government of the in-game community, composed of three or more residents of the South Pacific, and will represent the interests of all players in the region, moderate the Regional Message Board, encourage activity on the gameside, and administrate itself on issues unique to the in-game community.The Local Councilors will be “ambassadors” to the Cabinet and the Assembly from the gameside, who shall often report on their duties and their services to the offsite government. 

(2) The Local Council is entitled to self-administration within its jurisdiction on local issues, but may not pass laws or regulations that contradict this Charter or constitutional laws passed by the Assembly. To that end, the Assembly may not enact any law, nor the Cabinet deliver any directive, that is solely related to an issue local to the in-game community, except as done under the terms of this Charter.

(3) The Local Council may not be denied the authority to run regional polls, create and pin Dispatches, and to suppress messages on the Regional Message Board according to a standard moderation policy. However, it may not alter the regional flags or tags, and may not send out mass telegrams, without the approval of the Delegate, or the voted approval of the Cabinet.

(4) To help promote inter-governmental relations, the Local Council may send a representative to the Assembly whose term must not exceed the Local Council’s. The method of selection will be decided by the Local Council. The Local Council is encouraged to; though not required, send a representative from the Council to the offsite government as a Legislator and be a liaison from the gameside nations who do not participate in the Assembly.[/bill-add]

(5) The Local Council will also serve as a gameside body to advertise the Assembly and other offices of the offsite government. The Council should encourage nations who aren’t active in the regional government to do so, in order to promote activity, and democracy.

What is the point of the Local Council if it’s subordinate to the Cabinet and the Assembly? Don’t get me wrong, it’s definitely an enticing prospect in my point of view. But a body that’s primarily just advertising the Assembly doesn’t need to be a devolved local government. It’s far closer to a Ministry of Game Affairs at that point.

In my proposal, the LC is a vital body for the stability of the regional government. Not only would they serve as regional message board moderators, but also as, ambassadors. I guess it could be something like the MoGA, but I like the name Local Council and I'd rather keep that  Tounge , don't ask me why though.

Okay, naming aside — apologies if I missed anything, but I think it would be helpful to hear some specific reasoning behind your proposal (especially in contrast to HS's)?

I don’t want to fully get rid of the Local Council, I believe reform is needed, and we can come in on a compromise, which is what I believe my bill does.

Look, personally, I don't want to get rid of any of the current functions of the Local Council. That doesn't mean I'm attached to specifically having a Local Council that serves as a "local government" that advertises the "offsite government" — in fact, I find that establishing a distinction between on-site and off-site is a self-fulfilling prophecy.

Consequently, I'm not really sure how to interpret "I don’t want to fully get rid of the Local Council." I know you don't, but from my perspective, it doesn't really answer why. Why is having a separate, local government — and any kind of "on-site" vs. "off-site" dichotomy — the most effective way to actually engage with the RMB, in your view?

To be honest, it’s sounding like the primary motivation here that Lile wants to keep the title of Local Councillor, regardless of whatever change in purpose we make. I’m having a hard time understanding alternative motivations, when the latest proposal demolishes any unique purpose the LC would have that isn’t already under the purview of an existing ministry (even if it’s not currently being done by engagement/culture well enough).
