We submit the following amended draft resolution for the consideration of this Council:

RESOLUTION 001
ESTABLISHMENT OF AN INTERNATIONAL OVERSIGHT COMMISSION AND CONTINUATION OF INTERNATIONAL SANCTIONS

In view of the severe human rights situation in the Constitutional Monarchy of Ryccia, acknowledging that the respect for human rights is a core principle of the Southern Cooperation Organisation and recognizing that international pressure has forced Ryccia to offer conciliatory measures to reform its human rights practices and reduce the size of its military forces, the Southern Council resolves as follows:

1. Establishment of an International Oversight Commission

There shall be an International Oversight Commission and it shall be composed of three commissioners, one appointed by each of the following:
  • Federal Democratic Republic of Awesomiasa
  • Republic of Kringalia
  • Farengeto Republic
The Commission shall exist and discharge its duties for as long as this resolution is valid or until a subsequent resolution determines it should cease its operations, but no cessation of operations shall be effective until the Commission has delivered its final report, as determined in this resolution.

2. Mandate of the International Oversight Commission

The Commission shall be charged with the following responsibilities:
  • Ensure that the Constitutional Monarchy of Ryccia complies with the terms laid out in the following article of this resolution and will not cease compliance when convenient.
  • Report to the Southern Council on the progress of its mission and on the overall context of Ryccia.
  • Recommend further measures to the Southern Council based on the compliance and behaviour of Ryccia throughout the duration of the mission.
3. Compliance Terms

It shall be the responsibility of the Constitutional Monarchy to comply with the following terms, as signs of its sincere commitment to international peace and the respect for human rights:
  • Removal of Dave Isvou as Prime Minister and appointment of a national reconciliation government under the direct supervision of the King.
  • Trial of all major figures of the crisis as determined jointly by the succeeding Ryccian Government and the Commission.
  • Immediate dismantling of the Ryccian nuclear arsenal or transfer of all nuclear material and information to the three nations with a seat in the Commission.
  • Permanent ban on the development and use of weapons of mass destruction and the dismantling of all extant weapons of mass destruction and related prototypes, with the inclusion of the LX-537 Ultra Sound Bomb.
  • Reduction of military forces to a maximum of two hundred thousand active troops and three hundred thousand reserve troops.
  • Inclusion of legal provisions to guarantee due process, equality before the law, freedom of speech and right to petition to all individuals within its territory.
  • Ban over the use of the death penalty or other cruel and unusual punishments and commutation of all inmates on death row.
  • Dissolution of all bounty hunting groups and condemnation of the apprehension methods used by the aforementioned groups.
  • Opening of good faith negotiations with popular leaders in Nueva España in order to reach an agreement on the cessation of hostilities and the establishment of measures for the adequate development of the population thereof.
4. Continuation of International Sanctions

Member States are encouraged to continue imposing sanctions against the Constitutional Monarchy of Ryccia until such a time that the Commission submits a final report before the Southern Council confirming the full compliance with the terms of this resolution and recommending the lifting of all sanctions and penalties. Reports on the progress of compliance and relevant recommendations should be submitted by the Commission at least once a month.

5. Guarantees for the Commission

This Council asks that Ryccia extend the following courtesies and guarantees to the members and families of the Commission:
  • Immunity from arrest and prosecution.
  • Privilege against searches and seizures.
  • Inviolability over their baggages and personal effects.
  • Transit throughout its territory without arbitrary limitations.
  • Protection when traveling to unsafe areas.
  • Facilities for business and living throughout the duration of the mission.
6. Signatories

This Resolution shall be binding upon all members of the Southern Cooperation Organisation and shall be open to all other nations for signature and support. The Secretary General shall serve as depositary of this Resolution and inform this Council of all new signatories.

Farengeto also expresses its wishes to add an amendment to Article 3 to require Ryccia to remove all nuclear weapons and nuclear launch sites from its island near the Southern Continent. In light of the recent declaration of war the Chancellor has invoked the Emergency Military Powers Act and Farengeto has dispatched a military force to blockade, and if necessary occupy, said island with the intention of neutralizing the risk of a ICBM strike from it against the SCO.

All of our interception and nuclear defences has been raised to maximum alert, and Farengeto is currently mobilizing its navy to secure the Arebel Sea against hostile forces, pending further advances.

(OOC: By my estimations and Farengeto should lie somewhere near the upper range of modern nuclear missiles from it. How much this limits the Ryccian nuclear strike range in the event of its capture depends on how far the so-called "mainland" is off the the map.)

We agree with our Farengetan counterpart and have amended the resolution accordingly. Since by our calculations this resolution has passed, we urge the Council President to certify the result as soon as possible.

We would like to inform the Council that Sedunn will aid any nation attacked by the Dave Isvou regime militarily.

Sedunn is the closest neighbour to the Ryccian island near the Southern Continent. The government of Sedunn has decided to fully mobilize Vastraenn County and is bringing in reinforcements to secure the territory. Of special interest to the Council is that highly qualified anti-air units, both on land and at sea, are stationed there. Should the situation escalate further, the government has decided to allow foreign military to be based in Vastraenn County, if requested of course.

Given the serious deterioration of the situation in Ryccia and seeing that diplomatic efforts have failed, I have the difficult duty of informing this Council that Kringalia has declared war on Ryccia, in response to the war declaration that Ryccia itself delivered earlier today to several members of this Organisation.

In view of these facts, the Republic of Kringalia is invoking Clause 6 of the Charter and requesting that an International Security Force be established to gather the forced of member nations, with the objective of mutual protection, the removal of Ryccian Prime Minister Dave Isvou and ensuring Ryccian compliance with Resolution 001 of this Council.
