What about instead of the VD/Admin we create a citizenship council similar to TRR. From what I remember it was 3 citizens approved by the Assembly to handle all applications for Citizenship.

Unibot, can you provide some more info on how that works?

It's a semi-permanent body of appointed bureaucrats who oversee each applicant - 2/3 councillors must accept each applicant. That's the basic structure. TRR goes a little bit more complex than that and has a weird composition: one councillor is appointed by the delegate, one by the region and one by the most senior officer. We've recently made it a bit easier for the Citizenship Council's members to be recalled because we were having problems with some of the activity of its members, but things seem to be on track again.

It's a bit barmy, but it works because it keeps a group of fairly knowledgeable and trusted but apolitical insiders watching out for troublemakers (Frattastan, Guy, Whamabama). When we had that vote stacking incident in 2014 - there was no if's or but's or political acrimony - the individuals involved were blacklisted. You don't mess around with TRR's Citizenship Council; they don't care if you were 'only joking'. It's that kind of tough, but consistent judgement that keeps The Rejected Realms's political environment safe and relaxed.

This would work here if anyone could agree what three people could sit on such a council, but I have my doubts that that would go well.

Probably. Maybe we could think of a pretty clear outline for selection. Or make it the CJ, Chair, and 1 admin.

Problem with making it an elected position is it'd just be another opportunity for a crap ton of overnight votes. If we got fifty votes in an MoFA race, imagine how many votes we could get in an election to decide a semi-permanent bureaucrat with the ability to unilaterally decide who is a citizen and who isn't?

Here'd be my proposal:

Appointed by the delegate.
A member of the CSS appointed by the Assembly. 
An admin.

All said appointees would have to be approved by the Assembly and could be recalled with 75% support. They'd remain in their positions on the Citizenship Council unless their own citizenships lapse, in the same sort of way as the CSS works.

I'd drop the recall percentage to 66%. 75% in practice almost makes it impossible.

Hear, Hear. I never like it when we make it easier to be appointed to a position than it is to be removed from that position.

It's almost crying out for abuse.
