PRESIDENT BLYTHE: I apologize for not informing you much earlier, since this is an emergency meeting. It is official, the plane carrying President Minshu has gone missing. Either due to being shot down or plane issues, we do not know. What we know is that it went down somewhere in the South Pacific Ocean.
SECRETARY RASMUSSEN: I suggest we send a letter to the RDC demanding cooperation in the search and rescue of the aircraft. The details of the aircraft, its route and radar tracking should be sent to us to help with the operation. Sir, you can direct the Secretary of Transportation to lead the investigation and report back to you and the RDC leadership.
SECRETARY IRVING: To be frank, I don't think the survival chances are high. This late into the accident, we would all expect Mr. Minshu to be.. dead. Nevertheless, with the evergrowing threat of the RIM against our forces in Reizen and now an unstable RDC leadership, I see it sensible to raise the DEFCON (defense readiness condition) level to 3 for Bzerne forces in Reizen, the same level as the Southeastern Command. I will also assign the Southeastern Command to assist in the search and rescue operation.
VICE PRESIDENT UNDERWOOD: Mr. President, you should send a letter to the RDC and issue another directive, ideally by the end of today. The letter will include a request for cooperation in the search and rescue operation for Mr. Minshu and additional assistance and military reinforcements in Reizen. The new directive would be a revised version of the original one, allowing for the establishment of Bzerne aerial forces and government presence in Reizen.
CHANCELLOR CARNEGIE: A separate, secure zone should be established in Bzerne territory in Reizen to house the RDC leadership and that of ours. Setting up permanent representation in our territory will allow for better management and plan coordination. That however doesn't mean we are violating Frost sovereignty, which is something we definitely must avoid. But we'll need to inform the Frost Empire of our intentions.
PRESIDENT BLYTHE: Is there any airport in our territory?
SECRETARY IRVING: To the best of my knowledge, no sir. All of our past landings have been performed on a temporary concrete runway.
CHANCELLOR CARNEGIE: An upgrade of the runways, which include expansion and installation of technologies like lighting will amount to at least 120 million Francs (USD 234 million).
PRESIDENT BLYTHE: Write the cheque.
CHANCELLOR CARNEGIE: Wouldn't that be quite a reckless spending, sir? Public support is at a new low, we should avoid from making foolish moves.
PRESIDENT BLYTHE: How is it foolish when the airport can help ending the war earlier? Parliament appropriated 5 billion (USD 9.75 billion) for the Reizen Civil War. We've spent 3 out of the 5 billion. Let's put the cost aside and talk about its benefits. The airport can help increase our air operations' efficiency and cost management. I'm thinking of conducting air operations with the Frost Empire, when we start to normalize our relations again, against the RIM.
But of course, such a great asset in a warzone would need special security and care. We will need to push the RIM back as far as we can and eventually get them off Zett Island.
SECRETARY IRVING: Also, what are we doing with the Frost request of withdrawing our troops from Reizen Island.
VICE PRESIDENT UNDERWOOD: We will withdraw all our troops from that island to Zett Island. In return, they would give us 30 days to do so and no acts of aggression will be made against each other during that period. That'll give us enough time to reorganize our forces and reinforcements to defend our territory, which would ideally be the entire Zett Island.
SECRETARY RASMUSSEN: Good enough. Frank (The Vice President) is having conversations with the Sedunnic defense minister on the possibility of our country joining the Grovne [Non-Aggression] Pact. There should be consensus on this issue.
SECRETARY IRVING: I can tolerate not being aggressive with the Frost Empire, but the WPR is different. How can we possibly side with an enemy force? The communists will, at the end of the war, be in our way. Either we win them now or face them forever after.
PRESIDENT BLYTHE: This is a chance to end the war, Joe. We're not going to compromise our interests. It will be clear for the Frosts that we will not agree on a deal unless they guarantee us freedom and democracy in Reizen. A future socialist economy in Reizen, I am not sure, but the people in this room right now, including me, don't want it to happen. Plain and simple. However, it is not a wise action now to be attacking the WPR. A party in the Grovne Pact and a faction backed by the Frost Empire, trying to defeat it using military force will ruin our chances for future diplomatic relations with the Frost Empire and other countries alike.
Let's move on to planning on ways to play our part in defeating the RIM.
DIRECTOR CORCORAN: After the tensions between us and the Frost Empire has soothed, I propose that we extend an invitation to countries involved in the war, namely, Sedunn and the Frost Empire, in order to promote further cooperation in terms of intelligence activities on the RIM. The activities, either conducted individually or jointly with other nations, can be on spying, assassination and surveillance missions. The results from such activities will be shared amongst the intelligence agency of the countries involved.
SECRETARY IRVING: Should we rule out the use of missiles?
VICE PRESIDENT UNDERWOOD: Of course! Of course. Ballistic missiles and other high-collateral damage ones must be ruled out. We can use air-to-surface missiles for our air strikes, however that can only happen with approval from the Frost Empire.

Therefore, on behalf of the Bzerne government, I seek your cooperation in searching for Mr. Minshu's airplane.
Along with three aviation safety experts, the Bzerne government is sending to Zett Island as its main representative in Reizen. Together with my staff, I hope to be of help for the leadership of the Reizen Democratic Coalition. It is my wish that through this, better means of communication will be established and there would be better management and coordination of plans.

I hereby pledge to do the same.
Lastly, in respect of the sovereignty of the Frost Empire over Reizen, I, on behalf of the Bzerne government, am informing you its intent to set up a representative office in Zett Island. None of the actions herein mentioned are in any way hostile to the Frost Empire or any of its allies.

MEMORANDUM FOR THE VICE PRESIDENT

THE COMMANDER OF THE BZERNELEG SOUTHEASTERN COMMAND
1. Access to the Southeastern Continent of the South Pacific and the security of our allies and backed groups in the area are vital to Bzerneleg's national security. It is a long-standing policy of the Government of Bzerneleg that it remains committed to defending and promoting its national interests abroad and specifically the Southeastern Continent, after Bzerneleg's involvement in the Reizen Civil War, if highly necessary through the use of military force, against powers with interests inimical to our own. The Frost Empire, whom we had established diplomatic relations with, by virtue of its recent attacks against the Reizen Democratic Coalition and its support of the Workers' Party of Reizen, has increasingly become an obstacle to our mission and operations in the Reizen Civil War. Although economic sanctions have been put in place and will have a somewhat significant impact on our adversaries, it is not enough to accomplish the objective of establishing a long-term democratic and pro-capitalist government in Reizen. There is no sign or evidence that it will happen in the near future. Moreover, prolonging the current situation would be detrimental to Bzerneleg in that it will increase the costs of eventual military action, threaten the integrity and political cohesion of the Reizen Democratic Coalition, and allow for continued territorial gains by other factions and states involved in the Reizen Civil War. This directive sets forth guidelines for the defense of Bzerneleg's vital interests in the region in the face of Frost hostility and communist expansion in Reizen.
2. Pursuant to my powers and responsibilities under the Constitution as President and Commander-in-Chief of the Armed Forces, and under the laws and treaties of Bzerneleg, and in accordance with the rights and obligations of Bzerneleg under international law, including WF Resolutions 4 and 7, and consistent with the right to collective self-defense affirmed in Clause 1, Section A, Article I of the Charter of the World Forum, I hereby authorize military, diplomatic and economic actions to safeguard the Reizen Democratic Coalition's territory in Reizen Island from aggression by other states and factions, promote the Coalition's standing in the region, and prevent communist expansion in Reizen. This authorization is for the following purposes:
a. to force the complete termination of the Frost military offensive in Reizen Island and the withdrawal of all Frost forces from the island;
b. to regain the entirety of Reizen Zett Island and seize other attainable locations in Reizen;
c. to diminish the WPR and RIM and make the RDC the strongest faction in Reizen;
d. establish, secure and safeguard a democratic and pro-capitalist government in Reizen; and
e. prevent a communist government and limit communist and socialist presence in Reizen.
3. To achieve the above purposes, Bzerneleg and the RDC should seek to:
a. defend the RDC and other Bzerneleg-backed groups from attack;
b. block and destroy all supplies towards the RIM, WPR, and its affiliates;
c. destroy the RIM and WPR's command, control and communication capabilities;
d. prevent the RIM, WPR, and its affiliates from acquiring chemical, biological and nuclear weapons;
e. orchestrate the capture and assassination of RIM, WPR and Frost officials in Reizen;
f. gather international support for liberty and democracy in Reizen;
g. destabilize countries which are found to be supporting the RIM, WPR, and its affiliates;
h. conduct operations designed to lessen the strength, break the will and encourage defection of enemy forces, and weaken Frost support for the WPR;
i. weaken and destroy the economic and financial capabilities of enemy forces; and
j. deploy spies into enemy forces and countries to gather intelligence for efficient planning formulation.
4. While achieving the purposes in Clause 2 above and carry out the missions in Clause 3 above, every reasonable effort should be taken to:
a. minimize Bzerneleg and RDC casualties;
b. take special precautions to minimize civilian casualties and damage to non-military economic infrastructure; and
c. maintain positive diplomatic relations with the Frost Empire, Sedunn and other allies involved in the Reizen Civil War.
5. Bzerneleg shall seek the maximum participation of the RDC and other partners in all aspects of operations in Reizen. Valuable information and intelligence shall be frequently exchanged confidentially between the parties previously mentioned.
6. Bzerneleg will encourage La Ascensión to increase their forces along its border with Reizen so as to draw off resources devoted to the RIM, WPR, and its affiliates to the Reizen theatre of operations.
7. Bzerneleg recognizes the territorial integrity of Reizen and will not support efforts to change current boundaries, unless I, along with the head of the RDC, shall deem it necessary.
8. Any request for assistance made by the RDC to Bzerneleg will be approved unless it is deemed as contradictory to our national interests.
9. Bzerneleg and the RDC shall not commit hostile actions against each other and strive to operate collaboratively.
10. Should the RIM, WPR and its affiliates resort to using chemical, biological or nuclear weapons, be found supporting terrorist acts against Bzerneleg, the RDC or certain other allies anywhere in the world, it shall become an explicit objective of Bzerneleg to consider it as an act of war and completely eliminate such groups. If such actions are committed by Agot, Kotci, Bruuma or any other state, it shall become an explicit objective of Bzerneleg to declare war against such state and replace the current leadership thereof.
11. All appropriate Bzerneleg government departments and agencies are to prepare and present to me, for decision, measures necessary to achieve the purposes in Clause 2 above.
12. All operations will only come to an end only when I have determined that the objectives set forth in Clause 2 above have been met.

ESTABLISHMENT OF AN AERIAL FORCE AND GOVERNMENT REPRESENTATION IN REIZEN

BY THE PRESIDENT OF THE REPUBLIC OF BZERNELEG
A PROCLAMATION
WHEREAS the lack of an aerial force in Reizen hinders the capability to conduct efficient offensives far from Bzerneleg-managed territory in Reizen; and
WHEREAS by a Joint Resolution passed by the Parliament of Bzerneleg and approved on November 22, 2018, it was declared that Bzerneleg is determined to assure, by whatever means may be necessary, a future of liberty and democracy in Reizen and defend itself and its allies against aggression from enemies foreign and domestic:
NOW, THEREFORE, I, DONALD BENJAMIN BLYTHE II, President of the Republic of Bzerneleg, acting under and by virtue of the powers conferred upon me by the Constitution and laws of Bzerneleg, in accordance with the aforementioned resolution of the Parliament of Bzerneleg, and to defend and promote the security and interests of Bzerneleg and its allies, do hereby proclaim that the forces and officials under my command are ordered, beginning at 10:00 Coordinated Universal Time, June 11, 2019, to begin, subject to the instructions herein contained, the establishment of an aerial force and government representation in Reizen.
For the purposes of this Proclamation, the instructions shall be the following:
The defense readiness condition of the Bzerneleg Southeastern Command shall be ordered down to DEFCON 4, with the exception of Bzerneleg Air Force and Marine Corps Southeast. The 2nd Armoured Division (4,500 troops, 10 attack aircraft), 22nd Fighter Wing (250 troops, 10 fighter jets, 6 helicopters, 1 surveillance aircraft), 64th Airlift Wing (120 troops, 4 military transport aircraft), and 2nd Marine Expeditionary Force (1,500 troops, 10 attack aircraft) shall be deployed into Zett Island, by air. They will be tasked with defending the territory of the Reizen Democratic Coalition in Zett Island and Zett Corridor from any occupation. Airstrikes may be ordered if the Commander of the Bzerneleg Southeastern Command shall deem it necessary.
A diplomatic delegation of the Bzerne government shall be established for the purpose of representation in Reizen. It shall be named the "Bzerne Special Mission to Reizen." Headed by Assistant Secretary of State for Southeastern Affairs John Bromley Smith, the Special Mission will be tasked with the coordination and management of all Reizen-based operations, representation of the Bzerne government to the RDC and other factions. A secure zone shall be established in Bzerne territory on Zett Island for the headquarters of the Special Mission and the housing of members thereof. Available to the Administrator of the Special Mission are 5 press and communication staff, a military attaché, an economic attaché and 20 security staff. The Administrator is accountable to me and the Secretary of State, therefore he is to regularly report and update to us events and occurences in Reizen
To enforce this order, the Secretary of Defense shall take appropriate measures to support the establishment of an aerial force in the Reizen Civil War, employing the land, sea and air forces of Bzerneleg in cooperation with any forces that may be made available by RDC and other allies. The Secretary of State may modify the composition and responsibilities of the Bzerne Special Mission to Reizen to which he shall deem necessary.
