6. Brutland and Norden will stay on as Cartographer Emeritus, which is only a fancy name for a post that means that the people at the Bureau of Cartography can still call and ask me for assistance and help.

* I put this in because I would like to protect the principle in which I had run the map: everyone in the region is entitled to have a place in the map, regardless of citizenship status, or whether they RP or not. Feel free to change the rules for secondary/colonial plots.

While the intentions for the creation of the map is to help people and nations of the South Pacific chart their own countries, including some of their colonial ambitions, it is in the interest of the wider region that space and vacant plots be retained in order for future TSPers to also enjoy the benefits and opportunities a map can offer. If we fill up the map with ourselves there will be little opportunities for new people. As such, the Bureau of Cartography and the Minister of Regional Affairs have formulated further guidelines in colonial policy:

Due to the varying definitions, the Bureau of Cartography has decided to name the plots suitable/appropriate for colonial claiming: plots 006, 007, 017, 027, 091, 096, 101, 109, 183, and 200. 4. In conformance with the "one-nation-one-plot" rule, puppets/colonies should be applied for using another separate TSP nation.
5. Any appeals/special cases may be made to the Bureau of Cartography, which will have the final decision over the matter.

Due to insistent public demand, the South Pacific Bureau of Cartography hereby opens up more plots for secondary claims. This will be accompanied with changes to the secondary claims/colony claiming policies so as to ensure that slots will not be filled up easily. The changes are as follows:
1. Aside from the plots announced in December 2013 (plots 006, 007, 017, 027, 091, 096, 101, 109, 183, and 200), the Bureau of Cartography has decided to name additional plots suitable/appropriate for secondary claims. They are: 021, 038, 124, 130, 131, 132, 133, 134, 141, and 174. As we now have 20 plots for secondary claims out of a total of 230, it will not be likely that the Bureau will open any more for secondary claims.
2. Players who are citizens of the South Pacific will be limited to two plots only.
3. Players who can apply for two plots can apply for one primary (mainland) claim, and one secondary (colony/puppet) claim. Exempted from the rule changes in #2 and #3 are those that had lodged a valid claim before 26 April 2015. These will be grandfathered in unless #4 will apply.
4. As before, in conformance with the "one-nation-one-plot" rule, puppets/colonies should be applied for using another separate TSP nation. Grandfathered claims not meeting the claiming criteria (i.e. those whose associated accounts CTE, or moved out) will be removed completely and the player will lose the privilege of claiming three plots.
5. Any appeals/special cases may be made to the Bureau of Cartography, which will have the final decision over the matter.

Update May, 2017
There has been different rules and requirements on secondary claims since the map was designed. Previously, players were required to be citizens (corresponding to current legislator status) to have secondary plots, and were allowed up to three plots in total. The requirement on citizenship/legislator status has been removed. Those that had lodged a valid claim before 26 April 2015 are still allowed to keep their third plot (see Kyle's announcement on April 2015 above).
Previously, there were also specially dedicated plots for secondary claims (see the spoiler). This limitation has been removed.

The Google Slides version of the map is finished! All new valid claims have been added and all old plots that either belong to players who have requested it or belong to a player with a permanent nation have been transferred.
This means that there will be no more monthly updates. Instead, our new map managers @GI-Land, @Illaois and @Besern and to some extent I, will add new claims several times a week. There will many "micro-updates" instead of a large monthly one. The way it will work is this:
A map manager reviews a new claim and check compliance with the claiming rules.
If OK, the map manager likes the post with the claim, otherwise they respond to it and explain what's wrong.
The map manager adds the claim on the map. Once done, they will announce that it has been added in this thread.
The map move also introduces a change to the claiming rules. In order to be granted a second and a third plot, you must already have a plot on the map.
The posts containing the link to the map and other info have been updated. Feel free to ask any questions here related to the move.
