Considering how long some applications take to be processed by LegComm, how about something along the lines of; 
(4) To be eligible to vote in a forum-based election, a legislator must have applied to be a legislator before the period for nominations began for that particular election, and has been accepted by the Legislator Committee before the period for voting ends,
