Official Notice from the Speaker of the Assembly Procedures for Debate and Voting The Speaker of the Assembly, in Assembly Resolution 1, is tasked with conducting votes in the Assembly. Pursuant to this responsibility, the Office of the Speaker hereby gives notice of the procedures that will be adopted for the duration of this term. Member states that wish to object to some or all of these procedures are encouraged to submit draft resolutions or amendments for consideration before the Assembly, so that changes to Assembly procedures reflect the collective wishes of member states. (1) Any member state may submit a draft resolution or amendment for consideration, which will be collectively debated and refined by the Assembly. (2) To be brought to a vote, a draft resolution or amendment must receive a motion to vote from one member state and a second from another member state. (3) The act of submitting a draft resolution or amendment may be considered a motion to vote, if that version of the text is seconded by another member state. (4) To be adopted, resolutions require a simple majority of those voting, excluding abstentions. (5) If two or more competing or conflicting drafts each receive a motion and second, both will be brought to vote simultaneously. If multiple drafts receive a simple majority of votes, only the draft receiving the greatest number of votes in favor will be adopted. (6) Draft resolutions and amendments will remain at vote for five (5) days after the vote is opened. (Signed) Robert Sontheimer Speaker of the Assembly
