[WF IC] Speaker of the Assembly

Ambassador Pierre entered the Assembly hall with a resolution in hand. He looked around, saw that as usual it was empty, and started to speak.

"My fellow ambassadors, in accordance with the Charter of this organization, I would like to offer the following resolution and move for its immediate adoption."
President of the Assembly Wrote:
Resolution No. 1
A Resolution to establish a Chair over the Assembly in accordance with II.A.4 of the Charter

Section A: Office of the Speaker of the Assembly
  1. There shall be a member nation whose representative to the Assembly shall be the Speaker of the Assembly
  2. The Speaker shall serve as the chair for all Assembly debate
  3. The Speaker shall serve for 6 months at a time. No nation may hold the Speakership for more than 1 consecutive term
  4. The Speaker shall be the primary representative of the WF as a whole and shall conduct themselves as such.
Section B: Election
  1. 5 months into the current Speaker's term, the election process shall begin.
  2. Any nation my nominate any other nation for the Speakership but may not nominate themselves. Nominations shall be open for 7 days.
  3. At the conclusion of nominations, an election shall be held, following the Instant Runoff system, for a total of 7 days. Each member nation is entitled 1 vote, and a selection to reopen nominations shall be included.
  4. The Nation receiving a majority shall be elected to the Speakership, with their World Forum Representative being styled as Speaker of the World Forum, and they shall take office at the conclusion of the previous president's term.
  5. The Speaker may be removed from office with a snap election being held should 2/3rds of all members wish for their removal

Section C: Powers and duties of the Speaker
 
  1. The Speaker shall conduct all votes in the WF and has the power to declare a resolution adopted or not adopted.
  2. The Speaker shall review all submitted resolutions and refer them to the appropriate Committee.
  3. The Speaker may nominate a Deputy Speaker to assist them in these duties as well as any others that future resolutions may assign to them. The Deputy Speaker will need to be elected with a simple majority voting in favor of their appointment, and shall serve at the leisure of the Speaker
    1. Should the Speaker be unable to fulfill their duties or be removed form office, the Deputy Speaker shall serve as acting Speaker until a new Speaker is elected.
  4. The Speaker has the right to be a voting member in the Assembly and may still speak on any resolution as any other member would

Mr. Kahlenberg, WF-ambassador for GI-Land, came into the empty hall while Ambassador Pierre made his speech.
He sat down at his place and began to take some notes on what the Omegan ambassador wants to achieve.

When Ambassador Pierre finished speaking and went to his place, he requested the permit to speak.

"Mr. Ambassador, I second this motion and I'm very glad we'll take one big step forward in establishing this association completely. Thanks for suggesting something, no other nation, mine sadly included, dared to suggest before."

He sat down again and everyone in the room waited for something else to happen, before the voting on the resolution will take place.

"Not everyone has the luxury of peace and stability to draft resolutions Ambassadors," said Ambassador Fenrek Kei-mazen of the Frost Empire. "While the Empire commends the FSoO's effort, we must remind you that this is an international forum where each individual sovereign state have the right to exercise their own freedoms. Having a President head the assembly sounds grossly inappropriate given the fact that our respective countries have not given the World Forum any executive power over the affairs of member states."

"Ambassador Kei-mazen, the title of President is simply to note that they preside over this assembly. For example, the State Senate of our state of Pecuniam has a chair styled as President. While he has no executive power he is called the President of the Senate. This is the same with this resolution, this President would have no executive power they would simply help to run the Assembly and maintain it's operation. We are not seeking to take away anyone's freedoms through this, we are simply trying to give this Assembly a Chair to facilitate it's voting and passage of resolutions agreed to by each state."

Volaworand's ambassador sets down her penguin SPIT juice box and stands.

"The Dominion of Volaworand is concerned the proposal does not include appropriate provisions for the purchase and sale of WF votes.  We in the Dominion wonder about the purpose of creating a marketplace of ideas without the appropriate capitalist provisions to monetize such a market. 

Accordingly,  we propose Section B, point 3 be amended from "Each member nation is entitled 1 vote" to "Each member nation is entitled 1 saleable and transferrable vote"

“I see,” replied Ambassador Kei—mazen, “However, unlike the state of Pecuniam the Frost empire’s President holds executive powers. Furthermore considering the fact that our nations were all once previously isolated from one another due to a variety of political and economic reasons, it is prudent that we mitigate any potential for misunderstandings. Such as the current one due to our different perceptions on the definition and powers vested into the title of our respective presidents. We would be more inclined to support a separate title, one that is more appropriate for forums such as this.”

"Honorable ambassadors, we have amended our proposal to include the title of Speaker instead of President. We move for a vote on the adoption of the revised resolution, following 48 hours of debate form the time this motion is made."

"The Frost Empire is also content with the resolution and also supports the motion to bring the resolution to a vote. We should move on more pressing issues with the Civil war ravaging my home in Reizen Province, and the escalating tensions between Ryccia, Erinor and Bruuma."
